CAPSCA-MID/7-SUMMARY REPORT -1-1. PLACE AND DURATION 1.1 The Seventh meeting of the Middle East Regional Collaborative Arrangement for the Prevention and Management of Public Health Events in Civil Aviation (CAPSCA-MID/7) was generously hosted by Egypt at The Conference Room of the Egyptian Civil Aviation Authority, Cairo, 29-31 October 2018. 2. OPENING 2.1 The meeting was opened by Mr. Mohamed Rahma, Regional Director of the ICAO Middle East Regional Office who welcomed all participants to Cairo and thanked Egypt for hosting the CAPSCA-MID/7 meeting and for the excellent cooperation and coordination with ICAO in the preparation of this event. 2.2 Mr. Rahma provided an overview of the state of air transport, globally and in the MID Region highlighting the continuous increase in the air traffic and reiterated that CAPSCA is the only ICAO Programme that brings different sectors together in a formalized manner. He underlined that CAPSCA is an ICAO global initiative to assist States with the implementation of ICAO SARPs & WHO International Health Regulations to improve preparedness planning and responses to public health events that affect the aviation sector and ensure sustainability of travel, trade and tourism. 2.3 Mr. Rahma highlighted at the end the necessity to work collaboratively to achieve the CAPSCA objectives, considering the multi-sectoral nature of CAPSCA activities. In this regard, he expressed his gratitude to WHO and all the States and International Organizations/Industries who will support the meeting and share their experiences and best practices. Finally, Mr. Rahma thanked all participants for their presence wishing them successful and productive meeting. 2.4 Mr. Khaled Abdelmounem, Vice President of the Egyptian Civil Aviation Authority, on behalf of H.E Lt. General Younes Al Masry, Minister of Civil Aviation, welcomed all the participants to Cairo. He thanked ICAO for the initiatives and efforts to ensure safety and security of international air transport. He reiterated Egypt s continued support to the CAPSCA-MID project and the efforts exerted to tackle the challenges that may pose a danger to the health of passengers. 2.5 Mr. Abdelmounem highlighted Egypt s achievements and significant developments that enabled it to control and avoid a large number of diseases that posed a real threat to public health. 2.6 At the end, Mr. Abdelmounem wished the meeting fruitful deliberations and a pleasant stay in Cairo. 3. ATTENDANCE 3.1 The meeting was attended by a total of sixty eight (68) participants from seven (7) States (Bahrain, Egypt, Jordan, Kuwait, Oman, Saudi Arabia and Sudan) and two (2) International Organizations/Industries (WHO and CDC Atlanta). The list of participants is at Attachment A to this Summary Report. 4. OFFICERS AND SECRETARIAT 4.1 The meeting was chaired by Dr. Khalil M. Khalil, CAPSCA-MID Chairman and the Head of Aviation Medicine, Civil Aviation Regulatory Commission (CARC), Jordan.

CAPSCA-MID/7-SUMMARY REPORT - 2-4.2 Dr. Johanna Jordaan (Ansa), Chief, Aviation Medicine Section, ICAO HQ and the CAPSCA Programme Manager was the main Facilitator of the meeting. 4.3 Mr. Mohamed Smaoui, Deputy Regional Director, ICAO MID Office acted as the Secretary of the meeting. 4.4 Dr. Medhat Bahy-Eldin, Medical Advisor, Ministry of Civil Aviation, Egypt and Ms. Jessica Barry, Epidemiology Surveillance and International Health Regulation, WHO Regional Office for Eastern Mediterranean (EMRO) supported the meeting. 5. AGENDA/PROGRAMME AND DOCUMENTATION 5.1 The Agenda/Programme of the Meeting, which is at Appendix A, included mainly: - Updates on the CAPSCA global activities the CAPSCA-MID Project. - WHO International Health Regulations (IHR) implementation and the Joint External Evaluation (JEE) activities. - Vector surveillance and management at Points of Entry. - Use of drones in Humanitarian Activities. - Presentations on public health emergencies, aerodrome emergency plans, full-scale simulation exercise to respond to a public health event at an International Airport, Emergencies Preparedness & Response at Port Of Entry, Types of mosquitos, etc., from Bahrain, Egypt, Kuwait and Sudan. - Integration of Non-Health Point of Entry (POE) Partners into Public Health Planning Efforts. - Introduction to the PHEMAT (Public Health Event Management in Air Transport) training. - Introduction to PAGNet. - CAPSCA on-line training. 5.2 The meeting s documentation and presentations are available on the ICAO MID website: www.icao.int/mid/pages/capsca-mid.aspx. 6. RECOMMENDATIONS 6.1 The meeting encouraged the organisation of joint CAPSCA meetings with adjacent Regions (AFI, APAC and EUR/NAT). With regard to the inter-regional coordination between AFI and MID, the coordination with Africa CDC (Addis Ababa) was highly encouraged. 6.2 ICAO to consider the organisation of a Workshop on Aviation Medicine back-to-back with one of the upcoming CAPSCA-MID meetings. In this respect, the participation of the Aviation Medical Examiners in the CAPSCA meetings was strongly encouraged. 6.3 Communication: the meeting agreed that, considering the multi-sectoral nature of CAPSCA activities, and for better communication with all concerned stakeholders, States should be invited to nominate 2 CAPSCA Focal Points, one from the Civil Aviation side and one from the Public

Note: It was highlighted that States may nominate alternates to the focal points from concerned service providers/stakeholders (airports, airlines, etc). 6.4 The CAPSCA questionnaire for Assistance Visit should be reviewed/improved dividing it into areas and making it more user friendly for different categories of stakeholders that could also assist them in doing self-assessments. The Questionnaire should be made available also in Arabic. 6.5 The meeting encouraged States to request the conduct of CAPSCA Assistance Visits for their International Airports. 6.6 States who conducted CAPSCA Assistance visits are encouraged to share their experience (report, identified gaps, corrective action plans, lessons learned, etc.) with other States. 6.7 The meeting noted with appreciation that the CAPSCA online training will be available in January 2019; and encouraged States to nominate participants. 6.8 Egypt was commended for the conduct of a full-scale simulation exercise to respond to a public health event at Borg El Arab International Airport; and for sharing this experience with the meeting. The importance of performing exercises to validate emergency plans, by all stakeholders, identify gaps and make recommendations for further improvement was highlighted, and States were encouraged to conduct similar exercises, on regular basis. 6.9 ICAO to consider the review of Doc 9137-Airport Services Manual, Part 7 Airport Emergency Planning, to include, inter-alia, provisions related to public health emergency planning in support of Annex 14 Vol 1, para. 9.1.2 & 9.1.3. 6.10 States were encouraged to establish a National Aviation Public Health Committee. 6.11 States were encouraged to share their experience in the CAPSCA-MID/8 meeting about transport by air of live animals and cargo. 7. FUTURE WORK PROGRAMME 7.1 The meeting noted that Bahrain will ask for a CAPSCA Assistance visit in 2019. It was underlined that this has to be closely coordinated with the CAPSCA Project Manager and CAPSCA-MID Chairman through the ICAO MID Regional Office, as soon as possible. 7.2 Bahrain expressed interest to host the next CAPSCA-MID meeting in 2020; this will be confirmed by official communication to the ICAO MID Regional Office. 7.3 The meeting agreed that next meeting (CAPSCA-MID/8) will be tentatively held in Bahrain during the first Half of 2020, subject to confirmation by Bahrain and the ICAO MID Regional Office; and coordination with adjacent Regions, for the conduct of an inter-regional CAPSCA meeting. 7.4 The meeting reviewed the CAPSCA Middle East Organisation as at Appendix B and agreed to include the election of CAPSCA-MID Lead Technical Advisor in the agenda of next meeting.

CAPSCA-MID/7-SUMMARY REPORT - 4-8. CLOSING OF THE MEETING 8.1 Dr. Medhat Bahy-Eldin, Medical Advisor, Ministry of Civil Aviation, Egypt, on behalf of H.E Lieutenant General Younes Al Masry, Minister of Civil Aviation-Egypt, thanked ICAO, WHO and all attendants for the active participation. 8.2 Mr. Mohamed Smaoui, on behalf of ICAO, thanked the Egyptian Civil Aviation Authority (ECAA) for hosting the CAPSCA-MID/7 meeting in Cairo, and for the generous hospitality and excellent cooperation and support provided. He expressed his gratitude to all participants from States, WHO-EMRO and CDC-Atlanta for their valuable contributions, as well for sharing of experiences and best practices. Mr. Smaoui thanked in particular, Dr. Khalil M. Khalil, CAPSCA-MID Chairman for his excellent management of the meeting and Dr. Johanna Jordaan (Ansa), CAPSCA Programme Manager and Ms. Jessica Barry, WHO-EMRO, for their great support. ----------------------
