Introduction This plan has been developed to establish a framework for the proficient management of traffic and pedestrian movement in connection with Weymouth Carnival. It has been split into three constituent parts: Public Traffic and Footfall Production Traffic Management Emergency Service Access It has been prepared with consideration to the successful management over previous years and has been informed by HSG 195 The Event Safety Guide, the code of practice for safety at street works and road works, the traffic signs manual, the road safety good practice guide, JPS Event Consultancy Ltd, and many years of experience within the live events & festival organisation. This plan shall be circulated to all members of the Safety Advisory Group, or similar body, for their consideration and approval. Appropriate reference should also be made to the Event Management Plan. This plan will be executed from the first production vehicle arriving on site until such time as the last production traffic has vacated the site. Specifically with regards to the carnival, this section of the plan will be implemented between noon and 23:00 hours on Tuesday 14th and Wednesday 15th August 2018. Overview This year marks the 700th year of a Carnival in Weymouth with a charter made by Edward 2nd in 1318. With that in mind the new committee of Weymouth Carnival and Events Club are making changes bringing back some old traditions and making new ones. All rights reserved 4
Public Traffic and Pedestrian Management Carnival Route The carnival procession will gather from 12:00 hours to 16.30 on Pavilion Peninsula and will consist of between 50 and 60 entries, with a combination of motorised and walking entries. It will process at 18:30 to Greenhill and the College car park were it will disperse. The Motor Bike Procession will gather from 15:30 hours to 17.45 at Lodmoor Car Park. Around motorcycles will travel in convoy from Lodmoor Country Park on live road space to the road closure at junction with Dorchester Road, to enter the closure; drive to the pavilion and then disperse as directed by event silver to stewarding points prior to commencement of the carnival at 18:30 hours. The possibility of closing part of the Esplanade from around 2pm on 15 th August for soapbox racing etc, ahead of the main closure for procession was discussed. Concern was expressed regarding the need to relocate Taxi ranks etc and to maintain access for floats to get to the Pavilion Peninsula for the procession form up area. As an alternative it has been decided to bring forward a portion of the main road closures for the Esplanade and Seafront from 1715 to 1630 to create a three stage closure rather than the previous two, and then run the soap box race from 1700 to 1800 in the area of King Statue and the old tourist information centre. This will also help keep crowds entertained whilst the procession forms up and gets ready to set off at the pavilion peninsula, whilst also reducing inconvenience to Taxi s, other road users, and maintain access for procession entrants. In addition the event security contractor will provide 16 extra marshals who will go ahead of the first procession entries to clear the way and ensure the public are well back and children under control etc. They will safeguard the procession only understanding that any CSAS requirement for the direction of traffic and pedestrians will fall to JPS. (This is in addition to the 4 per float voluntary marshals per float and paid SIA staff which will be engaged at the normal resourcing levels.) Spectator Parking The Traffic management arrangement for parking is undertaken through Weymouth and Portland Borough Councils parking section. The existing policies and procedures in terms of diverting customers to the nearest available parking is well rehearsed and is a proven method of minimising unnecessary congestion on the highway. In addition to the above First Bus Operate a park and ride service from Mount Pleasant that has a capacity of 1,000 vehicles. The hours of operation of this park and ride facility will be extended on both days day until 23:00 to allow for spectators to return to their cars following the evening Torch Light Procession on Tuesday 14th and firework display at 21:30 on Wednesday 15th. Visitors to the event will be directed via the permanent VMS signage to use the park and ride service at Mount Pleasant therefore reducing traffic in the town centre. Visitors are also expected to use the large car parks at Lodmoor Tip Road, the Swannery and other council car parks in Commercial Road, all of which can be accessed outside the proposed road closure area. Event Participant Parking Event participants will be directed to park at the Lodmoor car park. This will also be the drop off point for participants who are being given a lift in their relatives or friends cars. At the end of the event walking participants can be picked up at the Pavilion Car Park. All rights reserved 5
Public Transport Weymouth Town Centre is on the main bus service routes for Portland, Preston, Littlemoor, Chickerell, Dorchester etc. The frequency of services are adequate for the anticipated number of spectators using this form of public transport as people are expected to arrive throughout the day with some leaving immediately after the procession and others after the firework display later in the evening. Bus services which normally terminate at the Kings Statue will be suspended during the time of the highway closure and relocated to the bus stops in Commercial Road. The WCEC are informing the Bus and Taxi companies. South West Trains provide an alternative mode of transport from London, Bournemouth, Poole, Dorchester and Bristol and will be running trains on Carnival Day (15th) to and from Weymouth. Temporary Road Closure of Various Road in Weymouth Bellow is a notice of road closers: For the purpose of Weymouth Carnival, Dorset County Council has made an Order under Section 16A of the Road Traffic Regulation [Special Events] Act 1994 to prohibit the use of the following Roads by cyclists, horse riders and all mechanically propelled vehicles, except those taking part in the Carnival, on Wednesday 15th August 2018 17.15 (*16.30) until the conclusion of the Carnival procession (approximately 20.30) or such time that it is deemed safe to re-open the highway. [1] To close the following Road; [a] The Esplanade; from the Weymouth Pavilion Car Park to King Street* [a2] then at 1730 onto Greenhill. [b] Greenhill [B3165]; from its junction Westerhall Road to the entrance to Lodmoor Park,Preston Road. [c] Belle Vue; from its junction with East Street to The Esplanade. [5] As a result of these closures the following measures will take effect:- [6] The one way traffic order in custom House Quay will be suspended from 16.30 to 20.30 to allow vehicular access for businesses purposes only. [7] The following One Way Traffic Orders will be suspended in order to permit vehicular access to certain parts of the Town Centre whilst The Esplanade road closures are in force:- Gloucester Mews East Street (from Mitchell Street to Market Street) [8] From 17.15 until the conclusion of the Carnival procession (approximately 20.30) there will be an additional temporary taxi rank at Coburg Place on St Thomas Street. [9] The following residents and public parking places will not be available from 02.00 until approximately 20.30, or until the above roads are open to traffic:- [a] the west side of The Esplanade from the East Street to Williams Street. [b] the seaward side of Alexandra Gardens. [c] the east side of The Esplanade from a point opposite New Street to a point opposite East Street. [d] In addition, public parking will remain at the Pier Bandstand car parking bays and along Brunswick Terrace throughout the duration of the event. However, there will be limited egress during the above times. Road closures will be implemented by suitably qualified marshals (e.g. Streetworks / LANTRA or CSAS) and manned appropriately. CSAS marshals will be used at key points to help direct traffic to follow the temporary road signs and also allow access to emergency service vehicles in the event of an incident. Highways Network Control Room It has been agreed that the highways network control room at Dorchester will be operational on the day of the Procession (15th) until 2300. They will monitor CCTV and provide constructive and relevant feedback to the event control to maximise the use of the road network. Should event control need to contact them, they can be called on 01305 225026. The Highway Network can be in contact with Silver Multi Operations through Carnival Silver, Radio 2 call sign CONTROL also land line number for the Carnival Silver HQ number :TBC The CSAS accredited persons will also have event radios. It is noted the network control room operators can manage the phasing of traffic lights in Weymouth to allow adjust for traffic flow at the time, which will be different to the norm. Taxi Rank The taxi rank at the Kings Statue will not operate between 17.15 and approximately 20:30 on 15th August 2018, however there will be a temporary taxi rank at Cobourg Place on St Thomas Street in operation during this period. All other taxi operations remain unaffected except that they will need to follow the road closures and diversion signs in the same way as other vehicles. Buses will operate from the stops on Commercial Road with the Park & Ride buses specifically using the area behind Debenhams. All rights reserved 7
These will be informed by the WPBC and a special phone call to both buses and taxi s as soon as the road closure has been removed on the 15th August at about 20.30. Command, Control and Communications Road closure operations will be co-ordinated by Weymouth Carnival and Events Club in liaison with JPS Event Consultancy Ltd, who provide all chapter 8 road signage, CSAS accredited persons, Streetworks operatives and traffic marshals. Operational decisions relating to road closures will be made by the Weymouth Carnival and Events Club appointed person Carnival Silver. JPS will have a controller situated within the carnival event control, who will be in contact with all traffic points with a personal radio, in addition to a manager on the ground. Weymouth Carnival and Events club, Weymouth Council and the JPS will each be provided with a radio to maintain communications at all times. Contingency communications will be via mobile phones. Full details of the event communications are included in the Event plan. Traffic Management JPS are engaged by Weymouth Carnival and Event Club to erect and position associated road closure signs in advance of the closure prior to and on the day of the event. JPS will also be responsible for placing out and closing agreed highway locations. Weymouth Carnival and Events Club have contracted JPS to carry out traffic management duties on the day of the event including erection of signs on the highway and direction of traffic on the highway during the road closure period. JPS are accredited by NPCC (previously ACPO) under the community Safety Accreditation Scheme (CSAS). This scheme gives accredited members the legal power to direct traffic on a public road. Accredited personnel have the same authority to direct traffic as a police officer. In addition some staff are Streetworks operatives, allowing them to place signs on the highway. All traffic management marshals will be suitable trained, briefed and equipped, to include reflective vest (to minimum BS EN 471 category 2, preferably 3), torch (if operating during hours of darkness) and clothing to suit the conditions at the time. CSAS staff will wear their approved uniform. The use of temporary VMS signs on the main routes into the town was considered in order to provide advance notification of the seafront closure however on this occasion it was felt the permanent VMS signs and the temporary early warning fixed signs would be sufficient. Publicity / Pre-event Notification Dorset County Council will ensure details of road closures and parking restrictions will be advertised. WCEC are assuring that a copy of the TMP is received by all Bus and taxi companies. Highway notices advising drivers of the highway closure and parking restrictions are erected a minimum of 7 days in advance of the closure. Advance notification of the highway closure has been provided by the WCEC though an announcement via our website & Facebook page. Prior to the event a letter drop will be undertaken by WCEC to ensure all hotels, guest houses and residencies impacted by the closure and restrictions are aware of the event.
