Introduction This report details the basis on which Type Acceptance Certificate No.95/14 was issued in accordance with NZCAR Part 21B. Specifically the report aims to: (a) Record the airworthiness certification standard used for type acceptance of the applicable model(s) in New Zealand; (b) Summarise any outstanding requirements which must be complied with for the issue of a NZ Airworthiness Certificate to any models covered by the Type Acceptance Certificate. Foreign Type Certificate Details Type Certificate: No. 3A17 at Revision 42 dated April 15, 1985 Issued by: Manufacturer: US Federal Aviation Administration CESSNA AIRCRAFT COMPANY Model: 175 Engines: Propellers: MCTOW Noise Category: Continental GO-300A or GO-300C McCauley 1A175/FC or 1B175MFC 2350 lb (1066 kg.) N/A The certification basis of the 175 is Part 3 of the Civil Air Regulations dated May 15, 1956. This is an acceptable certification basis in accordance with NZCAR Part 21B Para 21.41, as CAR 3 was the predecessor of FAR Part 23 which is the basic standard for small airplanes called up under Appendix C. There are no non-compliances and no special conditions have been prescribed by the Director under 21.23. Type Acceptance Application The applicant for New Zealand type acceptance was from the importer of the First of Type, Mr B Ruffell, by form CAA 24021/02 dated 2 October 1995. The 175 is basically a 172 with Continental geared 175hp GO-300 engine in a redesigned cowling. However it did not prove popular and was only produced for four years. There have been no model 175s previously in NZ although a full range of type data is held. Type Data The type data requirements of NZCAR Part 21B Para 21.43 have been satisfied by supply of the following documents: (1) Type certificate: FAA 3A17 already held. (2) Airworthiness design requirements: Already held by the CAA. (3) Certification compliance listing: The CAA already held a full series of type design reports for the Cessna 175/A/B/C/D/E series, including: Basic data; Flutter Survey; Structural Analyses; Static Test proposals and results; and Type Inspection Report. (4) Flight manual: 1958 Cessna 175 Owner s Manual - Doc. P175-13-RGI-75-6/95 CAA Approved as AIR 2543 (5) Maintenance manual and service data for aircraft, engine and propeller: There are no separate MM or IPC for the Cessna 175 - They are included in publications for the 172 and Skylark series. The following engine manuals were already held : Overhaul Manual for Continental GO-300 series - Form X-30019 Aug 69 Service Parts Manual for Continental GO-300 series - Form X-30020 Feb 76 Operation Manual & Service Maintenance Instructions Model GO-300-6-62 (6) Agreement from manufacturer to supply updates of data in (4), (5) and (6): Existing Additional New Zealand Certification requirements Compliance with the following additional NZ requirements has been reviewed and were found to be covered by either the original certification requirements or the basic build standard of the aircraft, as noted: NZCAR Section C4 PARA: REQUIREMENT: MEANS OF COMPLIANCE: 2.1.3(b) Altimeter main scale to be calibrated in feet Imperial scale altimeter fitted as standard 2.1.3(c) Altimeter barometric scale in millibars or hectopascals Superseded by DCA/INST/8 2.1.4(a) Counter/pointer altimeters Sensitive altimeter fitted as standard - See OM Fig.1 3.1 Seats, Safety Belts and Harnesses Satisfied by basic certification standard 3.3.4 Fire extinguisher operating instructions and types N/A - MAUW less than 1500 kg NZCAR Volume 2 There is no NZ schedule yet for the C175 so compliance was shown with FAA ADs. CASO 4 The 175 is classified as a Group E aeroplane under CASO 4. PGR assigned is 4. General The FoT example imported by Mr Ruffell was not a standard aircraft as it had been extensively modified by the previous owner in the US. It had been completely rebuilt over a four-year period and the following STCs were fitted: TAR/95/14 CESSNA 175 2 2 February, 1996

SA777CE - Installation of Lycoming O-360-A1D 180hp engine. SA383GL - Conversion to taildragger undercarriage configuration. SA1371GL - Wing leading edge cuffs, wing tips and upper surface flow fences. SA256NW - Installation of aileron gap seals. SA150NW - Installation of flap gap seals. SA212GL - Installation of Great Lakes Aero Products one-piece windshield. In addition a customised leather interior and completely revised instrument panel with extensive avionics equipment was fitted and approved per FAA 337 form..
