What is ICT-KOSEU? ICT-KOSEU is a project funded by the FP7 ICT programme that aims to increase the capacity of Kosovo researchers for participation to FP7 ICT projects while providing access to related training and knowledge, as a means of supporting Kosovo s efforts for inclusion to the European Research Area The project will also work at a strategic level to report on ICT research potential in Kosovo and to set research priorities by involving all stakeholders of the local ICT community.

Project Objectives To provide information abouteuropean ICTand its need for competitiveness, social welfare and the integration with the European Union; To support the participation of Kosovo researchers in the FP ICTprogramme through the provision of training and dedicated knowledge on how to write proposals, on identifying partners etc. To utilisethe existing and future links of the Kosovo research community with other researchers from the EU and also from the Western Balkan countriesas a way of engaging in collaborative research and participate in EU-wide research. To assist the development of an ICT research strategyin line with the local capacity and needs, the state of the art and the priorities set by ERA;

Other Strategic Objectives To identify and analyse ICT research capacities and priorities in Kosovo that will enable the provision of recommendations for future co-operation initiatives between Kosovo and the EU within FP7 and beyond. To work towards the alignment of the national strategies and policies of Kosovo in the area of ICT research and information society with the regional (WB) and EU ones. To strengthen cooperative research links between European organisations, WBC organisations and relevant organisations in Kosovo, with the aim of establishing strategic partnerships that would facilitate Kosovo research.

Project Activities I ICT Technological Audit for Kosovoto map the local ICT landscape and demonstrate the capacities, the technological specializations and the weaknesses/ needs. Open consultation processfor local stakeholders to define and report on ICT research priorities.

Project Activities II ICT Research Dialogue Facilitation Meetingsas a dialogue platform at the technical level between Kosovo and the EU for enhanced cooperation. Roadmap for Kosovo participation in FP7 and beyond:a set of recommendations to all stakeholders (i.e. the government of Kosovo, the EC, the other WBC and the local stakeholders) on steps for fostering ICT research cooperation and progress towards Association with Research FP. Provide recommendations on streamlining available resources for research(including IPA funds available) towards realizing the Kosovo ICT priorities and enhancing the role of EU partners participation to them.

Project Activities III A series oftraining workshopsto strengthen local researchers capacity and disseminate knowledge about FP ICT research; the workshops will prepare, among others, local ICT multipliers on various FP ICT topics formaximum spread of the knowledge gained. An ICT idea competition to bring forward and to promote existing research excellence; an initiative that will result in enhanced networking opportunities for successful researchers. Enhance networking through the engagement of the Kosovo ICT Diasporain the EU countries. Brokerage Eventswill be organised for networking and matchmakingwith regional (WBC) and EU research organisations on the occasion of international or regional events. Dissemination of informationon Kosovo ICT research and opportunities for cooperation through using a variety of means including the organisation of brokerage events within major ICT EU or regional (WBC) events.

Target Groups of Beneficiaries The project targets professionals from different backgrounds to become involved in the project activities: Professionals from the ICT sector Academics in the ICT field Policy makers in ICT and representatives from public authorities NGO and related civil society organisations interested in ICT applications Diaspora professionals

Throughout the project Direct supportwill be provided through individual consultations over the phone or via e- mail in order to assist participation in proposals for local researchers. The web portal will provide the latest announcements for trainingand other opportunities. Invitations will be sent for participation to the Brokerage and other project events.
