Framework for a Plan of Action for Aviation Infrastructure Development in Africa Draft Framework for a Plan of Action for African (2017 2020) Activities and Actions AVIATION INFRASTRUCTURE PROGRAMMES/PROJECTS Develop sustainable aviation infrastructure under PIDA (Ref. Air Transport 2.2) New regional infrastructure projects proposed for second PIDA-PAP (Ref. PIDA 1.4) Integrated corridor approach for infrastructure development implemented (Ref. PIDA 1.5) Establish specific programmes aimed at enhancing aviation infrastructure development for alignment with the objectives (Ref. Air Transport 2.2) Complete the aviation infrastructure gap analysis and determine strategic infrastructure targets, taking into consideration requirements of the ICAO Global Plans, Regional Plans and regional safety/air navigation and security targets, as well as existing and future capacity requirements Identify new regional priority projects 1 for second PIDA-PAP (2020-2030) (Ref. Air Transport 2.4) Integrate aviation s soft infrastructure needs within the framework of the MoveAfrica initiative, and establish a programme for the building of capacity of aviation professionals to meet present and future needs Strengthen capacities in Member and RECs in project preparation, structuring, negotiation and management of public-private partnerships (Ref. PIDA 1.1) Finalize and promote use of guidance for business case analysis of aviation infrastructure projects and tools to support investment decisions in aviation infrastructure Identify skills required for implementation of PIDA-PAP projects (Ref. PIDA 3.2) Develop skills development strategies to build skills needed for infrastructure development (Ref.
