Mark Pegram Wentworth citizen Article I. CALL TO ORDER Mayor Dennis Paschal Jr. called the meeting to order. Article II. INVOCATION Councilmember Dennis Paschal III gave the invocation. Article III. APPROVAL OF TOWN COUNCIL AGENDA A. Requests and Petitions of Citizens No one signed the speaker register. B. Approve/ Amend Agenda Mayor Paschal said he would like to make a few changes to the Agenda under Article VI., New Business. Mayor Paschal made a MOTION, To add number 6. Wentworth Historic Preservation Committee nominee, James Harmon of 690 Camp Dan Valley Road, and also under Article VI., New Business D., delete RCHS Cougar Band and the Museum & Archives of Rockingham County. Mayor Pro Tem Evelyn Conner seconded the motion. All voted in favor and the motion carried. (Note: 6. Article IV. APPROVAL OF MINUTES A. Town Council Meeting November 1, 2016 Councilmember Iris Powell made a MOTION, We accept them as written. Councilmember Paschal III seconded the motion. All voted in favor and the motion carried. Article V. OLD BUSINESS A. Interlocal Agreement with Rockingham County Mayor Paschal asked if there were any questions about the agreement. George Murphy, Town Administrator recommended adding a legal description of the property to the agreement. He mentioned the example that he placed on their desks, noting that it would serve to show the County Commissioners the property discussed in the agreement. A meets and bounds description will be added to the agreement at a later time. Mayor Paschal asked Town Attorney Patrick Kane if the description should be included in a motion regarding the agreement. Mr. Kane replied, You re approving this as a first offer to Rockingham County. I think you should probably reference in the motion that this will be provided with the draft Interlocal Agreement when it is provided to Rockingham County because the purpose of this is to let the County Commissioners know exactly what we are talking about. Mayor Paschal made a MOTION, That we enter into the Interlocal Agreement with Rockingham County and include with the Agreement, the attached survey that we just looked at. Article VI. NEW BUSINESS A. Discussion of water line possibilities on Peach Tree Road (Mark Pegram, resident & Mike Lemons, Dan River Water, Inc.) Mayor Paschal invited Mike Lemons and Mark Pegram to address Council. Mr. Pegram informed Council that the water on his property and the remainder of the residential properties on Peach Tree Road has a very high iron content. He showed pictures of the water and the filter from his filtration system. He explained that out of the 32 property owners in the area, he has gotten 26 signatures on a petition in favor of Dan River Water, Inc. extending a water line down Peach Tree Road. He asked Council to consider Dan River Water Inc. s proposal. Mike Lemons, Utility Supervisor for Dan River Water Inc., addressed Council. He explained that Dan River Water Inc. does not often install new water line extensions; however, after being approached by Mark Pegram with the water issue on Peach Tree Road, this area has been put on the future projects list. Considering that the Town of Wentworth and Dan River Water have partnered on past projects, Mr. Lemons asked if the Town would be willing to cover the cost of installing a water line extension from NC 87, down Peach Tree Road, to the end of the Town s property which is near the Blueberry Road/ Peach Tree Road intersection. He suggested that the Dan River Water Inc. Board members would be more receptive to the idea of running a line down Peach Tree Road if the Town shared the cost. Mayor Paschal asked what size water line would be installed and what would the cost be to extend it from NC 87 to the end of the Town s property. Mr. Lemons recommended an eight inch line and gave the Council a document detailing the estimated costs to extend an eight inch line from NC 87 to the end of the Town s property on Peach Tree Road. (Note: The document Mr. Lemons provided, which shows the water line estimate and a sketch of the area, is herein incorporated and made a part of these minutes.) Mayor Paschal asked Town Clerk/Finance Officer Yvonne Russell if there were funds that might be available now or in the next fiscal year to cover the Town s estimated cost. Ms. Russell explained there is approximately $80,000 in Miscellaneous Other Operating Costs right now, and the Town also has a healthy Fund Balance; therefore, if the project were to begin in the current fiscal year and continue into the next, the Town would have adequate funds to cover the estimated costs. She asked Mr. Lemons if he expected the proposed project to be completed before the end of the fiscal year. Mr. Lemons said it probably would not. Councilmember Paschal III asked if the funds budgeted for fire hydrants could be used for the fire hydrant assembly on the proposed estimated cost document provided by Mr. Lemons. Ms. Russell confirmed those funds could be transferred to the appropriate line item. Councilmember Paschal III asked Mr. Lemons how his Board would react to the Town agreeing to cover those costs. Mr. Lemons said he believed the Board would strongly consider moving forward with the proposed project. Mayor Paschal said the Town would want to ensure that the costs will be split between the current fiscal year and fiscal year 2017-2018. Mr. Lemons said, I think we can make that happen. Mayor Paschal made a MOTION, That we enter into an agreement with Dan River Water to run a water line down to our property from Highway 65/87 down to the end of our property on Peach Tree Road. Mayor Paschal made a MOTION, That we appoint Bob Carter of 1141 Irvin Farm Road to the Wentworth Historic Preservation Committee, and Barbara Cooke at 136 Hearthstone Trail to the Wentworth Historic Preservation Committee, and Margaret Perdue at PO Box 63 to the Wentworth Historic Preservation Committee, and Kay Hammock at 699 County Home Road to the Wentworth Historic Preservation Committee, and Harold Vaden at 8030 NC 87 to the Wentworth Historic Preservation Committee, and James Harmon at 690 Camp Dan Valley Road to the Wentworth Historic Preservation Committee. Article VI. NEW BUISNESS C. Adoption of 2017 Holiday Schedule Mayor Paschal made a MOTION, We approve the schedule as written. Councilmember Iris Powell seconded the motion. All voted in favor and the motion carried. Article VI. NEW BUSINESS D. Submission of FY 2016-2017 Funding Reports 1. Friends of the Chinqua Penn Walking Trail Mayor Paschal asked if anyone had any questions about the report. There were none. Article VII. PUBLIC COMMENTS No one signed the speaker register. Article VIII. ANNOUNCEMENTS Mayor Paschal made the following announcements: The next regular meeting of the Wentworth Planning Board is December 20, 2016, at 7:00 pm in the Town Hall Council Chambers. The next regular meeting of the Wentworth Town Council will be held on Tuesday, January 3, 2017, at 7:00 pm in the Town Hall Council Chambers. The Wentworth Christmas Parade will be held on Saturday, December 10 th at 11:00 am. Bring your children to the Town Hall for a visit with Santa Claus after the parade. The Wentworth Town Hall will be closed for the Christmas holiday on December 23, 25-26, 2016. The Wentworth Town Hall will be closed for the New Year s holiday on Monday, January 2, 2017. Article IX.
