Action 2 Objectives NAG is a community group which gives people in the area a chance to meet and discuss things which concern them. Meetings are attended by and allow members of Thames Valley Police, Parish Councillors, Borough Councillors and Officers, Churches and individuals to hear what concerns local people. The NAG cannot influence planning decisions that have been made by WBC but things like mud on roads, graffiti, anti-social behaviour, roads becoming snarled up, things that effect the community as a whole,
can be discussed. It is not a pointless exercise, there have been many successes. People from the community are encouraged to sign up and be part of the group on the understanding that approaches are not made to the media and that names of individuals are not disclosed outside the meetings which could compromise a situation. 3 Apologies Apologies were received from PNS, PW, EK, SR, NP-N, AL, JE and PB. 4 Minutes of last meeting The minutes of the last meeting were agreed and signed. 5 Matters arising not covered by Agenda Items No matters arising 6 Reports from Police PC Laura Wright and PCSO Susie Carr gave a presentation on the work of the Neighbourhood and Rural Teams. They were accompanied by a new Special Constable Jessie Nolan. 7 AREA REPORTS: Burglaries are a topic which concern most people and meetings are held to put people s minds at rest. Daytime meetings attract more senior people. Mounted support was used for first time and proved very successful at events. In 3 months Jan-Mar 2016, 9 burglaries in all. 4 dwellings, windows and doors (especially UPVC) unlocked; 5 non-dwellings (includes sheds, outhouses, non-detached garages). 2 thefts of coin meters; aggravated burglary Basingstoke Road; cigarette break Post Office Three Mile Cross; hairdressers broken into; 18 bicycles were stolen from garden sheds. Need to be aware of opportunists, organised crime groups, bogus window cleaners, offers to replace driveways and roofing. ASB no reports. 23 incidents of criminal damage. Records show there were 15 burglaries in year end Dec 2014 and 6 in year end Dec 2015. Only 1 Neighbourhood Watch in area. Sign up to TV Alert, text, email. Talk to neighbours not everyone uses email. Keep vigilant and report anything suspicious to 101 as soon as possible, don t wait a month, ask to speak to local Neighbourhood Team. The area is not recognised as a crime hot spot. Figures are decreasing. Response team of 10/15 officers for 999 calls. Life and limb has first priority. Rural Crime: 2 in 3 months, 1 an isolated incident. LW and SC will always advise on security and crime prevention. Dog owners reminded that dogs must be kept under control at all times. At this time of year ewes are lambing. Footpaths go through farms, and farmers can shoot out of control dogs worrying livestock. Rural Operation Outpost works within the community and encourages people to be involved to protect their premises and land. Shinfield Rise CRE described the work of a Community Development Worker in
one of the five areas WBC determine as areas of deprivation, based at the Community Flat, Frensham Green. It is owned and occupied by Tenant Services. Relationships built up with agencies, needs of people are identified, social care, understanding problems people have, encouraging community groups. Work with Red Kite Centre for older children. WBC are closing the gap, recognising that children from deprived areas struggle. Adult learning, picking up on things that may be missed, cooking, healthy lifestyles, wellbeing. Fly tipping, encouraging residents to take pride in their communities, litter picks, monthly community letter delivered, some by hand by members of community. CY praised CRE s dedication and the work carried out at the flat. ZM, one of 4 Community Wardens, described work in conjunction with CRE. Junior Workshop programme with Yr 6 classes in schools, teach them life skills, phonetic alphabet which is no longer taught in schools, countryside codes, gardening project at flat to grow vegetables and herbs to encourage use in their own lives. Shinfield Park DC reported on the traveller problem which had occurred and the work of the Loddon Valley Neighbourhood Team and WBC to remove them from the area immediately adjacent to the A327/Black Boy roundabout. When a criminal act is reported the police are able to act under Section 61. This was possible when the removal of a bollard was witnessed and reported. Electricity and water services were broken into, and excrement found in cycle sheds. It was a very uncomfortable time for residents of apartments next to the site but due to the co-operation of the police, borough councillors and officers and residents the travellers moved on. A clear up operation was necessary, the verges alongside the A327 were severely damaged. To prevent a further incursion WBC rapidly arranged measures to make the site more secure. Shinfield RP read a report from the Parish Clerk. Roadworks to take place Cutbush Lane 20 Apr to 2 June. Overnight closures on M4, contractors to notify in advance. Temporary traffic lights Three Mile Cross. WBC South of M4 Forum at Shinfield Junior School Monday 14 March 7.00-8.45pm Contractors for by-pass and motorway bridge and developers to be present. Annual Parish Meeting 28 April 2016. 7.00-9.30pm Shinfield Parish Hall, Representative from Hochtief will attend. Litter Picks Shinfield Rise, Saturday 19 March. Equipment will be provided from Community Flat, Frensham Green. Shinfield, Sunday 20 th March, equipment provided from Shinfield Parish Hall with refreshments after for willing helpers.
School Green, Shinfield CY reported on problems with congestion caused by construction work taking place at the school, and the development of Shinfield View. Lorries will not give way. Drivers dropping off and picking up children at school are asked to be mindful that they are putting themselves at risk, causing blind spots. The school does what it can, car park issues being looked at, letters frequently sent out to parents. While building work is carried out at school parking for up to 26 cars is not available on site. MJ, Co-op Store, also expressed concern. An In/Out system to the car park is to be introduced. Cars should not be left in the Coop car park while waiting to pick up children. Continually looking at ways to improve. Rev Nathan Hunt has offered use of Baptist Church car park free of charge while the disruption is continuing. ME, Bell & Bottle, said car park can be used for school dropping off in the morning, but definitely not for picking up in the afternoon. Work on Shinfield View is coming to an end, there are many more finishing trades vehicles at present. SC noted. If someone creating real problem ring 101. If confrontation police could come along. SC suggested use of My Council a national App. Report anything on it, streets, roads, graffiti, it will be referred to council responsible. A report will be sent if details are left. Another site is Fix My Street. Spencers Wood Chaos with lorries parking outside Post Office and One Stop particularly early morning from 7.00am, backing out on to A33 main road creating hazard. SC said One Stop have been warned and can be enforced. Riseley HB said the rat run continues through narrow single lane residential road between 7.00-8.00 am every weekday. W BC seems to be unable to do anything to remedy. Associated with traffic from south trying to get to Swallowfield By-Pass. WBC survey concludes insufficient traffic flow. How the system works was queried. Reduced speed limit suggested with flashing warning lights. Cllr Barry Patman responded. Taking it up with Highways, particularly Basingstoke Road area. Funding from developers will be available, 150 houses need to be built before funds will be received. That target could be reached by August. Work on highways can be planned in meantime. Basingstoke Road needs to be resurfaced and speed reduced to 30mph. Changes to traffic sequencing at Church Lane relating to queues going back to Riseley. Reading Traffic on that section has priority. Three Mile Cross Bus Gate to be changed, delayed due to call for consultation locally. 25 in favour, 1 against.
Ryeish Green Problems experienced Croft Road past school. Hyde End Road/Croft Lane now one-way. Trees cut down, deer running through area. 8 AOB There was no other business.
