Councillor Pearson declared a non-pecuniary interest in application 16/00736/FUL due to the close proximity of the application site to his home. 15-16 Representations from members of the public (for information only). The committee received two representations from members of the public objecting to application 15/00558/FULMAJ (demolition of existing building and erection of retirement living accommodation, communal facilities, landscaping and car parking - amended plans for 29 apartments at the Police Station, North Street, Ripon HG4 1HJ.) Comments received included: Lack of parking provision, including for disabled drivers. Lack of public transport along North Street. Scale of the proposed building. Poor design of the property. Location of garden next to car wash and limited size of the outdoor space provision. 17-16 Harrogate District Local Plan a) Letter dated 25 th February 2016 re updated timetable for the preparation of the new Local Plan (copied to City Plan Committee). It was noted that Harrogate Borough Council has written to advise of a further delay in the preparation of the Local Plan summarised as being due to an amendment of the the dates of consultations so to avoid summer holiday periods and to allow for further work to be undertaken on the District's housing requirements. Seconded Cllr Jones That the letter from Harrogate Borough Council be received and noted. b) Correspondence in respect of meeting with Harrogate Borough Council s Cabinet Member for Planning and Sustainable Transport. It was noted that the Cabinet Member had responded to this committee s request for her to attend a meeting to discuss potential development in Ripon as follows: I understand you have concerns about the situation but I can assure you that we will ensure the Local Plan is in place as soon as possible. I do not consider there would be any value in me attending a meeting of your planning committee as I believe that you could get all the information you are seeking from your Local Harrogate Borough Council members. Members expressed their disappointment at this response. Seconded Cllr Jones That a letter of complaint be sent to the Leader and Chief Executive of Harrogate Borough Council expressing the Committee s strong displeasure at this position. 18-16 Proposed M&S Foodhall and retail units, Rotary Way, Ripon. Members noted receipt of details about a proposed retail development off Rotary Way and that a pre-application public consultation exercise had recently been carried out. The development proposes a 9,000sq ft M&S foodhall and three smaller retail units ranging from 3,000 to 5,000 sq ft. Members debated the pros and cons of the development, including considerations such as building on a greenfield site and the potential commercial impact of an out of town retail site. Seconded Cllr That a letter be written to the developer asking which, if any, sites closer to the city centre had been considered and that the committee engages with M&S to discuss preferred solutions other than the development of a greenfield site. 19-16 Correspondence: a) NY/2011/0429/ENV Re-consultation on planning application accompanied by an Environmental Statement for extension to existing sand and gravel workings at Ripon Quarry, North Stainley, Ripon.
