INTRODUCTION 1.1 The Independent State of Papua New Guinea (PNG) is hosting the Asia-Pacific Economic Cooperation (APEC) meetings throughout 2018. Leaders Week, scheduled for 12-18 November in Port Moresby will see a number of APEC leaders visiting PNG in the lead up to and during this period. 1.2 The main meeting events will occur in Port Moresby, however other areas within the National Capital District (NCD) could experience an aviation impact. 1.3 The Department of the Prime Minister, NCD Commission, APEC Organising Committee, PNG Defence Force and PNG Air Services Limited (PNGASL) have established measures to ensure that an appropriate level of airspace security exists to support the event. The airspace arrangements and procedures contained within this AIP SUPP are part of comprehensive security arrangements implemented by the PNG Government. 1.4 This AIP SUPP provides details of temporary changes to procedures and operational information to be applied. 1.5 All airspace users planning to conduct operations within 90NM of Jacksons Airport, Port Moresby (AYPY) during the period 02 to 20 November 2018 inclusive, will be required to comply with the procedures detailed in this AIP SUPP. 1.6 APEC 2018 will result in increased PNG Defence Force activity within the Port Moresby area. 1.7 This AIP SUPP details airspace management arrangements, including the establishment of an Air Defence Identification Zone (ADIZ), Temporary Restricted Areas (TRA) and Airspace Reservations (AIR-RES). It also details changes to procedures, restrictions and appropriate contacts to ensure the security and safety of aircraft, the public and visiting dignitaries. 1.8 TRA930, TRA931, ADIZ Port Moresby and AIR-RES areas are described in the following sections of this AIP SUPP. It is expected that these areas may be activated during the period 02 to 20 November 2018 inclusive, as advised by NOTAM. 1.9 The following operations within the TRA s may be restricted by the controlling authority to remain clear of meeting venues: training flights; banner towing; moored, manned and unmanned balloons; model rockets; model aircraft; remotely piloted aircraft systems. 1

1.10 Airspace procedures have been designed to be as permissive to civil aircraft operations as the security situation allows. Access to TRA s is managed by the controlling authority during the NOTAMed activation periods. 1.11 Police may be present in the Port Moresby area to monitor compliance with this AIP SUPP. Noncompliance with regulations and airspace procedures may result in penalties being applied. 1.12 Military aircraft will operate in airspace clear of civilian traffic under normal air traffic rules except where a security situation warrants intervention. In such circumstances military aircraft will operate with Due Regard to other traffic and will accept responsibility for collision avoidance. 1.13 Any aircraft unable to comply with requirements in this AIP SUPP will not be permitted to operate within the TRAs. Any aircraft which does not comply with the requirements of the ADIZ may be subject to intercept by a military aircraft and/or criminal prosecution. 1.14 For the purposes of this AIP SUPP, APEC2018 Security Aircraft are those aircraft approved as such by the Joint Security Task Force (JSTF). 2. TEMPORARY RESTRICTED AREA 930 2.1 TRA930 has been established for safety and security purposes in the vicinity of APEC House. It will be activated by NOTAM at specified times during the period 02 to 20 November 2018. 2.2 The dimensions and status of TRA930 are as follows: (See Appendix 2-TRA930) LATERAL LIMITS: S09 24' 00.00" E147 10' 00.00", S09 24' 00.00" E147 01' 00.00", S09 32' 30.00" E147 06' 00.00", S09 32' 30.00" E147 15' 30.00", S09 24' 00.00" E147 10' 00.00". VERTICAL LIMITS: SFC 2500 FT AMSL ACTIVATION: NOTAM CONTROLLING AUTHORITY: Joint Security Task Force RESTRICTIONS: APEC 2018 SECURITY AIRCRAFT APPROVED AIRCRAFT INVOLVED WITH THE PRESERVATION OF LIFE (INCLUDING SAR, MEDEVAC, FFR, HOSP AND POLICE AIRCRAFT NOT INVOLVED WITH APEC2018 SECURITY OPERATIONS) OTHER FLIGHTS APPROVED BY JOINT SECURITY TASK FORCE Contact: 1. 2.3.2 For flights remaining in Class C airspace, aircraft must track in accordance with their lodged flight plan, unless amended tracking has been notified to ATC and an acknowledgement of the amended tracking has been received. 2.3.3 All aircraft must maintain communication with ATC on the appropriate frequency or as otherwise directed. 2.3.4 All aircraft operating within TRA930 must not operate above 1,500ft AMSL unless cleared otherwise by ATC. 2.3.5 All aircraft must carry and activate a transponder on a discrete code as advised by ATC. 2.3.6 In the event of a security situation, the Controlling Authority may exclude non-apec2018 Security Aircraft from TRA930. 2.3.7 Aircraft involved in preservation of life may request short-notice approval to operate within TRAs through PNGASL. 3. TEMPORARY RESTRICTED AREA 931 3.1 TRA931 has been established for safety and security purposes in the broader vicinity of APEC meeting venues. It will be activated by NOTAM at specified times during the period 02 to 20 November 2018. 3.2 The dimensions and status of TRA931 are as follows: (See Appendix 3-TRA931) LATERAL LIMITS: A circle of 20NM radius centred on PY VOR/DME (S09 27.2' E147 12.9') VERTICAL LIMITS: SFC 33,000 FT AMSL ACTIVATION: NOTAM CONTROLLING AUTHORITY: Joint Security Task Force RESTRICTIONS: APEC 2018 SECURITY AIRCRAFT FLIGHTS DEPARTING AND ARRIVING AT JACKSONS INTERNATIONAL AIRPORT (AYPY) APPROVED AIRCRAFT INVOLVED WITH THE PRESERVATION OF LIFE (INCLUDING SAR, MEDIVAC, FFR, HOSP AND POLICE AIRCRAFT NOT INVOLVED WITH APEC2018 SECURITY OPERATIONS) OTHER FLIGHTS APPROVED BY JOINT SECURITY TASK FORCE Contact: 1. For APEC2018 security aircraft, flights involved with the preservation of life, pre-approved media aircraft and other flights that are approved by the Controlling Authority, the lodging of flight plan details with PNG Air Services via phone on 3121513/515 shall satisfy the flight plan requirement. 3.3.2 Aircraft entering from Class F airspace must obtain a clearance prior to entering TRA931 and comply with ATC instructions. 3

3.3.3 Aircraft must track in accordance with their lodged flight plan, unless amended tracking has been notified to ATC and an acknowledgement of the amended tracking has been received. 3.3.4 All aircraft must maintain communication with ATC on the appropriate frequency or as otherwise directed. 3.3.5 All aircraft must carry and activate a transponder on a discrete code as advised by ATC. 3.3.6 Aircraft involved in preservation of life may request short-notice approval to operate within TRAs through PNGASL. 3.4 Apart from the requirements of this AIP SUPP, all extant airspace boundaries, classification, air traffic services and procedures within the confines of TRA931 remain in effect. Aircraft within Class C airspace will receive a Class C air traffic service. 3.5 In the event of a security condition, the Controlling Authority may exclude all non-apec2018 security related aircraft from TRA931. 4. AIR DEFENCE IDENTIFICATION ZONE PORT MORESBY 4.1 ADIZ Port Moresby will be established by NOTAM for specific times during the period 02 to 20 November 2018. (See Appendix 1 ADIZ Intercept Procedures) 4.2 The dimensions and activation times will be as follows: (See Appendix 4- ADIZ Port Moresby) ADIZ Port Moresby LATERAL LIMITS: A circle of 90NM radius centred on PY VOR/DME (S09 27.2' E147 12.9') VERTICAL LIMITS: SFC 60,000 FT AMSL ACTIVATION: NOTAM CONTROLLING AUTHORITY: JSTF 4.3 Apart from the requirements of this AIP SUPP, all extant airspace boundaries, classification, air traffic services and procedures within the confines of ADIZ Port Moresby remain in effect. For example, aircraft in Class C airspace will receive a Class C air traffic service, aircraft in Class F airspace will receive a Class F air traffic service. Specific clearances are still required to enter active TRAs. 4.4 When a flight is intended to operate within an ADIZ, the pilot must: a) Lodge a flight plan covering flight within the ADIZ at least 60 minutes before entry into the ADIZ. APEC 2018 security aircraft, flights involved with the preservation of life and other flights that are approved by the Controlling Authority are exempt from the 60-minute requirement. b) Contact ATC or Flight Service (FIS) prior to entering the ADIZ. c) For all flights operating within an ADIZ, track in accordance with the lodged flight plan, unless amended tracking has been notified to and approved by ATC or FIS, as appropriate. d) Maintain continuous communications with ATC or FIS, as appropriate. e) Carry and activate a transponder on a discrete code, as advised by ATC or FIS. 4.5 Reporting points published in aeronautical charts must be used. 4.6 ADIZ and intercept procedures are detailed in Appendix 1 4

4.7 Aircraft not complying with the ADIZ procedures contained within this AIP SUPP, or aircraft unable to be satisfactorily identified or not in normal communications, may be subject to intercept by military aircraft. 4.8 Unidentified aircraft operating and assessed as likely to enter the ADIZ may be subject to communications checks and visual inspection by security aircraft in order to determine their identity. 5. TRANSIT AND AIR ROUTE RESTRICTIONS IN THE PORT MORESBY AREA 5.1 The following procedures shall apply for aircraft requiring to transit the Port Moresby CTR during the period 02 to 20 November 2018. 5.1.1 Where possible, transiting flights shall be planned to avoid the NCD area due to increased traffic expected to operate in the vicinity of APEC2018 meeting venues in this area. 5.2 The following international air routes will be effected: 5.2.1 B333: Flight between FL245 and FL310 inclusive, will not be available within the section between the Port Moresby VOR and 285NM SE of the Port Moresby VOR. 5.3 The following domestic routes will be affected: 5.3.1 VFR Routes India and Sierra will not be available for use within 13 DME AYPY. Alternate routing via VFR Route Bravo or as otherwise cleared by ATC. 6. OTHER OPERATIONS 6.1 APEC2018 Security operations are not subject to the requirements of this AIP SUPP. 7. AIRSPACE RESERVATION EAST AND WEST 7.1 AIR-RES East and West will be activated by NOTAM for specific times during the period 02 to 20 November 2018. (See Appendix 5 AIR-RES East and West). Aircraft other than APEC 2018 Security Aircraft, require approval to operate within the AIR-RES from PNGASL / Airservices Australia. 7.2 The dimensions are as follows: AIR-RES EAST LATERAL LIMITS: S11 51' 52.12" E150 02' 07.15", S14 00' 00.00" E149 55' 00.00", S14 00' 00.00" E148 57' 20.00", S10 22' 25.47" E147 47' 59.49", S10 17' 35.00" E147 54' 15.00", S11 51' 52.12" E150 02' 07.15". EMERGENCY PROCEDURES 9.1 Pilots should review emergency procedures detailed in AIP, in particular loss of radio communication procedures. 10. PRE-FLIGHT BRIEFING AND SUBMISSION OF FLIGHT PLAN NOTIFICATION 10.1 There are no changes to the methods of obtaining pre-flight briefings and submitting flight plans. 11. INTERCEPTION PROCEDURES The following procedures and visual signals apply over the territory and territorial waters of Papua New Guinea in the event of interception of an aircraft. 1.1 Action by intercepted aircraft 1.1.1 An aircraft which is intercepted by another aircraft must immediately: a. follow the instructions given by the intercepting aircraft, interpreting and responding to visual signals in accordance with the tables in Sections 1.3 and 1.4; b. notify, if possible, the appropriate ATS unit; c. attempt to establish radio communication with the intercepting aircraft, or with the appropriate intercept control unit, by making a general call on the emergency VHF frequency 121.5MHz and repeating this call on the emergency UHF frequency 243.0MHz, if practicable, giving the identity and position of the aircraft and nature of the flight; d. if equipped with SSR transponder, select code 7700, unless otherwise instructed by the appropriate ATS unit; and e. if equipped with ADS-B select the appropriate emergency functionality, if available, unless otherwise instructed by the appropriate ATS unit. 1.2 Radio communications during interception 1.2.1 If radio contact is established during interception but communication in a common language is not possible, attempts must be made to convey instructions, acknowledgment of instructions and essential information by using the following phrases and pronunciations and transmitting each phrase twice. 1.2.2 The phrases shown in the table below should be used by the intercepting aircraft and transmitted twice in the circumstances described in para 1.2.1. 1.2.3 If any instructions received by radio from any sources conflict with those given by the intercepting aircraft by visual signals, the intercepted aircraft should request immediate clarification while continuing to comply with the visual instructions given by the intercepting aircraft. 1.2.4 If instructions received by radio from any sources conflict with those given by the intercepting aircraft by radio, the intercepted aircraft should request immediate clarification while continuing to comply with the radio instructions given by the intercepting aircraft. 1.2.5 The visual signals for use in the event of interception are detailed in Sections 1.3 and 1.4.
