Chairperson s comment A new format for the NAEAC Annual Report this year sees a trimmed down version designed to go on-line rather than as hard copy. This is because much of the information regularly printed in the report was repetitive and already available in the NAEAC section on the Ministry for Primary Industries (MPI) website. This report contains membership, fees paid and activities undertaken during 2014. The animal use statistics, traditionally included in the NAEAC Annual Report, will be published on the MPI website later in the year. The committee has had a busy year with an extra meeting to review seven codes of ethical conduct, with six recommended for approval. We also held a very successful AEC workshop and made our usual visits to local animal ethics committees (AECs) this time in the Wellington region associated with the May meeting. We also kept up our liaison with similar committees, through both my membership of the National Animal Welfare Advisory Committee as well as a joint session with the Australian and New Zealand Council for the Care of Animals in Research and Teaching (ANZCCART) in August. Membership of NAEAC involves a lot of hard work for people who are already busy, and I would like to express my appreciation for their unfailing generosity in ensuring the committee remains effective. Particular thanks to Dr Peter Larsen who acted as Deputy Chair for the year. Fees Government policy requires disclosure of fees paid to members of statutory boards and committees. The daily fee paid to committee members during 2014 was $400 for members and $550 for the chairperson. Members are paid the fee for attending meetings, with an allowance for preparation time. Members are also reimbursed for travelling expenses. In addition, the chairperson and, on occasion, other members may be paid additional fees for representing the committee at other meetings or for carrying out significant extra work on the committee s behalf. The table below lists the fees paid during 2014. Codes of ethical conduct The Animal Welfare Act 1999 requires code holders and their AECs to undergo periodic independent reviews. Reviews must take place within two years of code approval for new code holders, and prior to the expiry of the code for existing code holders who wish to renew their code approval. Approved codes expire after five years. Number of: 2014 2013 Organisations using an approved code 119 113 Approvals in force 3 122 116 Organisations with a code 4 27 28 Animal ethics committees established 5 31 32 Organisations using another organisation s AEC 92 85 Approvals not made by AECs The Animal Welfare Act 1999 precludes the use of non-human hominids for the purposes of research, testing and teaching (RTT) unless it is carried out with the approval of the Director-General of MPI and in accordance with any conditions imposed by the Director-General (section 85 of the Act). The Director- General approved no research or testing involving the use of non-human hominids in 2014. 3 One organisation has four approvals in force as it uses a different AEC for work in different locations. 4 One organisation s code has been suspended at the request of the code holder. 5 Two organisations each have three animal ethics committees to facilitate work carried out at more than one campus/location. 6

The Minister for Primary Industries may authorise research or testing without the approval of an AEC where the Minister is satisfied that such research or testing is necessary in the national interest. The Minister approved no research or testing in the national interest during the year. Animal ethics committees NAEAC sees its function of providing information and advice to AECs as important in promoting good decision-making. Apart from responding to requests for advice, activities in this area in 2014 included: AEC visits Once a year, NAEAC visits AECs in a region of the country. In 2014, those visits were made in the Wellington region and included: MSD Animal Health; Victoria University; The Malaghan Institute; and Zealandia. If possible, NAEAC members also attend AEC meetings in their area. AEC newsletters Two newsletters from the Chair were sent out during 2014, including advice on issues that had been raised during the year. NAEAC workshop This biennial workshop for AEC members, animal care staff and researchers was held in November, with 73 attendees. Twenty-two of 30 AECs were represented. Issues for the year An extra meeting was held in October to review seven codes of ethical conduct submitted for approval to replace expiring codes. Animal Welfare Act 1999 review the committee received regular updates on the progress of amendments to the animal welfare legislation. Research was initiated through the University of Otago s Wellington School of Medicine into how AECs make decisions. The committee met with ANZCCART members during the August meeting. Mini-tutorials held to expand members understanding of issues arising from research, testing and teaching using animals included: minimal anaesthesia for pain research; psychoactive substances; animal-based regulatory testing; MPI animal welfare operating model. 7

NAEAC awards The 2014 NAEAC Three Rs award, sponsored by the Royal New Zealand SPCA, was presented to Professor David Mellor ONZM in recognition of his contribution to humane science in New Zealand and the practical application of the Three Rs. AEC Service Awards were presented to: Professor John Miller for his outstanding contribution to the Victoria University AEC. Colin Scurr for long term service to AgResearch Ltd s Invermay AEC, initially as a local authority nominee and later as an independent member. 8
