Review of Project Activities Rebranded project to Tri-Rail Coastal Link (TRCL) Developed and approved Memorandum of Understanding by SFRTA, FDOT, all 3 MPOs and both RPCs Coordinating technical activities with AAF/FECI to share cost of common stations, and specialized track work. Analyzing AAF/FECI potential to utilize FDOT Hialeah Yard for light maintenance and layover facility Meeting with AAF/FECI to negotiate terms, conditions and fee for perpetual easement on FEC corridor to meet FTA requirement of satisfactory continuing control of property Developing detailed financial plan (SFRTA lead) Refining Potential Build Alternative operating plans Last week, TRCL received approval from all 3 MPOs to request entry into Project Development phase 3

Review of Project Activities: Financial Plan Development SFRTA is leading the development of the Financial Plan Refine capital and O&M costs Identify feasible sources of funding Determine local share 25% local capital share will be further subdivided within the region Each County can receive project benefits for about 8-10% of total capital cost Local share to be determined during Project Development Phase with input from MPOs Miami-Dade, Broward, Palm Beach 25% FDOT 25% Local 50% FTA New Starts O&M costs to be funded locally New funding sources to be dedicated and self-sustaining Capital Cost 5
