Welcome Letter Dear New Employee, Hello and welcome to the Fargo Hector Airport Air Traffic Control Tower (FAR ATCT). Here you will have an opportunity, professionally and personally, to work with the many outstanding people that help make Fargo Tower an exceptional facility. In fact, you were selected based upon your knowledge, skills, abilities and positive attitude - which I m certain will contribute toward our future success. Fargo Tower / TRACON On September 9, 1927 Martin Hector leased a quarter-acre section of land to the city of Fargo at a cost of $1 per year, for 5 years. Before the agreement expired, Hector paved the way for Fargo s airport beginning with the gift of the land. The Fargo Airport has since undergone renovations and expansions, the last of which was completed in the year 2008. Expansion of the Hector International Airport will better accommodate the needs of the passenger terminal over the next 20 years. The projected included the addition of a 5 th gate, 3 rd baggage claim, and expanded the security checkpoint area. Today, Hector International Airport is served by Delta Air Lines (including partners Pinnacle, Skywest and Compass) United Express, Express Jet, American Eagle and Allegiant Air. General Aviation (GA) can find service at Fixed Based Operators (FBOs) Fargo Jet Center, Fargo Aircraft Maintenance, Fargo Flight School, Mid America Charters, Red River Aero Passenger and Freight Charter. Other tenants include Dakota Air Parts, Weather Modification Inc. and North Dakota Air National Guard. The North Dakota Air National Guard, various air carriers, and a high percentage of air traffic from the University of North Dakota result in a diverse cliental at Hector International. FAR ATCT is a level 6 facility providing 24 hour service year round. Hector International maintains 3 runways: 09/27, 13/31, and 18/36, the longest paved runway measures 9,000 feet in length. Fargo Tower/TRACON is located at 3101 Dakota Drive, Fargo, ND. The employees, at the Approach and Tower, control traffic in a variety of drastic weather conditions. Each year they facilitate the movement of 106,000 to 169,000 operations. 4

Policies Reporting for Duty Employees are to report for their assigned shift on time. If a situation arises that will prevent reporting on time, call the Tower at 701-235-8894. Traffic conditions vary from day-shift to swing-shift, winter travel takes more time, so plan accordingly. Hours of Duty The FAR ATCT is a 24 hr facility. Approach Control operates between the hours of 6:00 a.m. and 11:00 p.m. The basic watch schedule normally consists of three or four evening shifts, followed by three or four day shifts. After achieving CPC and being CIC qualified, you will periodically work mid-shifts as well. One small locker will be assigned to you near the kitchen. In addition we will allow some space in the kitchen cabinet area for your foods. A headset box is available in the Tower Cab. Parking Employee parking is located at the base of the Control Tower. Employees will be issued a parking permit. Please display this permit on your rear view mirror. Additional permits are available. The Tower is equipped with plug-ins for block heaters in the winter. Security It is every employee s responsibility to ensure the security of the Control Tower. Always challenge anyone not displaying an FAA badge, report suspicious events, and never attempt to detain anyone if they appear unauthorized. Report any security related events to management. No weapons (knives or guns) are allowed in vehicles parked in the FAA lot or within the Tower building. Building Access Building access is provided to employees and contractors with an FAA ID card. 7

FAA ID Cards FAA photo ID cards must be worn and visible, above the waist and below the neck, at all times when on FAA property. Please contact management immediately if your ID card is misplaced or stolen. Guests and Visitors Family and friends are welcome to visit the facility. Guests must be escorted at all times (photo identification is required, except for minors). Prior coordination shall be arranged and approved through facility management to set up a tour. This policy is subject to change to comply with applicable GENOTS. Cell Phones These are not authorized to be turned on in the operational areas. Training You will be assigned to a training team which will consist of your Supervisor and a set of two trainers. The training team members shall develop and document in writing, a training plan, before you begin OJT (on-the-job-training). Your supervisors, and training team, want to ensure your overall success and will work hard to help you achieve your goals. Be open and honest with them in bringing up any concerns you may have. Work diligently and use your free time to enhance your abilities and skills. 8

Local Area Information Fargo Profile Fargo-Moorhead lays in the midst of fertile farmland. It is a dynamic community with a metropolitain population of 150,000. The Fargo area is proud to be known as an island of economic stability. The cities growth in the Red River Valley is evident among population, employment, and job creation. While Greater Fargo-Moorhead hums with activity, it is also known for being clean, safe, friendly and relaxed. Fargo-Moorhead metropolitan area has a strong sense of community. For those new to the area, be advised it is common for locals to strike casual conversation, typically about the weather, and visitors are commonly asked from where they area visiting. Frequent visitors to the area are from Canada. Although not comparable in size to the Mall of America, (three hours southeast) West Acres Mall has a great variety of stores. In addition to brand name labels, Fargo-Moorhead has fantastic local shops, such as Zanbroz Variety and One World. Higher education is largely present in the Greater Fargo-Moorhead area. From technical colleges to Concordia College and North Dakota State University, a younger population adds refreshing ideas and zest to the metropolitan area. 9

Attractions Abound in Fargo Interests in the Greater Fargo-Moorhead area are exciting and diverse. The area is home to a variety of museums; a few of which include the Plains Art Museum, The Children s Museum at Yunker Farm, and the Fargo Air Museum. Plains Art Museum features work from more than 1,000 K-12 th grade students, a testament to the talent and interest local individuals express toward art. The community thrives on events such as craft fairs, music performances, and theatre. The FARGODOME is a popular venue for concerts, sports, rodeos, circuses, and even runners marathons. Since 2005, thousands of runners from around the world have made the trip to Fargo to discover a community that runs. The spring event brings rock bands, cheer teams, and fans to the streets. Fargo s annual marathon brings people together and showcases just one aspect of a wonderful city. In autumn, Hector International hosts an event every 2 years that also draws a crowd. With guests like the Blue Angels and Bill Stein, flights by F-16 Vipers and P-51 Mustangs, the sights and sounds of aerobatics and formation flights of the Fargo AirSho are always sensational. Sports North Dakota State University (NDSU) Bison football is very popular in Fargo-Moorhead. The Bison hold nine national championships and were selected as NCAA College Division champions in 1965, 1968, 1969. The NDSU Bison hold five Division II National Football Championships, and won the NCAA Division I Football Championship in 2011. The Fargo-Moorhead Redhawks are a professional baseball team, (not affiliated with the MLB) and have been playing in Fargo since 1996. The most well-known Redhawk may be Fargo native, Chris Coste (1996-1999). In 2000 Coste left for the Majors and signed with the Cleveland Indians. The Scheels Arena is the home to the Fargo Force, a Tier 1 junior ice hockey team in the United States Hockey League (USHL). This team has grown in popularity since it started in 2008. Since its recent beginning, the Fargo Force and has reached the playoff level during each of its seasons. 11
