Minutes/Public Forum The Minutes of the Parish Council Meeting of 14 th March were approved and signed. Public Forum 15 Minutes were permitted for members of the public to address the Council. Members of First Responders gave a report on Defibrillators with the suggestion that 2 be purchased, 1 for each village which was well received. Clerk to add to agenda for May to discuss. A resident had a query on Council Tax and the Clerk directed her to Chelmsford City Council, confirming the figures from the Parish Council were correct. A resident suggested a memorial area for Bicknacre Village Green and made reference to a Vehicle Activated Sign. 50/17. Report from Cllr R. Poulter Cllr. Poulter informed the meeting that the Planning Application 16/02021/OUT for 37 new dwellings near the Brewers Arms decision had been deferred to November 2017 due to ecological surveys required. Cllr. Poulter reported on the CCC Local Plan Preferred Options consultation 30 new houses were suggested for Bicknacre. Further details to be found at www.chelmsford.gov.uk/new-local-plan or a drop in session at Bicknacre Village Hall on 9 th May 4pm 8pm. Cllr. Poulter suggested that with the new Sainsbury s site in South Woodham Ferrers traffic on the B418 would increase. A cycle route is planned from Woodham Ferrers to the Sainsbury s development. Gladman proposal at East Hanningfield had been withdrawn. EALC/NALC/Training Councillors reviewed Training opportunities and it was resolved to spend 215 on 3 training courses (Cllr Training 1 & 2 & Code of Conduct) for Cllr. S Gerrish. 55/17. Neighbourhood Planning Chairman reported from the public session held on 21 st February. The turnout was disappointing but another presentation would be made at the Annual Parish Meeting on 5 th May by Jenny Robinson, CCC. A review and decision would be taken after this whether to pursue. 56/17. Village Greens/Water Stand Pipe Council reviewed the requirement to have access to water for the village greens/boat planters/contractors and it was resolved to continue with the Essex & Suffolk Water stand pipe rental for 12 months @ 422.00. 57/17. The Hooe Improvement Project The new pathway was reported as having been installed and had been well received. The new Niagara play tower installation was scheduled for June. The Clerk reported Sovereign had offered another free trial of a new surface and it was resolved to accept this around the teen bench. 58/17. Priory Playing Fields Moles The Chair read a report from Cllr C. Saltmarsh to report on initial visit by St George s Pest Control which is summarised as follows: Outside Arch compound - there was evidence of significant activity, but not a lot within the previous week or two. There a few minor heaps of soil around and about the area that were fairly fresh. A second visit revealed one small molehill just under the fence at the front of the Arch that looked maybe a couple of days old. There were signs of serious activity elsewhere around the fields, but that is outside the remit. On that basis, the recommendation was that we do nothing further for the time being and take another look in a couple of weeks as the problem may have resolved. 60/17. New Bus Stop Route suggestion Bicknacre to Maldon Clerk reported 12 surveys had been received with further consultation with the Youth group and at the Annual Parish Meeting. 61/17 Annual Parish Meeting 2017 Council finalised agenda and agreed A6 postcards ( 69) to advertise and distribution costs( 127.50. After discussion, it was resolved to spend 350-400 on an overhead projector & screen. 62/17 Main Road, Woodham Ferrers Corporate Enquiry - Ref ECC03115030616-2428985 Dangerous Bend Chairman reported from a meeting @ Essex County Council Highways in connection with the bend. A recent speed survey had shown no significant issues. It was reported that a Surface Dressing Scheme for delivery in 2018 was planned for the whole length of the B1418 from the mini-roundabout at Priory Road, Bicknacre through to the roundabout at Burnham Road, South Woodham Ferrers. The Clerk reported that the request for the bend sign to be replaced had come back as not necessary this had been sent to Cllr Ian Grundy for investigation with the Cabinet Member for Highways. Cllr. Poulter stated this was insufficient and action was needed. It was resolved to compile a full report & letter for Cllr. Eddie Johnson and ask Cllr. Ian Grundy to pursue on the Parish Councils behalf. 63/17. General Reports from Clerk/Councillors, to include: a) Playing Fields (Hooe, Lodge Road, Bicknacre Playing Field) The Clerk reported a theft from Lodge Road of the bucket style swing. The Chair and Clerk had met with a resident from Lodge Road who had offered to donate & install a CCTV system for 100 and advise on all the necessary paperwork & signage required to comply. It was resolved to accept this kind offer. The Clerk had reported the theft to Essex Police and was pursuing an insurance claim. b) General Village Neighbourhood Watch May agenda, the new Woodham Ferrers Village Sign was reported as re-erected. Pot Hole Car Park Priory to be 4

filled over Easter. c) Village Hall Reports Bicknacre was applying to the CIF Fund for some refurbishment works. d) Correspondence from parishioners/groups. Sinclair enquired about the welcome pack a map to be added June agenda. f) Cllr Sinclair reported CCC Elections on 4 th May 2017 & made reference to the children s garden on the green.
