It is indicative only because there is classified vegetation north of the stage, which has bushfire threat impacts on some of the proposed lots within Stage 15. Once this vegetation is permanently removed, the BAL ratings within this report will be accurate. The objective of the standard (AS 3959:2009) is to prescribe particular construction details for buildings to reduce the risk of ignition from a bushfire while the front passes (Standards Australia, 2009). Building to the standard (AS 3959:2009) does not guarantee a building will survive a bushfire. 1

Site Assessment and Site Plans The assessment of this development was undertaken on 1/8/2016 by Bushfire Safety Consulting Pty Ltd for the purposes of determining the Bushfire Attack Level in accordance with AS 3959 2009 Simplified Procedure (Method 1). 2

Vegetation Classification All vegetation within 100m of Stage 15 was classified in accordance with Clause 2.2.3 of AS 3959-2009. Temporary vegetation north of the site is mapped but not included in the analysis and this report remains indicative only and final BAL ratings can only be confirmed once the temporary vegetation is permanently removed. Table 1 contains all the lot BAL ratings once all vegetation north of the site is permanently removed. 6

Appendix 1: Site Plan Appendix 2: Additional Information / Advisory Notes / Accreditation This BAL Assessment is indicative only because shrubland vegetation north of the site currently impacts lots within Stage 15. The outcomes in this report are only achieved after all vegetation within 100 metres of the stage sited to the north is permanently removed. A Bushfire Attack Level (BAL) Assessment is a means of measuring the severity of a buildings potential exposure to ember attack, radiant heat and direct flame contact from a bushfire event, and thereby determining the construction measures required for the dwelling. The method used to determination of the BAL rating, and subsequent building construction standards, are directly referenced from Australian Standard AS3959-2009 Construction of buildings in bushfire prone areas. The BAL rating is determined through the identification and assessment of the following parameters: Fire danger Index (FDI) rating; assumed to be FDI-80 for Western Australia All classified vegetation within 100m of the subject building Separation distance between the building and the classified vegetation Slope of the land under the classified vegetation AS3959-2009 has six (6) levels of BAL, based on the radiant heat flux exposure to the building, and also identifies the relevant sections for building construction as detailed below; 7

Bushfire Safety Consulting is owned and operated by Rohan Carboon and Ken Strahan. Rohan has provided all technical input and review for this bushfire assessment. Rohan has undergraduate degrees in Environmental Management and postgraduate qualifications in Bushfire Protection and has been providing bushfire risk and hazard assessment and mitigation advice to the urban planning and development industry for more than 7 years. He first worked professionally in community bushfire safety education in 1999 and has been involved in land management including bushfire suppression since 1993. Bushfire Safety Consulting is a Corporate Bronze Member of the Fire Protection Association of Australia. Rohan is in the process of obtaining BPAD Level 2 accreditation under the Fire Protection Association of Australia s new accreditation scheme. Rohan will also apply for Level 3 accreditation in 2016. 8
