3 of 6 CHAPTER 10: 10.1 INTRODUCTION The procedures to be adopted for navigation and communication by Compagnie Africaine d'aviation (CAA) Pilot are those examinable in the Airline Transport Pilots License ICAO phraseology syllabus. Various reference documents are available and the Compagnie Africaine d'aviation (CAA) also produces documents to facilitate navigation and communication such as SOP.

4 of 6 10. 2 COMMUNICATION (AIP GEN 3.4-1) The authority responsible for coordinating telecommunications services between Compagnie Africaine d'aviation (CAA) and the administration of international telecommunications services is the DRC Telecommunication Regulatory Authority. Ministère des Transports et Télécommunications Agence nationale de météorologie et de Télédétection par satellite «METTELSAT» Adresse Postale BP 4715 KINSHASA II REPUBLIQUE DEMOCRATIQUE DU CONGO TEL 00243 880 3656 TEL 00243 (12) 88362-83375 FAX : 00243-12_82213 The telecommunications services and navigation facilities in the DRC Flight Information Region are administered by RVA (ATS) Administration. Adresse Postale Direction Générale de la Régie des Voies Aériennes BP 6574 KINSHASA N DOLO RDC SITA : FZAASITX RSFTA : FZAAYFYX Email : regiedesvoiesaeriennes@yahoo.fr Arrangements concerning these services, or any enquiries, suggestions or complaints regarding telecommunications services at individual stations, should be referred to the relevant administration or operating authority for the telecommunications station concerned. 10.2.1 Allocation of Frequencies Communication voice frequencies for the area of the Compagnie Africaine d'aviation (CAA) s operation are listed in the JEPPESEN Airway Manual Radio Aids section and on the En-route and Approach Charts 10.2.2 Operation The Captain is responsible for all radio communication from the aircraft. The contact must be maintained with the Air Traffic Control Centre (ATCC) or Flight Information Centre (FIC) prescribed by the Air Traffic Services controlling the area in which the aircraft is flying and clearance must be obtained from one station before changing to another. The correct phraseology and practices are to be used when using Compagnie Africaine d'aviation (CAA) communications equipment. It is important that the Compagnie Africaine d'aviation (CAA) s call sign prefix (designator) is spoken clearly, in full, and at all times so that the numerical flight number cannot be confused with that of another airline.

5 of 6 In addition, the airline designator must always be used when reading back clearances and then await a reply from the ATCC before any change of frequency. 10. 3 NAVIGATION The communications office of the Technical Navigation of the RVA is responsible for Navigational Aids in the DRC. The following types of radio aids are provided in the: LF/MF Non-Directional Beacons (NDB). Instrument Landing System (ILS). VHF Omni-directional Radio range (VOR). Distance Measuring Equipment (DME). 10.3.1 Navigation Documents The master navigation document is the Compagnie Africaine d'aviation (CAA) Operational Flight Plan. Blank Nav Logs are available for completion by the Flight Crew in the event of a non-scheduled task or revision being ordered by Operations. These Nav Logs are to be completed in full and retained with the Journey Log at the end of the flight. 10.3.2 Specified Routes The Operational Flight Plan contains the Compagnie Africaine d'aviation (CAA) approved route, which will, whenever possible, be using controlled or advisory airspace under IFR. Any variation or deviation from the approved route, or IFR, may be made at the Captain s discretion, subject to details being given on the Journey Log. 10.3.3 ATS Flight Plan The specified route will be filed in the ATS Flight Plan. ATS flight plans will normally be filed by the station manager or ground operations agents using repetitive or single submitted flight planning. The filing of Flight Plans by other parties does not absolve the Captain from ensuring that a Flight Plan has been filed prior to the flight.
