1.0 INTRODUCTION 1.1 Purpose The purpose of this Civil Aviation Directive is to define the criteria to assist in the determination and issuance of official credentials within Transport Canada Civil Aviation, in accordance with the Transport Canada Inspector/Officer Credentials, Badges and Stamps (formerly known as delegation of authority credentials card ) Policy. 1.2 Applicability This document is applicable to all Transport Canada Civil Aviation (TCCA) employees who occupy positions that carry a Ministerial Delegation of Authority. 1.3 Description of Changes Not Applicable. 2.0 REFERENCES AND REQUIREMENTS 2.1 Reference Documents It is intended that the following reference materials be used in conjunction with this document: (a) (b) Aeronautics Act; Transport Canada Inspector/Officer Credentials, Badges and Stamps Policy (RDIMS 1538705) (c) Protocol Official TC Inspector/Officer Credentials Badges and Stamps (RDIMS 2131014); (d) (e) (f) (g) Civil Aviation Directive (CAD) 7, Revision 4, September 8, 2006 Requisite Training to Obtain Ministerial Delegation of Authority; Civil Aviation Directive (CAD) 7A, original, April 1, 2002 Issuance and Monitoring of Official Credentials for Ministerial Delegation of Authority and, Civil Aviation Directive (CAD) 10, original, September 8, 2004 Requisite Training for Employees to Continue to Exercise Ministerial Delegation of Authority, International Traffic in Arms Regulations (ITAR) (CAD)(RDIMS 2580928) and associated (SI) (RDIMS 2582101). 2.2 Cancelled Documents Not applicable. 2.3 Definitions and Abbreviations (a) (b) (c) The following definitions and abbreviations are used in this document: Transport Canada (TC) Designation Identification (ID) Card and Certificate of Designation means a delegation of authority credential card. RAIC means Restricted Area Identity Card. Official TC Designation ID card and Certificate of Designation together means credentials.

3.0 BACKGROUND (1) As a federal regulator, Transport Canada (TC) provides to all its Inspectors an official designation ID card and, where required, a certificate of designation (together referred to as credentials ). (2) These credentials identify both the Inspector/Officer and the powers, duties and functions that the Inspector/Officer is authorized to exercise or perform. (3) Where required, TC designation ID cards will also have biometric capabilities to be compatible with airport access control systems (RAIC-compatible). (4) The Protocol for Official TC Inspector Credentials, Badges and Stamps (RDIMS 2131014) stipulates that the TC designation ID Card is the primary means of identification for all Transport Canada Inspectors. (5) The Inspector Badge is to be used only as a means of last resort. At all times, the Badge is to remain in the leather case that has been provided, with the flap covering the Badge. The Badge is to be shown only if required to do so. The Badge is not to be worn or displayed on any clothing of any type. (6) It is the responsibility of each functional authority within Safety and Security to determine and identify the Inspectors that require TC designation ID cards, RAIC-compatible TC designation ID cards, badges and stamps. (7) In accordance with Civil Aviation Directive 7A Issuance and Monitoring of Official credentials for Ministerial Delegation of Authority, it is Civil Aviation policy that: (a) An employee, in a position governed by a Delegation of Authority Schedule, will be issued an official designation ID card to demonstrate evidence of the authority associated with that position. (b) This is conditional on completing mandatory training as listed in CAD 7. Note: CAD 7, CAD 7A, CAD 10 and the Ministerial Delegation of Authority document will also be amended to reflect, where applicable, the elements of this CAD and also to reflect the TCCA organisational changes. 4.0 OFFICIAL CREDENTIALS The elements of the official credentials to be considered for all TC delegated officials: A TC Designation ID card; and A Certificate of Designation card Inspector stamp Biometric Restricted Area Identity Card (RAIC) - compatible TC designation ID card Inspector badge 5.0 CRITERIA FOR OFFICIAL CREDENTIALS 5.1 Criteria to Consider for the TC Designation ID Card and the Certificate of Designation Card(s) (1) A TC designation ID Card and a Certificate of Designation Card will be provided: (a) For all positions within Delegation Schedules that specify the following authorities pursuant to the Aeronautics Act: (i) Subsection 8.7(1) Subject to subsection 8.7(4) of the Aeronautics Act:

(b) (ii) (a) to enter any aircraft, aerodrome, facility relating to aeronautics or any premises used for the design, manufacture, distribution, maintenance or installation of aeronautical products for the purposes of making inspections or audits relating to the enforcement of Part I of that Act; Subsection 8.7(1.1) In carrying out an inspection or audit in any place referred to in paragraph (1)(a); and Where mandatory training is completed to receive the authorities set out in (i) and (ii) above or where applicable restrictions have been imposed by management. (2) The following table gives an indication of the impact of the criteria described above: Positions that will be issued a TC Designation ID card, a Certificate of Designation card and a badge: A1, A2, A3, A4, A5, A6 B1, B3, B4, B5, B6 C1, C2, C3, C4, C5, C6, C7, C8, C9, C10 D1, D2, D3, D4, D5 E1, E2, E3, E4, E5, E6, E7, E8, E9 F1, F2, F3, F4, F5 G1, G2, G3, G4, G5 H1, H2, H3, H4, H5, H6, H7, H8, H9, H10, H12, H13, H14, H15, H16, H18, H20, H21, H22, H23, H24 K1, K2, K3, K4, K5 (Please see Appendix A for position title reference) Positions that will not normally be issued a TC Designation ID card, a Certificate of Designation card, nor a badge: B2 C11 E10 G6 H11, H17, H19 (Please see Appendix A for position title reference) 5.2 Criteria for a stamp A stamp will be provided only for Civil Aviation Safety Inspector positions within the Delegation of Authority schedules as determined by the respective HQ Branch Directors. 5.3 Criteria for a biometric RAIC - compatible TC Designation ID card (1) A biometric RAIC-compatible TC designation ID card facilitates access to restricted areas at Class I and Class II airports will be provided only: (a) (b) For those positions within Delegation of Authority schedules that include the authorities of subsections 8.7(1) and 8.7(1.1) of the Aeronautics Act; Where mandatory training is completed to receive the authorities in (a) above or where applicable restrictions have been imposed by management;

(c) (d) (e) Where the authority is required to carry out core duties of an operational nature such as airside inspections, audits, assessments, validation or oversight duties as opposed to management/administration duties or upon approval of branch directors for operational requirements; and Where the person holds a Secret or Top Secret security clearance status; For any position that requires the exercise of powers, functions or duties giving rise to compliance with the International Traffic in Arms Regulations (ITARs). 5.4 Criteria for Inspector Badge (1) Only those inspectors that are holders of a TC Designation ID card will be issued a Badge. (2) The following table gives an indication of the impact of the above criteria for the issuance of a RAIC-compatible card.
