Commission Organises Successful Donors' Conference: 1.2 billion for Kosovo Commissioner Olli Rehn gave the opening address at the Donors' Conference EU pledges a total of 508 million to support Kosovo's institution building and socio-economic development. The international community pledged 1.2 billion at the Kosovo Donor's Conference in Brussels on 11 July 11. Representatives from all EU Member States, members of the European Parliament, international donors such as the USA, Switzerland, Norway, Japan, Canada, Israel, Kuwait, Korea, Turkey, Saudi Arabia participated, as well as International Financial Institutions, UN agencies and regional organisations (OSCE, Regional Co-operation Council, NATO, OECD). The EU pledged a total of 508 million to support Kosovo's institution building and socio-economic development. This consists of 358 million from the Instrument for Pre-Accession and some 150 million in Macro-Financial Assistance as direct budget support. The money will be used for investing in the infrastructure to connect Kosovo with the rest of the region, improving the conditions for education of Kosovo's extremely young population, developing Kosovo's institutions to consolidate democracy and rule of law in a multi-ethnic society. The meeting discussed Kosovo's reform program and financing needs on the basis of presentations by the Minister of Economy and Finance, the European Commission, the World Bank, the International Monetary Fund and UN Agencies in Kosovo. Donors underlined that this financial support will have to be linked to the need to make rapid progress in accelerating economic growth and in the fight against corruption. Kosovo gave a strong commitment to manage donors' generous contributions, notably by committing to improve its capacity to efficiently EAR Winds down Operations in Kosovo As of 1 July 2008, the European Commission Liaison Office manages all EU assistance to Kosovo, including the CARDS projects managed so far by the European Agency for Reconstruction (EAR). Around 150 ongoing CARDS projects have been transferred to the ECLO management on 30 June 2008. Currently the EC Liaison Office manages a portfolio of 143m in total including the Instrument for Pre-Accession Assistance (IPA), CARDS assistance, Instrument for Stability and the European Instrument for Democracy and Human Rights. The ECLO congratulated the EAR centre in Pristina for its excellent performance in management of EU assistance since 1999 as well as the outstanding cooperation during the transfer of projects, which has allowed the European Commission to take over the management of the CARDS programme in Kosovo at this stage. The ECLO will continue its close cooperation with Kosovo authorities and in particular with the Agency for European Integration, in the programming and implementation of IPA assistance. The ECLO will work towards e n s u r i n g e f f i c i e n t c o n t r a c t i n g a n d implementation of projects following the example of the EAR and further integrating technical assistance with the Kosovo European integration agenda. 2

Fête de la musique in Pristina Pristina joined 250 cities worldwide on 22 June 2008 in celebrating the music festival. The festival, organized for the first time in Kosovo this year with the support of the European Commission Liaison Office and other donors, gathered amateur and professional performers in the streets of Pristina. Amateurs and professionals had the opportunity to perform at the Music Festival in Pristina on 22 June, while everybody could attend, without paying a dime. Performers included children choirs, guitar ensemble, French KFOR trumpet ensemble, as well as favourite Kosovan rock and jazz musicians. Fête de la musique started for the first time in France in 1982. In Pristina this activity was organised by the NGO Festa e Muzikes in cooperation with the French Embassy and supported by the European Commission Liaison Office, Ministry of Culture and Pristina Municipality. ECLO Representative Carole Poullaouec at the Fête de la Musique opening ceremony in Pristina centre Dokufest: promoting European values The European Commission Liaison Office was one of the main sponsors of the seventh edition of Dokufest the international documentary and short film festival in Prizren, held on 4 10 August 2008. ECLO Head of Political, Economic and EU Integration Section Mr. Khaldoun Sinno handed over the Best Balkan Documentary award to "Interrogation", a documentary from Bosnia and Herzegovina in the closing evening of the festival on 10 August. Since its establishment in 2001, Dokufest has grown into a landmark of cultural activities in Kosovo. This year, Dokufest showed 139 films and documentaries from many countries of the world. The festival incorporates parallel activities such as volunteerism, camping, photo exhibitions, newspaper edition, workshops, and music events, attracting a high number of youth participants from the region and beyond. Dokufest promotes intercultural dialogue through films and documentaries, but also through side activities as a platform for socialising. Khaldoun Sinno, in an interview for Doku Daily said: "Dokufest, by bringing people together in the city of Prizren, is promoting a crucial European value - that of intercultural dialogue. In this respect, Dokufest 2008 marks the celebration of the European Year of Intercultural Dialogue in Kosovo." The European Commission's mandate is to foster European reforms in Kosovo through advice, dialogue with the authorities, monitoring progress and significant assistance. Culture and promotion of cultural activities is very important for the European Commission. In its efforts to bring Kosovo closer to Europe, the EC Liaison Office encourages outreach and cultural activities that happen in particular outside Pristina, in order to reach more layers of the Kosovan society. 2009 Instrument for Pre-accession Assistance programming launched The programming of the 2009 Instrument for Pre-accession Assistance (IPA) allocation for Kosovo was launched on 15 July 2008, in a jointly organised workshop by the European Commission Liaison Office and the Agency for European Integration at the Prime Minister's Office. The workshop was aimed at training the Kosovo authorities for the IPA programming process. Following the European Commission pledges at the Kosovo Donors' Conference held in Brussels on 11 July, Kosovo authorities will start defining the IPA 2009 allocation of over 100m, subject to its approval by the European Parliament. Kosovo authorities will submit their project concepts to the European Commission Liaison Office by September 2008, when the next workshop on IPA programming will be held. The finalised project descriptions will be submitted to DG Enlargement for approval in December 2008. The launching of the implementation phase of IPA 2009 projects is expected in July 2009, and after a decision on the specific projects has been reached. The projects that will be qualified for IPA funding need to address the EU priorities for Kosovo, as outlined in the European Partnership, the annual Progress Report and the Multi Indicative Planning Document. IPA projects will be co-financed by the Kosovo Government. The IPA 2009 launching workshop is part of the European Commission's effort to gradually transfer ownership of the IPA programming process to the Kosovo authorities. The IPA 2009 programme for Kosovo allocated for transition assistance and institution building projects will be managed by the EC Liaison Office in cooperation with the Kosovo Government. European Commission Fosters Regional Economic Development in Kosovo The European Commission Liaison Office and Kosovo authorities agreed on the concept of regional economic development for Kosovo on 24th July 2008. In a joint meeting, parties discussed prospects for the regional economic d e v e l o p m e n t i n K o s o v o, a s s e s s e d developments and created consensus for the establishment of Regional Development Agencies in Kosovo. ECLO has tentatively allocated 6.6 million Euros from the Instrument for Pre-Accession Assistance (IPA) 2008 to support the establishment of up to five regional development agencies in Kosovo. This assistance will finance the operational cost of the agencies, the required technical assistance and specific investment projects defined in regional development strategies. This meeting was part of the joint initiative of the ECLO and Kosovo authorities to facilitate Kosovo's economic development through regional cooperation and development. Kosovo authorities were represented by the Minister of Economy and Finance, the Minister of Local Governance Administration, the Minister for Trade and Industry, the Agency for European Integration, the Association of Kosovo Municipalities as well as the mayors of Pristina, Mitrovica, Prizren, and Gjilan/Gnjilane. European Commission Supports Privatisation Process The European Commission Liaison Office and the Privatisation Agency of Kosovo signed a grant agreement on the financing of PAK on 25 July 2008. The grant will provide institutional support to the Privatisation Agency to back the continuous process of privatization and to start effectively with the liquidation process. The European Commission recognises the importance of a successful privatisation process for the socio-economic development and cohesion of Kosovo. Therefore, the ECLO has allocated 6.5m from the Instrument for Pre- Accession Assistance to co-finance the PAK as well as to provide a technical assistance for the establishment of an Internal Audit Unit within PAK and to further enhance the pace of conducting the privatization and liquidation process in Kosovo. The provision of assistance to the Privatisation Agency represents a direct support of European Commission in facilitating Kosovo's economic development and maintenance of the macroeconomic and market stability. The ECLO Head of Operations Mr. Kjartan Björnsson stated that with this substantial support, the European Commission is hoping that the privatisation and liquidation process of Kosovo could be completed within the next few years. This initiative follows the closure of UNMIK Pillar IV. The Privatisation Agency was represented at the signing ceremony by the Chairperson of the Board of Directors, Mr. Dino Hasanaj. ECLO Head of Operations Mr Björnsson with Chairperson of the PAK Board of Directors Mr Hasanaj ECLO and Kosovo Authorities Discuss Progress in Good Governance and Economy Head of ECLO Renzo Daviddi at the STM sectoral meeting on economy European Commission representatives met with Kosovo authorities in Pristina on 2-3 June and 17 June respectively to discuss Kosovo's progress and challenges in the areas of good governance and economy in the framework of the Stabilisation and Association Process Tracking Mechanism (STM). These meetings also served to provide input for the 2008 European Commission regular report on Kosovo. The European Commission assessed Kosovo's progress in implementing the European Partnership priorities and advancing in legislative and institutional issues as well as on 5

policies and structures towards EU standards in the areas of good governance and economy. During the STM meeting on economy, the Commission representatives insisted on the need to improve the planning and execution of capital expenditure to address infrastructure investment needs. They also stressed the importance of transparency, effectiveness and accountability in public finance management. The Commission welcomed the adoption of new legislation in the area of good governance and encouraged Kosovo authorities to improve the progress record in the judiciary. Kosovo authorities expressed their commitment to address the identified challenges to monitor the implementation of relevant laws, strategies and action plans to strengthen the administrative capacities and implement the relevant European Partnership priorities in the fields of economy and good governance through the European Partnership Action Plan. The European Commission undertook to continue to help the Kosovo authorities implement the required institutional reforms in these sectors. France takes over EU presidency France took over the six-month European Union presidency from Slovenia on 1 July 2008. The first day of the French presidency of the Council of the EU was marked by the visit to Paris of the college of European Commissioners. The main priorities of the French Presidency will be energy and climate change, the crafting of a pact on migration policy, security and fighting terrorism, and agriculture. The French Presidency will pay particular attention to the stability of Kosovo, in part through the deployment of the justice, police and customs mission (EULEX), in the context of enlargement and relations with the Western Balkans countries.
