PROG-1 GENERAL This Continuous Airworthiness Maintenance (CAMP) is authorized by Operation Specification (OpSpec) D07 (Aircraft Maintenance - Continuous Airworthiness Maintenance (CAMP) Authorization). PROG-4 ADDING ADDITIONAL AIRCRAFT TO CAMP Adding additional aircraft to this program will be accomplished by either performing a bridging inspection consisting of all inspection requirements, or all individual inspection items that are due along with accomplishing a routine inspection in conjunction with ALL 6 Phases. AIRWORTHINESS DIRECTIVES This inspection program does not provide a grace period for FAR 39. Airworthiness Directive compliance will be accomplished in accordance with the AD or in accordance with an Alternate Method of Compliance (AMOC). Airworthiness Directives are tracked on the Aircraft Status Report. Refer to GMM for additional guidance. SERVICE BULLETINS Manufacturer-Issued Service Bulletins (all classifications including Mandatory) will be accomplished if mandated by Airworthiness Directive or other regulatory document. Manufacturer-Issued Service Bulletins (including Mandatory) not mandated by regulation may be reviewed and accomplished entirely within the discretion of Hageland Aviation Service, Inc. AIRCRAFT LIBRARY Revisions will be accomplished in accordance with the Aircraft Library Status Report. POH/AFM revisions will be accomplished if mandated by Airworthiness Directive or other regulatory document. Revisions (including Mandatory) not mandated by regulation may be reviewed and installed entirely within the discretion of Hageland Aviation Service, Inc. REQUIRED INSPECTION ITEM (RII) PROCEDURES Those items of maintenance or alteration that could result in a failure, malfunction or defect endangering the safe operation of the aircraft, if not performed properly or if improper parts or materials are used, are designated as Required Inspection Items (RII). A required inspection shall be performed by a designated inspector with RII authorization as detailed in the GMM. An inspector may not perform a required inspection if he performed the item of maintenance required to be inspected. RII authorized inspector shall not administer On-the-Job Training (OJT) on tasks that they will be performing required inspections. For additional RII information, refer to GMM. RII LIST Refer to GMM. CONTINUING ANALYSIS AND SURVEILLANCE SYSTEM (CASS) Refer to GMM.

PROG-5 DEFINITIONS These terms are defined as follows: Warnings, Cautions, and Notes: WARNING - Brings attention to an operating procedure, inspection or maintenance practice, which if not correctly followed, could result in personal injury or loss of life. CAUTION - Brings attention to an operating procedure, inspection, repair or maintenance condition, which if not strictly observed, could result in damage or destruction of equipment. NOTE - Brings attention to an operating procedure, inspection, repair or maintenance condition, which is essential to highlight. Airworthiness - A condition in which the aircraft, airframe, engines, propellers, accessories, and appliances meet their type design and are in condition for safe operation. Flight Time - Flight time is the time from the moment the airplane leaves the ground until it touches the ground at the end of the flight. Time in Service - Time in service, as used in computing maintenance and inspection time records, is the time from the moment the airplane leaves the ground until it touches the ground at the end of the flight. Flight Cycle - Engine start-up and increase to full or partial power (as required during normal flight), one landing gear retraction and extension and a complete shutdown. One (1) Flight Cycle = One (1) Cabin Pressure Cycle One (1) Flight Cycle = One (1) Airframe Cycle One (1) Flight Cycle = One (1) Engine Cycle Continuous Inspection - A continuous inspection is continuing airworthiness inspection of an airplane and its various components and systems at scheduled intervals in accordance with procedures prescribed by the Administrator of the Federal Aviation Administration. Routine Inspection - Routine inspection consists of visual examination or check of the appliances, the airplane and its components and systems insofar as is practicable without disassembly. Detailed Inspection - Detailed inspection consists of a thorough examination of the appliances, the airplane and components and systems with such disassembly as necessary.

PROG-6 DEFINITIONS (Continued) Special Inspection - Inspection of components or systems based on calendar time, hours or cycles which do not coincide with the scheduled inspection. Tactile Inspection - Perceptible to the touch. Visual Inspection - To use the eyes, either aided or unaided, to inspect a part or system. Maintenance - Means inspection, overhaul, repair, preservations, and the replacement of parts, but excludes preventive maintenance. PROHIBITED - To forbid by authority or law. ABBREVIATIONS FOM - Facilitate Other Maintenance. IAW - In Accordance With. N/A - Not Applicable. May be used to indicate an item on the inspection form is not applicable because it refers to equipment that may not be installed on the aircraft being inspected, currently deferred in accordance with the Minimum Equipment List (MEL) or entered on a Carry-Over Log.

PROG-9 ROUTINE INSPECTION PROCEDURES NOTE: The Hageland Aviation Services Beechcraft 1900C Airliner CAMP Routine Inspection form is used for all Routine Inspections. This inspection consists mainly of a visual inspection of the major components of the airplane for general condition. 1. GENERAL A. Forms Required (1) Hageland Aviation Services Beechcraft 1900C Airliner CAMP Routine Inspection form. () Hageland Aviation Services Non-Routine Form. B. Inspection Procedures (1) Fill out the heading on each form in its entirety. () The mechanic first completes line on the first page with printed name, certificate number with type, signature and initials. As the mechanic checks each item on the inspection form, initials are entered in the spaces provided. (3) List all discrepancies found during the inspection on the Hageland Aviation Services, Inc. Non-Routine Form. (4) When the inspection is complete, the mechanic will sign the INSPECTION COMPLETED block at the end of the inspection sheet. NOTE: All discrepancies found during the Inspection will be noted on the Hageland Aviation Services Non-Routine Form and attached to the completed Hageland Aviation Services Beechcraft 1900C Airliner Routine CAMP Inspection Form after completion and forwarded to MX Records. NOTE: Corrosion detected while performing this routine inspection may be treated in accordance with Chapter 0-09-00.

PROG-10 00-HOUR-INTERVAL DETAILED INSPECTION PROCEDURES Six separate Detailed Inspections of the airplane are required to accomplish one complete inspection. Only a portion of the airplane s components or systems is inspected at each 00-hour interval, thus accomplishing a complete inspection of the airplane once every 1,00 hours of time in service. Items requiring attention at periods of less than 1,00 hours are duplicated on the appropriate Detailed Inspection form. All six phase inspections must be completed every 4 calendar months. 1. GENERAL A. Forms Required (1) Appropriate Hageland Aviation Services Beechcraft 1900C Airliner CAMP 00-Hour Interval Detailed Inspection Form. () Hageland Aviation Services Beechcraft 1900C Airliner CAMP Routine Inspection Form. (3) Hageland Aviation Services Non-Routine Form. B. Inspection Procedures (1) Fill out the heading on each form in its entirety. () The mechanic first completes line on the first page of the Routine Inspection with printed name, certificate number with type, signature and initials. As the mechanic checks each item on the inspection form, initials are entered in the spaces provided. (3) List all discrepancies found during the inspection on the Non-Routine Form. (4) When the inspection is complete, the RII will sign the INSPECTION COMPLETED block at the end of the inspection sheet. NOTE: All discrepancies found during the Inspection will be noted on the Hageland Aviation Services Non-Routine Form and attached to the completed appropriate Hageland Aviation Services Beechcraft 1900C Airliner CAMP 00-Hour Interval Detailed Inspection Form after completion and forwarded to MX Records. NOTE: Corrosion detected while performing this routine inspection may be treated in accordance with BEECH CCM, Chapter 0-09-00.

PROG-11 LETTER CHECKS Letter Checks are tracked on the Aircraft Status Report. Each check has sections: Check Procedures and Sign-Off. The mechanic is to initial and date each inspection item inspected. UNSCHEDULED MAINTENANCE CHECK (UMC) If the aircraft is involved in unusual types of operations, operated in unusual environmental conditions or following an in-flight or ground event, additional inspection may be required. These checks are ONLY initiated by flight crew and/or from maintenance department inspection findings. For inspection requirements under the following conditions, refer to the UMC section in this manual or References below. Conditions, which could require unscheduled maintenance: Operation in areas of high dust content Operating from very soft or unusual terrain Inspection after hard or overweight landing Inspection after encountering turbulent air Inspection after lightning strike Engine inspection after sudden stoppage Heavy equipment cargo operation Inspection after deployment of landing gear above critical speed condition Inspection after deployment of flaps above critical speed condition Bent nose steering stop Flight in airspace with a low contamination of volcanic ash If the engine is inadvertently operated in excess of its operating limits, determine the extent to which to limits were exceeded and the corresponding maintenance requirements (Ref. P&WC MM, Chapter 71-00-00). If the propeller is subjected to an overspeed or an overtorque condition, determine the corrective action that must be taken to ensure that no damage to the propeller has occurred (Ref. HARTZELL SPM).

PROG-1 AIRWORTHINESS LIMITATIONS MANUAL GENERAL This Airworthiness Limitations Manual is an integral part of the Hageland Aviation Services, Inc. Beechcraft 1900C Airliner Continuous Airworthiness Maintenance (CAMP). FAA APPROVAL The Airworthiness Limitation Manual (ALM) is located within this inspection document. The Hageland Aviation Services, Inc. Airworthiness Limitation Manual is authorized by Operations Specification D089 (Maintenance Time Limitation Section). Approval for this document is accomplished by the PMI (Principle Maintenance Inspector) signature in the Approval Block found on the LEP INDEX page. NOTE: Changes to the Airworthiness Limitations Manual are mandatory only if mandated by an Airworthiness Directive or other regulatory document such as changes in manufacturer s Airworthiness Limitation section that are incorporated by reference in the applicable Type Certificate Data Sheets (TCDS): Hawker Beechcraft Corporation TCDS A4CE Pratt & Whitney Canada TCDS E4EA Hartzell Propeller TCDS P56GL Each change as required above will be referenced in the LEP INDEX page. SCHEDULE The Inspection and Maintenance schedule is tracked on the Aircraft Status Report. The objective of the maintenance schedule is to do the correct task at the correct interval and that additional maintenance is not always a good idea. Decreasing intervals or adding tasks should be justified the same way increasing or removing tasks is accomplished. ADDITIONAL ITEMS NOT LISTED Airworthiness Directives (AD s) are not listed in the ALM, but AD compliance and reoccuring intervals are tracked on the Aircraft Status Report. Fleet Campaign Directives, Service Bulletins/Letters are also listed on the Aircraft Status Report.

ALM-M MISCELLANEOUS ALM-B TIME LIMITED INSPECTIONS ALM-C MAJOR MAINTENANCE SCHEDULE NOTE 1: In addition to the inspections prescribed by this schedule, the altimeter instrument and static system and all ATC transponders MUST be tested and inspected at 4 month intervals or anytime the system is opened in compliance with the requirements specified in 14 CFR 91.411 and 91.413. NOTE : Tolerances specified by DOT regulations or FAA Regulations (excluding MEL relief) take precedence over inspection intervals and tolerances authorized here.

PROG-14 AIRWORTHINESS LIMITATIONS MANUAL [Continued] NOTE: This inspection program is valid ONLY on B1900C Airliner Serial Numbers UC-1 thru UC-174. INSPECTION INTERVAL TOLERANCES ROUTINE INSPECTION Routine Inspections are conducted at 7 Day intervals and in conjunction with a 00-Hour Detailed Inspection and/or Letter Check(s). If the Routine inspection is performed before the due date, the next Routine inspection will be due 7 days from the date last completed. PHASE INSPECTIONS (00-hr-interval Detailed Inspection) All six phase inspections must be completed every 4 calendar months. To facilitate scheduling, the following inspection interval tolerance is authorized: A tolerance of + or 10 hours is allowed. Each Detail Inspection must be completed within 10 hours of the prescribed time. EXAMPLE: The FIRST DETAILED INSPECTION, due at 00 hours, may be accomplished any time between 190 and 10 hours. The SECOND DETAILED INSPECTION, due at 400 hours, may be accomplished any time between 390 and 410 hours, etc. Use of the inspection interval tolerances should not be such that an overall increase of the inspection interval is created. If an inspection is conducted early or late within the + or tolerance allowed, the schedule for the subsequent inspection time is not affected. If the inspection is accomplished before the - 10 hours, the entire inspection schedule is shifted back from the completed time. EXAMPLE: 1st Inspection due at 00 hours completed at 180 hours. nd inspection now due at 380 hours and the third at 580. If the inspection is accomplished after the +10 hour point (regardless if the over-flight occured contrary to 14 CFR) MX Records Department is to schedule the next inspection due at the same time. EXAMPLE: 1st Inspection due at 00 hours. Aircraft inspection completed at 11 hours. Next inspection due at 400 hours.

PROG-15 AIRWORTHINESS LIMITATIONS MANUAL [Continued] ALM-S STRUCTURAL DEFINITIONS INITIAL INSPECTION is the first inspection time of the component. SUBSEQUENT INSPECTION is the inspection time limit for the follow-on inspections of the same component. NOTE: There are no tolerances authorized or permitted to the initial values assigned in section ALM-S. The specified maintenance/inspection actions must be performed on or before the stated flight hours, cycles or years. Subsequent inspections to the A, B and C Checks may apply the 10% tolerance listed in Inspection Schedule. ALM-S STRUCTURAL INSPECTION SCHEDULE The initial times and intervals for particular inspections are expressed in flight hours, while the fuselage inspections are expressed in both hours and cycles. The inspection times and intervals are considered to be nominal times. If the initial inspection is specified as 1,000 hours and the specified interval is 3,000 hours, the nominal inspection times will be at 1,000 hours, 15,000 hours, 18,000 hours, etc. In order to coordinate these inspections with the Continuous Inspection, any inspection specified in the inspection schedule may be varied by an amount of time not to exceed 10% of the inspection interval specified in the inspection schedule. However, under no circumstances can the interval between any two inspections be allowed to exceed 110% of the interval. For example, if a nominal inspection point is 15,000 hours and the specified inspection interval is 3,000 hours, that inspection may be performed as early as 14,700 hours or as late as 15,300 hours. The next inspection must be performed within 3,300 hours provided the 10% variance about the nominal inspection point is not exceeded. Therefore, if the last inspection was completed at 14,700 hours, the next inspection must be performed no later than 18,000 hours. However, if the last inspection was completed at 15,300 hours, the next inspection must be performed no later than 18,300 hours. It is permissible to perform the initial fuselage or wing inspection early to accommodate fleet scheduling. However the subsequent recurring inspections will be set to re-occur at 3,000 hours from the initial time. Example: Initial fuselage inspection at 10,500 hours, the next inspection will be due at 13,500 hours. The Empennage inspection is expressed in calendar time for the initial inspection while the repetitive inspections are expressed in airframe hours.

ALM-B TIME LIMITED INSPECTIONS Contains items that are have specific time limited inspection requirements. ALM-C MAJOR MAINTENANCE SCHEDULE Contains items that are inspected and are repaired or replaced on condition.

PROG-17 AIRWORTHINESS LIMITATIONS MANUAL SHORT-TERM ESCALATION AUTHORIZATION GENERAL This Short-Term Escalation Authorization is authorized by Operation Specification (OpSpec) D076. This authorization is valid only on Hageland Aviation Services, Inc. B1900C aircraft. Due to the various circumstances, an infrequent need could exist for a Short-Term Escalation (STE) of maintenance specification times. With proper controls, these escalations can be approved on an individual basis with no adverse affects on the airworthiness of the aircraft. Hageland Aviation Services, Inc. is FAA approved to escalate check packages, check package individual line items, or component time-change/task intervals by use of STE s per Operations Specifications D076. Short-Term Escalation s are not designed, nor are they to be utilized for a general increase in specification times. They are also not to be utilized to compensate for marketing requirements, flight scheduling requirements, poor maintenance practices, or poor maintenance program management. Short-term scheduled maintenance interval escalation shall not be used on a large scale (escalating numerous aircraft at once) or on a repetitive basis to the extent that it results in a fleet interval extension.

PROG-18 AIRWORTHINESS LIMITATIONS MANUAL SHORT-TERM ESCALATION AUTHORIZATION PROCEDURES Maintenance Requests for STE s shall be directed to the Director of Maintenance after completion of the necessary information specified on STE Form. Give specifics to fully identify the item including serial number if applicable, and clearly set forth any extenuating circumstances as to why the STE is requested. Recommend desired time extension keeping in mind the limitations noted on the form. Upon receipt of an STE, the Director of Maintenance, shall ascertain and record on the form, the currently approved specifications. He/she shall then review and analyze all pertinent information (teardown reports, fleet history, deferred maintenance items and component records), and in view of the affects on airworthiness of the aircraft, approve or disapprove the STE, signing in the appropriate space.

PROG-19 AIRWORTHINESS LIMITATIONS MANUAL [Continued] SHORT-TERM ESCALATION AUTHORIZATION Restrictions and Limitations Short-Term Escalation Intervals: Scheduled maintenance tasks are authorized a maximum 10% not to exceed 500 hours time-in-service. Any scheduled maintenance task short-term escalation that is more restrictive then the maximum times authorized must be listed in Table 1 located in OpSpec D076 Short-Term Escalation Authorization. The following listed scheduled maintenance intervals may not be escalated under this authorization: (1) Intervals specified by FAA Airworthiness Directives; () Life limits specified by type certificate data sheets; (3) Certification Maintenance Requirements (CMR) intervals, unless previously approved by the appropriate Aircraft Certification Office; (4) Interval limitations specified by minimum equipment lists or configuration deviation lists; and (5) Structural sampling periods imposed by maintenance review boards. For Special Considerations for Operations Under A U.S. Military Contract - see OpSpec D076. Short-term escalations will not be authorized when the sole justification is a military contract. In those cases, deviation to operations specifications extending maintenance intervals must be specifically authorized by the FAA under provisions of 14 CFR 119.55.

PROG-0 AIRWORTHINESS LIMITATIONS MANUAL [Continued] SHORT-TERM ESCALATION AUTHORIZATION FAA Notification and Distribution The Director of Maintenance will notify by E-mail within 4 hours after the authorization is issued the completed STE Form to: 1) FAA Anchorage FAA Flight Standards District Office (FSDO). ) Chief Inspector 3) MX Planning The original STE will be retained in the Aircraft File for the item escalated in the Records Department. A copy will be maintained in the office of the Chief Inspector. Extension of Short-Term Escalations The 10 percent, not to exceed 500 hour maximum time limit for an escalation is usually sufficient for an operator to position and/or repair the affected item. Occasionally, an operator cannot effectively accomplish the task within this time limit. After an in-depth review of this situation, an individual item may be extended beyond the maximum limit. In order to do this, an operator must submit justification to the FAA Principal Maintenance Inspector for approval prior to entering the extension period. This extension remains in effect for a prescribed time limit unless the component or inspection is accomplished prior to the item limit. Reliability Review The Chief Inspector shall review all completed STE Form(s) to ascertain that they are being used as intended and not being used repetitively to extend the life of items, or cover deficiencies in the maintenance, inspection, or management programs. Reports will be made during meetings of the CASS Board. STE Form is located after this section of the manual.
