HVPOA GENERAL MEETING Sunday, February 12, 2017 6:30 p.m. Faith Baptist Church 11150 Hilltop Road (Hilltop & Flintwood) Welcome Call to Order 6:37pm Introductions of board members Announcement of Quorum Agree quorum in place for today s meeting Guest Speaker Einar Jensen, South Metro Fire Rion: Last visit, mentioned that mock evacuation had come up i. Dry right now, not a bad time to bring this up ii. Einar has suggestions iii. Need realistic participation with all neighbors Einar: i. Encourage couple hours in summer morning to do an evacuation ii. Need sub-committee on how to get the word out iii. Track participation and determine success iv. In our district, 3 brush fires this year v. Not much snow here at all vi. Wildfire season don t want neighborhood to be caught when evacuation needed and no one knows what to do vii. Need to practice animals getting into trailer and getting to a set place viii. Do it in-house vs. through Douglas County ix. Designate a day / time and evacuate in 20 minutes x. Go somewhere, meet with staff, sign-in and designate risks 1. Family members with concerns 2. Livestock, etc. xi. Should take an hour or hour & half of time xii. Decide on certain location at the time of evacuation since you never know where fire is located or coming from xiii. Use Legend s parking lot perhaps or elementary school near by Rion: Protocol in writing? i. Yes have to add into to an existing document Rion: Be good to have something that we can share with people so they can decide if they re moving forward or not i. Yes, can send out flyer to share with people ii. Can also do door to doors iii. Send out resources when it s ready iv. Maybe able to turn some of those hours towards the FireWise grant Q: Couple years ago, police department was a problem. Couldn t get into get their kids. i. Burning Tree fire ii. Police looking at this as an evacuation don t want people to come in

iii. Spring Break time period worst time for that evacuation iv. Looking at 2000 people hurt in fire v. If it s an evacuation, don t go back into the neighborhood vi. Emergency responders needs to have a plan for kids that are home alone vii. If live in our district in Douglas County, what do you expect our kids to do when there is an evacuation notice? viii. Need to know your neighbors and have a plan in place ix. How do we solve it? 1. Have to do drills so kids know what to do 2. Family upset that fire department didn t cut through gate, drive up driveway and get individual out x. Need plan for any situation if kids are home alone xi. Incumbent on all of us to do the fire drills with the kids xii. C: Get people out is most important, but would be good to remind folks to have important papers in a box to bring with them. Should be able to grab what you need quickly xiii. Definitely need reminders for what to bring 4 P s 1. Pets, pills, papers and pictures xiv. C: Have a lot of open property owned by other people that is overgrown. Does Douglas County ever ask folks to do mitigation? 1. No, private property and county doesn t want to get involved with recommending private property 2. Douglas County now doing open space xv. Q: Does the county ask private property to mow off of road? 1. Unknown. Mike Alexander in charge of mitigation crew (DCSherrif.net) xvi. C: Two big pieces that look like they need mitigation xvii. Why don t private property owners take care of it? xviii. Mow strip between fence 15 feet will stop a fire look to HV to recommend to homeowners xix. C: Permission granted to mow along fence for one section of private property xx. C: Talk about paper and pictures, could do workshop on automatic backup of documents if desired use your phone to upload everything 1. Then focus on pets and pills xxi. Daryl: Process for evacuation? 1. More on honor system 9am on Saturday 2. If do through county, need to get addresses and emails from everyone in neighborhood. A lot of info needed to be turned in by a certain date xxii. If people decide not to go, people don t go xxiii. Jim T: Consider looking at Elbert County locations as well 1. Agree they would be agreeable xxiv. Jim T: Like subcommittee idea to map it out further 1. Agree folks make a big difference 2. Go door to door and discuss xxv. Next step: 3-4 volunteers will meet with Einar and move forward xxvi. Anyone else want to be on the committee Rion, Jane 1. Get in touch with Rion if you want to be on the committee xxvii. Need to determine what to do with folks with livestock without trailers as well xxviii. Q: Could you come and speak at the horse club meeting?

Likely Feb 27 th Treasurer s Report Tammy Dues request went out 53% of owners responded to date Ledger balance currently: 19,000 Earmark Weed Control Fund $1700 $120 Bridle Path and Arena Maintenance Other donations to general fund as well -$968 from what we took in and what we spent i. Mostly due to attorney fees and home owner discussion Dumpster day and chipping event coming up later in 2017 Question: Mandatory dues final? i. Yes, based on attorney interpretation ii. As far as people that didn t pay, have not pursued action iii. Limited ability to enforce in the covenants Question: Do covenants need to be renewed? i. Difficult to do ii. In place, until majority of residents decide to change them Discussion around mandatory dues i. In order to be voting member, dues have to have been paid ii. Most paid dues last year 83 or 85% of residents paid dues in 2016 Letter sent out last year helped folks pay i. 3 or 4 letters sent out last year after that to folks that didn t pay Treasurer s Report accepted Hidden Village Signs Jim Graham New chair for roads and signs Jim Graham Moved here in November 2015 Volunteered for roads, signs and weed control Entrance signs 4 in place i. Hilltop expanding over next 2-3 years ii. Recommendation on seeing what that looks like before making decisions on entrance signs iii. Crestview signs 2 of these (east/west) & 2 smaller approx. $15,000 Wooden road signs discussed i. 4 years previously board decided not to replace ii. Current board wanted to take another look iii. After determination, will look for volunteers to address iv. 25 signs (2 new, 3 poor shape, 8 poor locations, some wrong, some missing) v. Rough estimate with HV volunteers: 1. Lower cost $1500 to repair 2. Higher cost $5000 to repair/move, etc. Erosion work i. Drainage issues ii. County did evaluation of all the culverts

iii. Spring/summer assessment of erosion within Hidden Village iv. May get money from county Q: Will county pay anything towards the signs? i. Green reflective signs in place ii. Couple wrong iii. County signs throughout Q: Maybe we don t need the wooden signs any longer. Painted signs previously still look bad after snow/weather and a few years i. Need to decide if we re going to take them down ii. Backfill holes for horses iii. Signs are a fire hazard C: Need for volunteers i. Come up with ideas late April through May ii. May be able to get some high school seniors/service projects to assist Daryl: Any other feedback on the wooden signs? i. Like the look that they are retro ii. But they are a fire hazard iii. Kind of like Hidden Village being hidden and a secret iv. Seems an impractical use of funds could be used for fire mitigation v. Fire work did bring up that it is extra fuel / fire hazard vi. Very prevalent if doing a preliminary review for fire hazards C: Everyone should know first and then vote by email on whether they want them removed or kept where they are i. Brush is more significant hazard than the signs ii. Think everyone should have a say Tammy - Email challenges i. Communication challenges ii. Minimal response to mailings difficult to get response C: Agree that folks should have the opportunity to give their feedback Jim T Suggest vote since we have a quorum now Q: Can we hold this until we know what happens with the road expansion i. Then we wait until that s decided C: Would like another chance to look at the signs before deciding what to do Been in place for a long time Entrance signs and the road signs Tammy Would want to take advantage of Dumpster Day Q: If we decide today to rip out signs, any legal problems? No, county signs are already up Wooden signs are duplicative C: Will take a lot of paint to paint each signs Wood is very old Name is in a gold paint that fades very quickly Paint vanishes in months Q: Suggest ripping out the signs that are bad shape If material is that bad, waste of time and paint Motion: Take out ones in disrepair and leave the 2 in good shape

Variances across the various filings. Creates a lot of differences in the community C: 20 years ago, very difficult to get folks on the same page i. Filing 5 & 6 different taxes Another reason to determine if we should proceed, attorney costs Need to decide whether to try and get more folks to say yes Q: Problem with leaving things the way they are? i. Can t do anything without a majority ii. Difficult with 6 different filings Q: Preliminary estimate on how much it would cost to change it? i. Became more convoluted ii. Decided to determine if enough interest to move forward C: Folks had awareness on the issue. Question came up about everyone being in Filing 5 i. Question from the floor inquired if owners in Filing 5 & 6 were being asked to accept the terms of Filing 1-4? Will the folks in Filing 1-4 be given a chance to vote to move to Filing 5 terms? Some folks in Filing 1-4 have voiced interest in Filing 5 as it is less restrictive. C: All we can do is put out a plea to get more folks involved C: Filing 6 would like to be separate Reata Ranch Planned Development Amendment Daryl Across Betts Ranch Road west of Chalet Circle Developer had plan meeting last week 154 acre parcel want to leave 87 acres open space Put in 22 building sites 2.5 acres each

Making it an equestrian community limited 2 horses each Will not have their own wells or septic Will hook into Pinery s systems Plan on putting custom home minimum 2200 sq feet on first floor Estimated cost $1.3 M for land and house Start in a year Need to change zoning from agriculture to large residential Land sales and then individual builders custom homes Take 3 years to build it out C: Consistent in scale with Butterfield C: Thought land was part of golf club i. Affiliated with the golf club ii. Following the golf club covenants C: Plan in the past was to have equestrian community there Plan to put equestrian center / arena and barn C: Seems smaller than original plan C: Literally his backyard. Several objections: i. 2 entrances into the project on Betts Ranch Road ii. Made mistake on the roads: Sun Valley Rd vs. Betts Ranch iii. Lots of traffic / noise / dust / ruining view iv. Q: From meeting, is this a done deal? 1. Need to go through hoops for county 2. Past experience, tough v. C: Push for as low a density as we can. 1. Biggest fight was across to the north Tallman 2. Reata same density as Butterfield 3. Threatened to go higher in the past 4. Not a lot you can do, but push to lower density vi. C: 1 per 7.5 acres really with so much open space vii. Houses are going to be in the middle of the development viii. Q: Can they add entrances/exits on the west side? 1. Houses back up to it from the Pinery on that side 2. Most folks attending the developer s meeting were from the Pinery lots of concerns 3. Option: Stroh Rd? ix. C: All delivery, concrete, fire service all from Betts Ranch x. Q: Betts Ranch Rd driving from HV south. Open land on the left and then Hidden Village starts. 1. Not being built yet 2. Open space until it s developed Colorado Golf property xi. Q: People have say in zoning change? 1. Yes, Douglas County planning committee will review request to change zone 2. People will be invited xii. C: Save our Water density was changed 1. Allowed large rural residential xiii. If you have concerns, attend the zoning meetings. Long process.

Call IREA (303-688-3100) to let them know and have them come back out ii. Has to be the homeowner s property C: Davey Tree Service piled limbs down by bridle paths Q: Bridle path clean-up? i. Horse club to clean up the letter to send to residents Q: Few instances with renter on S Trailway and speed of driving i. Drove 30 mph right by her horse ii. Signs for speed limit at entrances and in neighborhood iii. Renter has moved Q: Would it be helpful to control speeders if we had access to one of those radar speed signs in the Village? i.
