Unity House- 62 South Street Application to repair and replace approximately 800 sq. ft. of existing asphalt shingle and rubber roofing on northwest corner of residence with in-kind materials. Repair in-kind existing wood soffit and repair and/ or replace up to two (2) existing cornice brackets. b. Beardsley Design Associates- 64 South Street Application to install new wood shutters 38 tall x 14 ½ wide on the front (West) façade window openings and North and South facade window openings. Motion to approve minutes of September 11, 2012 meeting made by Richard Stankus, seconded by Ed Onori. All members vote approval. Motion carried. Certificates of Appropriateness. 1. Richard and Elaine Oughterson- 1 Elizabeth Street: Application to replace the northeast rear porch decking with 1 x4 Douglas fir, shim existing piers, and reinstall substructure with 2 x4 and 2 x6 pressure treated dimensional lumber. Balustrade will be reinstalled to match existing balustrades on South porch. Christina Selvek introduces applicant Richard Oughterson. Richard Oughterson states that he is looking to replace northeast porch decking. Richard refers to pictures within application packet and notes bee damage on existing boards, which will be replaced. Motion to accept application for 1 Elizabeth Street made by Richard Stankus, seconded by Paul McDonald. All members vote approval. Motion carried. 2. Gary Green- 102 South Street (Staff Approved): Application to repair in-kind existing front porch stair treads, stringers and railing. Christina Selvek introduced application. The Rose property owners are looking to paint and repair stairs. The application was approved internally by staff. A motion to accept the staff approved application for 102 South Street was made by Paul McDonald and seconded by Ed Onori.

Other Matters Street Pole Banners for South Street Historic Walking Tour Enlightenment Brochure. Christina Selvek noted that the Historic Resources Review Board reviewed the application for the walking tour s banners at the September 11, 2012 meeting. A recommendation denying the use of permanent signs but allowing the use of temporary banners placed for no more than thirty (30) days was submitted to the City manager. The manager would like more feedback regarding the use of street pole banners for the walking tour. Richard Stankus- the walking tour booklet serves the purpose. Banners are not necessary. Christina Selvek- Can we revisit the design of the sign or consider a gateway sign or district signage? Richard Stankus- Gateway signs would need to be very high for truck traffic. A gateway sign would not be appealing for South Street. Paul McDonald- Suggests small medallions on the light poles. Richard Stankus- Repainting light poles. Putting the banners up and taking them down would use City staff time. Christina Selvek- The board recommendation was a limit of thirty days. The manager is proposing a seasonal banner so City staff would install the proposed banners at the same time other seasonal banners were put up throughout the City. Michael Deming- This is not the first time signs have been brought before the board. There are restrictions in place, even for homeowners. Christina- proposes yard signs Michael Deming- Applicant would need to work with individual homeowners. Paul McDonald- The signs would need to be quality historic signs such as a bronze plaque. Michael Deming- These signs do not contribute or enhance the neighborhood. Christina Selvek- States that the comprehensive plan supports signs designating specific districts. The City manager has final approval for signs in the City Right-of-Way; however, the manager is looking for recommendations and feedback from this board regarding these banners in the historic district. Michael Deming expressed concern that the Historic District neighborhood was not included the comprehensive plan s planning process. Christina Selvek- Suggests placing something on the sidewalks?

Richard Stankus- There is a historic district map located in Freedom Park. That sign is currently in disrepair. Perhaps the applicant could renew the historic district sign? Christina Selvek will propose the option of renewing the historic district sign at Freedom Park to the applicant. Christina will also communicate the board s concerns with the City manager as well as the applicant. Historic Tax Credits for Commercial Properties Workshop- Thursday October 11, 2012 in Binghamton NY, sponsored by the Binghamton Economic Development Office and Preservation Association of the Southern Tier. Christina Selvek- There has been interest from a number of commercial properties, such as 10 Genesee Street, in tax credits for rehabbing historic properties. New Business Richard Stankus-South Street has recently formed a Historic South Street Association which currently has about fifty (50) members. The purpose of this board is to work with institutions and boards, such as the planning board, on matters regarding the South Street neighborhood. Christina Selvek- Gives update on Wardens house. The house has not closed and a closing date has not been set. There will be a covenant on the property so workmanship etc. cannot be done without approval from the State. Chair asks for a motion to adjourn. So moved by Richard Stankus, seconded by Paul McDonald. All members vote approval. Meeting adjourned at 7:40pm. /rej
