NEWQUAY TOWN COUNCIL Planning Committee Meeting Minutes of the Meeting held on Monday 24 th February 2014 at 2pm in the Committee Room, Municipal Offices, Marcus Hill, Newquay. Present: Cllrs J Rainbow (Chairman), D Sleeman (Vice-Chairman), S Carter, G Edwards, Cllr Mrs J Crocker, C Leadbetter (Substitute) and D Daniel (Substitute). Also attending: Mrs J Bashford (Office Adminstrator) as Minute taker and Cllr Mrs I Pascoe. P056/14 Apologies: Cllr J Fitter, Cllr Miss J Kenny and Cllr B Goodman gave their apologies. P057/14 - Declarations of Interest and Dispensations: Cllr J Rainbow declared a registrable interest in Planning Application PA13/11744. P058/14 - To Approve the Minutes of the Meeting held on 10 th February 2014 Members agreed that due to disagreement on Minute Reference P052/14 signature of the minutes of the Meeting held on 10 th February 2014 would be deferred until Cllr Miss J Kenny was present at the next meeting. P059/14 - Matters Arising: Minute Ref: (06.01.14) P009/14 RE: PA13/11005 - Former Hotel Riviera site 1 Lusty Glaze Road Newquay Cllr Mrs Pascoe had written in a personal capacity to the Director of Planning and Regeneration at Council. Cllr Mrs Pascoe had sent a copy to Stephen Gilbert MP who had taken up the matter and had received a response from Phil Mason. The Town Council had requested that the application was considered by Phil Mason and requested it was called in to the Central Area Planning Committee rather than given delegated authority to the officer, as currently the Town Council was in dispute with the divisional member on this application. P060/14 - Matters Referred: None. P061/14 - To invoke Standing Order 3(e) to allow members of the public to speak: This item was not discussed. Crantock Bay Hotel Ltd, West Pentire, Newquay, TR8 5SE (New - Entertainment/Alcohol) Item listed in error. ii. Beach Hut Bar and Bistro, Watergate Bay, Newquay, TR8 4AA (Variation -Entertainment/Alcohol) Members noted the application stated alcohol would be served on two days per week and in other parts that alcohol would be served on two days per year. This required clarification and also whether drinks would be served on the beach as this constituted a breach of Health & Safety. The application also stated noise levels will be kept to a reasonable level. Members queried what was considered as a reasonable noise level. It was proposed by Cllr C Leadbetter, Seconded by Cllr G Edwards and RESOLVED unanimously to seek clarification from the Case Officer on the points outlined Senior Asst. iii. Cliff House, 61 Fore Street, Newquay, TR7 1HA (New - Alcohol) Members discussed whether alcohol would be supplied only to guests and friends of guests, or whether this would include the public at large. It was agreed that this required clarification. It was proposed by Cllr D Sleeman, Seconded by Cllr S Carter and RESOLVED unanimously to seek clarification from the Case Officer on the points outlined Senior Asst. iv. Fistral Surf Co Ltd, 19 Cliff Road, Newquay, TR7 2NE (New Alcohol Members felt this application was a good business and agreed to support it. No Represenation It was proposed by Cllr J Rainbow, Seconded by Cllr S Carter and RESOLVED unanimously not to put forwards a representation. (b) To discuss and make any comments on the Licensing Process/Protocol Members discussed the Boardmasters License Application and felt details should be supplied for every application in the Newquay Parish. he would be speaking with Mr M Brown on this matter. It was proposed by Cllr C Leadbetter, Seconded by Cllr S Carter and RESOLVED unanimously to instruct the Town Clerk to write a letter regarding the lack of consultation on the Boardmasters License Application. P066/14 To consider Planning Applications and Correspondence relating to Applications At this time Cllr J Rainbow declared a registrable interest in Planning Application PA13/11744 and left the meeting. P068/14 Schedule of Works on Highways Update Members were in agreement with Cllr G Edwards suggestion for a letter to be written by the Town Clerk to Cllr Bert Biscoe of Council regarding an update on the Highway maintenance schedule in Newquay. It was proposed by Cllr D Daniel, Seconded by Cllr D Sleeman and RESOLVED unanimously to instruct the Office to write a letter to Cllr B Biscoe requesting an update on the Highways maintenance in Newquay. P069/14 To discuss the Newquay Strategic Route Members agreed to defer this item until Cllr J Fitter is present. P070/14 To discuss and make any decisions appertaining to a Neighbourhood Plan Cllr Daniel and Cllr Miss Kenny had been to Colan and carried out a presentation. The residents had not been easy to deal with. It was agreed to await further discussion until Cllr Miss Kenny was present. P071/14 To discuss and make any decisions on investigations into the allocation of Section 106 funding and the Community Infrastructure Levy Cllr Sleeman is attending a meeting at County Hall with Cllr Hannaford and will try to ascertain when money would be available as it was required for use in the Town. P072/14 To discuss and make any decisions regarding a Boundary Review for Newquay Parish This item will be discussed at Full Council. P073/14 - Other Correspondence: None. P074/14 Items for information and discussion only: Regarding the Email circulated last week Cllr Rainbow informed members 7 Station Parade - PA13/10636 was not considered to be in the Prime Shopping Area.
