The Adelaide City Council invites engagement from the community about Santos Tour Down Under Tour Village and Bike Expo Project Summary The Adelaide City Council has received an application from Events South Australia for the use of Victoria Square / Tarntanyangga to enable the Santos Tour Down Under Tour Village and Bike Expo to take place from Saturday, 16 January to Sunday, 24 January 2016. The event set up is scheduled to start on Sunday, 27 December 2015 with pull down to be completed by Monday, 1 February 2016. It is anticipated that the Tour Village & Bike Expo will attract approximately 7,000 people per day. Opening hours are proposed from 9am to 7pm daily. The Tour Village will operate on the southern section of Victoria Square / Tarntanyangga as the official team hub for international teams that race in the Santos Tour Down Under, including an expo for the public. The Bike Expo will operate on the northern section of Victoria Square / Tarntanangga as a cycling expo and demonstration area. This proposal also includes the closure of Reconciliation Plaza between the northern and southern sections of Victoria Square / Tarntanyangga from Tuesday, 12 January 2016 to Wednesday, 27 January 2016. Project Information Purpose The Adelaide City Council has received an application from Events South Australia for the use of Victoria Square / Tarntanyangga to enable the Santos Tour Down Under Tour Village and Bike Expo to take place between Saturday, 16 January and Sunday, 24 January 2016. Adelaide City Council s Public Communication and Consultation Policy outlines the public consultation process that must be undertaken before a temporary licence for the Park Lands may be granted for events which either: a) occupy ( alienate ) the Park Lands for more than three event days, or b) significantly impact public access to a particular Park Land area for more than three days. Background The Santos Tour Down Under event was first staged in Adelaide in 1999. The event has grown year on year to now become the largest cycling race in the southern hemisphere. The week-long event brings the top World Tour professional cycling teams to race on the streets of Adelaide and regional South Australia each January. Some of the very best in road cycling have competed at the Santos Tour Down Under since 1999, including Tour de France winners and Australian cycling stars. The Santos Tour Down Under is a festival of cycling, with a range of associated events and festivals that create a party atmosphere across South Australia. Amateur cyclists can also be involved by taking part in the Breakaway Series, giving the community the chance to ride part of the Wold Tour race route. The event set up is scheduled to start on Sunday, 27 December 2015 with pull down to be completed by Monday, 1 February 2016. It is anticipated that the Tour Village & Bike Expo will attract approximately 7,000 people per day. Opening hours are proposed from 9am to 7pm daily. Event infrastructure in the Park Lands will include: Associated marquees and tented structures Food Service - catering/selling vans or booths Staging and/or rigging Scenic design elements and creative lighting Public address and lighting support equipment Temporary toilets Temporary fencing Signage for the event Waste management infrastructure Support or promotional vehicles Portable site huts Tables and chairs Large AV screens Storage pods Refrigerated containers Temporary bike racks Temporary shade sail structures Benefits of the project Adelaide City Council is committed to creating a vibrant city full of exciting and popular cultural and artistic events and activities. The Santos Tour Down Under runs for eight days and combines the largest professional cycling race in the southern hemisphere with a calendar of events that create a week-long celebration across SA. The Santos Tour Down Under is a highly competitive international event and is the first race on the UCI World Tour road cycling calendar, which brings together the greatest races, the most prestigious teams and the best riders in the world. In 2015, the event attracted 786,022 spectators over the eight event days and 37,370 of these spectators travelled to South Australia from interstate or overseas specifically to view the race. The event also generated a calculated public relations value of $194.2million. A $48 million economic impact was generated for South Australia for the 2015 event. It is anticipated that around 60,000 people will visit the Tour Village & Bike Expo across the nine days in 2016. The Tour Village & Bike Expo provides the centre of the city with colour and excitement as well as providing the public with a community space where they can engage directly with the event, teams and cyclists.

Project Impacts There will be free public access to the Tour Village from Saturday, 16 January to Sunday, 24 January, 2015. Opening times are still to be confirmed but have been indicated by the event organisers that the site will be open to the public from 9:00 am to 7:00 pm daily. During these times some areas of the Tour Village will not be accessible to the general public in order to facilitate the safe and secure operation of the event. Tour Village set up and pull down Access to the southern section of Victoria Square / Tarntanyangga will be restricted from Sunday, 27 December 2015 to Friday, 15 January 2016 to allow for the Santos Tour Down Under Tour Village set-up. Public access will again be restricted during the event pull down period that will take place from Monday, 25 January to Monday, 1 February 2016. Tour Expo set up and pull down Access to the northern side of Victoria Square / Tarntanyangga will be restricted from Monday, 11 January to Friday, 16 January 2016 to allow for the set-up of the Santos Tour Down Under Bike Expo. The perimeter fence line of the expo site will be closed when the Expo is not open to the public. Access around the northern section of the square at this time will be maintained by the perimeter foot path on the eastern side. Public access will again be restricted during the event pull down period that will take place from Monday, 25 January to Monday, 1 February 2016. Events South Australia will be responsible for minimising impacts on the Park Lands by following Adelaide City Council s Standard Operating Procedures for Events in the Park Lands. The event will be responsible for restoring the park to its original condition at the end of the event. The event organiser will be applying for a road closure of Reconciliation Plaza, the section of road between the northern and southern sections of Victoria Square, for the period of Tuesday, 12 January to Wednesday, 27 January 2016. As per the Road Traffic Act 1961, additional consultation will be undertaken with affected businesses and residents prior to the event. The event will be required to provide an event traffic management plan for this closure. Timeline A report will be presented to Adelaide City Council in September 2015 for a decision regarding the approval or otherwise of the event licence. If approved, event construction for the Tour Village is scheduled to begin on Sunday, 27 December 2015 in the southern section of Victoria Square / Tarntanyangga. All event infrastructure in the southern section of Victoria Square / Tarntanyangga will be removed by Monday, 1 February 2016. Event construction for the Bike Expo is scheduled to begin on Monday, 11 January 2015 in the northern section of Victoria Square / Tarntanyangga. All event infrastructure in the northern section of Victoria Square / Tarntanyangga will be removed by Monday, 1 February 2016. The event will be staged between Saturday, 16 January and Sunday 24 January 2016. Frequently Asked Questions Will access to Victoria Square / Tarntanyangga be affected during the event? For details on access restrictions, please refer to the Project Impacts section. Will it cost to attend the event? Access is free for all visitors. How will the Park Lands be protected during their stay? In addition to the standard requirements under the event licence, Santos Tour Down Under Tour Village & Bike Expo will be responsible for minimising impacts on the Park Lands by following Adelaide City Council s Standard Operating Procedures for Events in the Park Lands. The event will be responsible for restoring the park to its original condition at the end of the event. Specifically Events South Australia has committed to undertaking the following Park Lands protection measures: Hand watering will occur during the occupancy period. Temporary buildings and structures will be elevated off the surface of the grass to minimise impact on the turfed areas of the Park Lands. The Santos Tour Down Under Tour Village & Bike Expo must also comply with the Adelaide City Council s Event Noise Mitigation Standard Operating Procedures for Events & Festivals with a Music Component.

Can I expect noise where I live? The Tour Village and Bike Expo will have a large screen showing footage from the day s racing. While this is amplified sound, it is at a volume that has not caused issues previously and is not anticipated to cause any noise related issues for the 2016 event. There will be a stage with amplified sound on Saturday, 16 January 2016 for team presentations. This will include presentations on stage and live music. The event organisers will have a Noise Mitigation Plan in place for this part of the event. A letter box drop to residents and affected businesses two weeks prior to the event will detail the event and a process for any complaints. The event must also comply with the Adelaide City Council s Noise Mitigation Standard Operating Procedures. Is parking available at the event site? On-site parking is not provided for this event. The closest public parking to this event is Upark on Grote Street. Public transport will be available to this event via tram and bus with set down locations adjacent to Victoria Square / Tarntanyangga. I have already seen a poster or advertisement for this event. Has it already been approved? Approval for an event requiring public consultation is only given after the consultation period has concluded and Council has had the opportunity to review the application and any submissions.
