INTRODUCTION The export strategy for the Manufacturing of fabricated metal products except machinery and equipment sector was developed by Project BG161RO003-4.2.01-0001 Promoting the internationalization of Bulgarian enterprises under priority axis 4 Strengthening of the international market positions of the Bulgarian economy for the Operational Program Development of the Competitiveness of the Bulgarian economy, in pursuance of Contract BG-161PO003-4.2.01-001-C00001 for direct grant aid, by which the Bulgarian Small and Medium Enterprises Promotion Agency (BSEPA) is an institutional beneficiary. The purpose of the export strategy for the Manufacturing of fabricated metal products except machinery and equipment sector, is to support the Bulgarian micro small and medium enterprises from the same sector in order to enhance their competitiveness, the degree of their internationalization and the entry or expansion of market positions of the Bulgarian products, in particular those with higher added value. The export strategy for the Manufacturing of fabricated metal products except machinery and equipment was approved by BSMEPA and a summary of the following is posted on the website of the agency This report (Update) aims to present, analyze and evaluate new data and information available as at 30.06.2013 and give precise references for government intervention through its institutions and the provision of development options to the other participants in the process of improvement in the sector. As a result of successful implementation of the export strategy is expected to improve when entering international markets and actively expanding and strengthening the market positions of Bulgarian SME sector. The analysis of the data follows the structure of export strategy "Fabricated metal products except machinery and equipment" and focuses on objective indicators that are analyzed. Page 8 of 51

MAIN CONCLUSIONS The presented updated findings and analysis are structured available as of 31 March 2013: in four parts based on data STATE AND DEVELOPMENT OF THE SECTOR IN BULGARIA EXPORT ORIENTATION OF THE SECTOR PRODUCTS EXPORT BENEFITS AND POTENTIAL COMPETITIVENESS OF EXPORTS OF GOODS OF FOREIGN MARKETS STATE AND DEVELOPMENT OF THE SECTOR IN BULGARIA This section analyzes the available information on: Change in groups, classes and products in the sector "Manufacture of fabricated metal products except machinery and equipment," according to classification of economic activities NACE-2008 NSI; changes in the basic data characterizing of the SME sector "Manufacture of fabricated metal products except machinery and equipment ; changes in the regional disposition of enterprises in the sector "Manufacture of fabricated metal products except machinery and equipment.". In response to the questions below provide a detailed analysis of aktualiziraniet to 30.06.2013 data adopted by ASME strategy for the sector "Manufacture of fabricated metal products except machinery and equipment" aimed at SMEs in the sector and their export opportunities. There is no change in the production structure of the sector including the production of metal products, boilers, radiators, tanks, tanks, boilers, forging and rolling of metal, metal, kitchen utensils, tools, hardware and more. In 2011 sector "Manufacture of fabricated metal products except machinery and equipment" covers about 10% of the industrial production in the country and also creates about 12% of value added in the industry. Sector participation in foreign trade amounts to about 5.09% of the total exports and 3.72% of the total imports. For comparison, in 2010 the sector's share in total exports of odd amounts of 5.2%. Revitalization of the production has a favourable repercussion on the exports of the sector.in 2011 to 2010 the growth rate of total exports in Page 9 of 51

Bulgaria is 30% and the growth rate of exports of the sector "Manufacture of fabricated metal products except machinery and equipment" is 28%. In 2012, the fall in export growth should also reduce the rate of total exports. The sector's share in total exports amounted to 4.97%. In 2012, the share of imports in the sector of total imports amounted to 3.70 %. According to the preliminary data of the NSI for the first half of 2013 the share of exports in total exports sector is 5.7%, and the share of imports of the sector in total imports amounted to 4.4%. In 2012 the number of enterprises in the sector increased to 3923, up from 36% the previous year. Reducing the number of employees in the sector by 18% over the same period in the growth of production and exports indicates increased labor productivity in the sector. The optimization of the labor productivity in the sector is confirmed by the fact that the decrease of the number of enterprises and employees in 2012 does not affect adversely on the growth pace of the turnover and the value added. In 2011 and 2012 the greater concentration of companies and employees in the southern areas has stayed in the same condition. Page 11 of 51

In accordance with the common trend of reducing the enterprises number in the industry and in particular the manufacturing industry in Bulgaria, in 2011 and 2012, the number of micro, small and medium enterprises in the sector decreases to 3923 and 3715 respectively. Over the same period the employees number decreases to 35 326 and 34 441 people, which is 20% compared to previous years. Taking into account the increase of the exports it can be concluded that the labor productivity in the sector is increasing. These groups achieve 32%, 26% and 29% of turnover in the sector. 31%, 27% and 28% of people in these groups. In 2012 SMEs in the sector realize turnover of 2 billions, by 5.5% more the achieved turnover in 2011. Labor productivity in SMEs sector, measured as the ratio of the value added and the number of employees has risen by 8.2 % in 2012 compared to 2011 to a level of 15932 lev / busy. Page 13 of 51

Notwithstanding a decrease in number of enterprises and number of employees in the sector the indicators turnover and value added increase Manufacturers should be encouraged to continue to invest in the implementation and expansion of production lines for the production of products with high added value in order to avoid the threat of losing market shares, although in recent years has made a significant refurbishment and modernization of majority of companies in the sector. EXPORT ORIENTATION OF THE SECTOR The "Manufacture of fabricated metal products except machinery and equipment" sector is made small and medium-sized enterprises. SMEs of the 18 export-oriented sectors represent 81% of the manufacturing industry. Therefore, as a conclusion from the analysis of SMEs can be said that the 18 export-oriented sectors can be considered as representative of SMEs from all processed industry. Exports share by SMEs in the sector "Manufacture of fabricated metal products except machinery and equipment" in total exports of the manufacturing in 2011 grew almost twice that of 2010, which shows the aftermath of the crisis. In 2012 the trend retains the smae since a decrease of 0.15% in the share of the realized exports by the SMEs of the sector could not has an essential effect on the assessment. Indicator ' export volume of 1 employed "sector" Manufacture of fabricated metal products except machinery and equipment " marked improvement. The " export volume of 1 employee" in 2011 increased by about 50% compared to 2010, which proves that the export orientation of the sector develops. In 2010, this sector index ranks 13th place, and in 2011 he ranked 12th among the 18 export-oriented manufacturing sector. The upward trend in the volume of exports per employee was confirmed in 2012 as this index increased by 7.14% compared to 2011 Page 20 of 51

Revenues from sales on the international market in the sector "Manufacture of fabricated metal products, except machinery and equipment" in the period from 2000 to 2010 are not constant. By 2005, an increase of revenue in 2006 and 2007 - fluctuation in values while. in 2008 (during the crisis) - a sharp decline. After 2009 there was a strengthening of the upward trend in turnover, an indicator of recurrence and increase export opportunities for the sector. In 2011, the remains the trend of growth of this indicator, but in 2012 there is a decrease. In general, the dynamics of the turnover in the sector follows the trend of the same indicator for the industry and the manufacturing, but with more pronounced variations of growth in 2005 and a serious decline in 2008, during the economic crisis. The amplitude of decline in 2012 is less pronounced compared to the value of this indicator for industry and manufacturing generally. The main factor for the veracity of any economic study is the availability of an adequate database. In order to implement a product line between production and exports in the sector and thus provide unambiguous comparable in content and time indicators, commodity (product) structure of exports (tariffs) is presented at the sectoral level according to the Classification of Economic Activities NACE 2008. To achieve better picture of export and compatibility with the statistical information provided by the World Trade Center, the respective data ranged on a fourth level of the Customs Tariff - total and by countries - major trade partners; In this way it is possible to adequately reflect the actual trends in the export sector "Manufacture of fabricated metal products except machinery and equipment" and to derive lessons to boost export orientation. The chart values are compared to the product structure of exports in the sector "Manufacture of fabricated metal products, except machinery and equipment" for the period 2008-2012, after the onset of the global economic crisis. The most significant share in exports in 2012, he has been the product group "Surface and machining of metal and coating" - over 53%, followed by "other hardware" and "drums and similar containers of steel" to share respectively over 13% and 8%. Three product structures formed over 70% of exports in the sector "Manufacture of fabricated metal products except machinery and equipment." In 2008, as a result of the crisis, the volume of exports in the sector "Manufacture of fabricated metal products except machinery and equipment" down. The positive trend of gradual recovery in the pace of export starts the be noticeable in 2010, when the levels of exports is highly close to those in 2008 Results in 2012 show the positive trends and improve the pace of exports in the sector.
