Issues with M98 as Drafted SB 353-1 Fixes these Flaws Local control does not exist under this program, because grant recipients would be forced into inflexible, prescriptive mandates for use of the money, even if their students would especially benefit from one strand of the three required. The program was not created by education experts. [In the chart below, the 69 districts without local control in the proposed House revision are highlighted in yellow.] As drafted, M98 is an unfunded mandate that forces the grant program to compete with the State School Fund and programs for Oregon s most vulnerable children for scarce resources. M98 creates an expensive and inefficient bureaucracy masquerading as accountability. Many districts, especially small and rural, will not receive enough resources to do any of the strands adequately, and furthermore, will end up paying out more for program auditing than they will receive through the M98 grant. Eleven rural districts get no money at all denoted in red ink in chart. Without clarification that this program is voluntary, all school districts will be required to write grants for M98 funds, and therefore abandon volunteer efforts already underway in the three strand areas, including the successful CTE Revitalization Grant Program, which serves 85,000 students now.
