A written resignation has been received from Cllr. Mrs V Wilkinson which was read out to members. The chairman said it is a great shame and would like to record the council s thanks for Val s hard work, sense of humour and it has been a pleasure working with her. MINUTES a) To Receive, Approve & Sign the Minutes of the Meeting held on the 11 th August 2015. The minutes of the meeting held on the 11 th August 2015 were considered for accuracy and agreed to be a true record. Proposed by Cllr. Mr G Willcox seconded by Cllr. Mr R Benford and passed unanimously. The minutes of the committee meetings held during August & September 2015 were considered for accuracy and agreed to be a true record. Proposed by Cllr. Mr G Harding seconded by Cllr. Mr B Duggan and passed unanimously. Acorn Room The Chairman reported that the manger has spoken to Blaby District Council, Planning Department to enquire if the Acorn room lease for the Physiotherapist would require a change of use. It has been confirmed that planning permission would be required for this change of use. An application form would need to be submitted along with an internal floor and car park plan of the premises. The fee for this application is 385.00 Business Rates The district council s valuation officer has confirmed that as the civic centre is a council building we receive a reduction in our rates but as rooms are now being leased an officer needs to visit the site to consider if the business rates need to be amended. AGREED: Await decision from Blaby District Council on the business rates and the change of use, than refer this matter back to the next full council meeting. 660 4. FOR DECISION a) To Receive & Approve the Neighbourhood Plan. All members have been issued with a copy of the final draft of the Neighbourhood Plan where they are asked for their comments to be made. AGREED: All members are to e-mail Cllr Mr D Statham with any input or comments. AGREED: The next steering group meeting will be held at 1pm on Tuesday, 13 th October. Members are asked to consider the invoice received from Node Urban Design Ltd for the Design Guidance work they have completed. RESOLVED: Pay Node Urban Design Ltd 5,157.86 for the neighbourhood plan design guidance work. AGREED: Funds for this invoice are to be refund once the government grant has been received. b) To Consider Committee Recommendations to Council. EC.058 - TO CONSIDER QUOTATIONS RECEIVED FOR A REPLACEMENT MOWER RECOMMENDATION RESOLVED: Accept quotation number 1 for the purchase of 1 x 18 Honda Izy Self Propelled mower priced at 350.00 + VAT, funds are to be taken from the Ear Marked Replacement Equipment account.

FOR INFORMATION a) Parishioners Time: For Information Only Matters will be forwarded to the relevant committee. i) Cllr Mr M Sheikh thanked Cllr Mr R Benford for showing him around the allotments. ii) Cllr Mr G Harding & Cllr Mrs M Broomhead attended the Leicestershire & Rutland Association of Local Councils branch meeting where car parking issues & how councillors behave in meetings were discussed. iii) Cllr Mrs M Broomhead brought to the meeting that Countesthorpe Country Park has been signed back to Blaby District Council to take ownership of the Land. AGREED: Write to Blaby District Council s Properties Department to enquire what plans they have for the Country Park. b) Cheque Rota. RESOLVED: Cheques are to be signed at the end of the Council session by Cllr Mr D Statham & Cllr Mrs V Wilkinson. c) Reports of Representatives. There are no reports to be made. d) To Receive Grant Thornton Auditor - 2014/15 Annual Return Report. (i) The external auditor s Grant Thornton has advised the audited Annual Return for Blaby Parish Council for the year ended 31 st March 2015 is concluded. Grant Thornton have advised that On the basis of our review in our opinion the information in the annual return is in accordance with proper practices and no matters have come to our attention giving cause for concern that relevant legislation and regulatory requirements have not been met. The 2014/15 qualified annual return is to be advertised on the Councils noticeboard and website. All members thanked the manager of Blaby Parish Council and her team for putting the audit together and passing. (ii) The external auditor s fee to be paid is 1,300.00 + VAT. RESOLVED: Pay the fee of 1,300.00 + VAT for the external auditor Grant Thornton UK LLP. e) To Report Update on Churches Together in Blaby, Remembrance Day Service. Churches together would like to thank the Parish Council for their help and support along with sending out the invite letters to all the dignitaries. It is reported there will be 4 police officers present to help with the parade and all councillors are invited to attend. The next meeting is to be held on Friday, 11 th September where Cllr. Mrs M Broomhead will attend on behalf of the Parish Council. AGREED: Cllr Mrs M Broomhead is to report back to council after attending the meeting.
AGREED: Cllr Mr G Willcox will attend the Remembrance Day Service on behalf of Blaby Parish Council as the Chairman has a prior engagement. RESOLVED: Purchase a wreath to be laid at the service. AGREED: Cllr Mr M Statham will attend the service on behalf of the Parish Council. Proposed Traffic Regulation Order Cross Street, Blaby. A Temporary Traffic Regulation Order (TTRO) is to be made for Cross Street, Blaby. The purpose of this is to facilitate the installation of a new electric cable and the order will incorporate a temporary road closure. Whilst the TTRO is physically in place the diversion route will be via:- Sycamore Street, Leicester Road, and vice versa. e) Rural Community Council - News Bulletin 10 th & 24 th August 2015. 664 8.
