Matters Arising: Minute No: 64.17/18A.2: Padlocks for Litter Bins: Our Litter Services Contractor fitted the padlocks to the litter bins on The Rec on 8 th August 2017. Note: Cllr Dowling reported that 6 of the 7 padlocks had since gone missing. Agreed: To check the situation with the Contractor for Litter Services. Action: the Clerk Scarecrow Festival: Mrs Woolner has been advised of the Parish Council's agreement to the fire pit and firing attractions. Double Yellow Lines at junction of Glebe Rise and Astrop Road: The lines were applied by 11 th August 2017 but were in a lemon colour. Northants Highways is arranging for the colour to be changed to primrose yellow, as requested. Minute No: 64.17/18C: Barwood Homes engaged the services of specialist contractor, HTC to clear vegetation from the 'live' ditch to the right of the entrance to the Little Rushes site on 24 th August 2017. There had been further concern from residents about the waterways being blocked and the risk of flooding. Minute No. 66.17/18.A: Payments: Cheque No. 104642 Jakeman Reclaim and Roofing Ltd: Total cost: 642.00 Cheque No. 104646 King's Sutton PCC: Dr Douglas Hamilton, Treasurer, PCC has written to thank the Parish Council for the 'generous grant' toward the sound system in the Church. Minute No. 69.17/18.D: SNC Local Plan Part 2: The preferred options public consultation commences on 4 th September 2017 for 10 weeks, ending on 10 th November 2017. Briefing session for Parish Councils will be held on 19 th and 20 th September 2017. Minute No. 70.17/18: 1: Staff Gratuity: A Direct Debit was set up on 29 th August 2017 to contribute the one off payment in the sum of 3,240.26 to the NEST pension fund. 2: IT's for the Kid's: Emma Palastanga, Deputy Head, King's Sutton Primary Academy is very grateful for the Parish Council's generous offer of support. Minute No. 72.17/18. A.2: Cemetery: i) Invoice for water trough received on 8 th August 2017. Included insulation tap @ 40. Total cost 535.00 + 107.00 vat = 642.00. 46

A.5: The Rec: A.5.0: Damage to Picnic Tables: PCSO Graham Suppiah has advised that the type of damage described is of a criminal nature and advised that such incidents, including anti-social ones, are reported via 101 so that they can be officially recorded. The play area is part of the Police patrol plans and regular visits are made to the area. A.5.1: Repairs are in progress with Mr Stewart. The replacement handle cover for the Scottie springer was received on 22 nd August. Cost of the part: 44.00 + 11.50 carriage + 11.10 vat = 66.60. Attempts to fit the part have failed. The supplier has been asked for advice. Other: 1. Visit of Funfair: The scheduled visit 5 th - 10 th September 2017 has been cancelled due to withdrawal of some attractions. Provided the ground conditions are suitable the Funfair will visit The Rec. on 3 rd October and leave on 8 th October 2017. 2. Footway Lighting: Our Lighting Contractor has been asked to complete Year 3 of the rolling programme of painting of the Chester columns. There are 22 Columns to paint and are situated in Mill Lane, Holland Rise, Red Lion Street, Church Avenue, Whittall Street, Wales Street and Paradise. Unit Cost: 142 + vat. 3. Adoption of Footway Lights in Halestrap Way: Northants Highways has asked the Parish Council to confirm whether the footway lighting units are operating satisfactorily or whether there are any remedial issues to address. Aylesbury Mains Ltd will carry out a visual inspection survey to determine whether the lighting units are fit for adoption by the Parish Council, and have also been asked to number the columns 1-5. Total cost: 110 + vat. Aylesbury Mains is also checking on the charge codes for the power supply. A minimum of 12 months will elapse before the Parish Council will be asked, once again, to confirm that the lighting is operating satisfactorily and no remedial works are required. Northants Highways will issue the Adoption Certificate, from which date the Parish Council will become responsible for the footway lighting. 4. Police, Fire and Crime Commissioner: Results of the Consultation are available online. According to the Press Release (previously distributed) from the Office of the Police and Crime Commissioner dated 29 th August 2017, 60.8% of respondents agreed with the proposal for the PCC to govern the fire service. 5. Thursday Bus: The Bus is booked to 19 th October 2017. The FG&P Committee will review the future of the service at its next Meeting. 6. Horton General Hospital: South Northamptonshire Council, Cherwell District Council, Stratford-on-Avon District Council and Banbury Town Council have been granted a 3 day hearing at which they can challenge the way the consultation was run and make the case for a full judicial review. District Councillor: Cllr Hopkins reported on the following: i) Horton General Hospital: Progress towards a judicial review of the consultation on changes to services. ii) SNC Local Development Company: 15million investment to acquire and develop land and property for the benefit of the district. Currently this was in the planning stage. iii) SNC Local Plan Part 2 Consultation from 4 th September - 10 th November 2017. iv) Ditches in Halestrap Way: CALA Homes will do necessary work at the end of September. On 18 th August 2017 the Auditor had acknowledged the information subsequently provided by the Clerk in answer to both queries. 82.17/18 TRAINING: TO CONSIDER REQUESTS: (Calendar of courses offered by Northants CALC for Autumn 2017 previously distributed) No requests. 83.17/18 CASUAL VACANCIES: A. To Note the current situation: King's Sutton Parish Council has 15 seats of which 9 are filled. There are 6 vacancies. The quorum is 5 or one third of the total number of seats. 49

50 2 0 1 7 / 2 0 1 8 It was Noted that a Community Governance Review conducted by SNC was in progress and would include the Parish Council's request to reduce the size of the Council to 11 seats. Any revisions would take effect at the local elections in May 2019. The Council discussed the implications of future resignations this term on the functioning of the Council and work load for Members. B. To discuss a recruitment strategy: The Council was in favour of filling 2 of the casual vacancies, to bring the membership to 11. RESOLVED: It was proposed by Cllr Irving and seconded by Cllr Burne to: i) Publicise the opportunity to serve on the Parish Council through the King's Sutton Times, the website and on the Noticeboards ii) Make a personal approach to prospective applicants and encourage them to come forward. 84.17/18 FLOOD ALLEVIATION: A. NCC Pathfinder II Flooding Resilience Project: To consider whether to apply to participate: (Timeline; Community Emergency and Flood Plan; Household Emergency Plan previously distributed. Information available on the website www.floodtoolkit.com) Pathfinder II was concerned not only with flood resilience but with other extreme events. The Council considered that: i) King's Sutton had limited human resources ii) More needed to be made of what was available iii) Identifying the least that could be done would be useful e.g. The role of Flood Warden might be quite minimal. RESOLVED: It was proposed by Cllr Irving and seconded by Cllr Forde to: i) Express an interest in signing up to Pathfinder II ii) Seek to recruit a Flood Warden. Agreed: i) That implementing the project would be difficult until a Flood Warden was appointed ii) To promote participation in Pathfinder II at the Annual Parish Meeting. B. Wales Street FAS: Update: SNC had advised that there was no further news on progress of the Scheme. Agreed: To take this up with SNC. Action: Cllr Forde. C. Barwood Homes FAS: Update: 75% ditch clearance had taken place but there were many bullrushes that also needed to be removed. Agreed: To follow up with Barwood Homes Action: Cllr Forde 50

Councillors For..: A.1 Amenities: Cllr Dowling reported. i) Six of the seven padlocks on the litter bins had disappeared ii) The picnic tables had not suffered further abuse iii) The site was very clean. A.2 Cemetery: Cllr Creed reported. i) Water connection: The pipework had failed the underground inspection carried out by Anglian Water on 1 st September 2017. On 4 th September the Contractor had carried out the required remedial work and taken photographs of it. These would be sent to Anglian Water for approval, as requested. If the work is deemed to be satisfactory the connection will be able to proceed. It was Noted that there would be additional cost for the new parts - valve and barrier pipe (necessary to prevent contamination to the mains supply). A.3 Communications: A.3.1 Parish Council Website: Update on future maintenance considerations: It was Noted that: i) The Contract for the maintenance and development of the website is up for renewal at the end of 2017 ii) The Editor, although currently associated with the Contractor, has a separate role and where possible would be a serving Member of the Parish Council iii) Cllr Bridson had indicated that he would be happy to continue indefinitely with maintenance of the website and its social media platforms. Agreed: i) That it was preferable that the Editor was a local person ii) To defer consideration to the next Meeting of the FG&P Committee to be held on 19 th September 2017. A.4 Lighting: Nil Report. Action: the Clerk (respond by 1 st October 2017) B.2 Trees: B.2.1: Poplar Tree, Windsor Close: Request for the tree to be substantially reduced in size: The Clerk reported that: i) In 2015 the Parish Council's Contractor had assessed the poplar on 2 occasions and had concluded that there was no arboricultural reason to suspect at that time that the tree might fail ii) The Parish Council had considered (and rejected) quotations for a crown reduction and for felling iii) In February 2017 trees on the eastern side of Windsor Close had been crown raised iv) Following on from the recent request the Contractor had been asked to assess the tree and to provide advice and a quotation for any work.
