Fr the purpse f this alert, Emergency Vehicle is cnsidered t be a vehicle used t transprt injured wrkers t a medical facility r t meet a crrespnding ambulance. First and fremst the plicy f the prime cntractr must be reviewed, understd and met. Situatins and circumstances fr each jbsite are likely t vary and, because there may be special cnditins in the prime cntractr s plicy that are nt reflected in prvincial regulatins, it is very imprtant t ensure this plicy is adhered t. Anther imprtant requirement is the hazard r risk assessment f the jbsite, the utcme f which will identify hw many (if any) emergency vehicles are needed at a site, what medical supplies may be needed, etc. Emplyers and cmpanies are required t be familiar with all aspects f prvincial legislatin that pertains t the services they are prviding. When prviding first aid n/at the wrksite r in the event an injured wrker needs t be transprted the fllwing legislatin shuld be taken int cnsideratin: OHS Act, OHS Cde The OHS Cde requires emplyers t prvide first aid services, supplies, and equipment and ensure that transprtatin is in place t take an injured/ill wrker t the nearest health care facility (hspital). The emplyer has the ptin f using a licensed municipal ambulance r anther means f transprtatin, ften referred t as an emergency cnveyance vehicle. The OHS Cde specifies that the transprtatin vehicle must: be suitable cnsidering the distance t be travelled and injuries f the wrker; prvide Prtectin frm the weather; have a cmmunicatin system; and have rm fr a stretcher and an accmpanying persn. The specific requirements are fund in the OHS Cde, Part 11, Sectin 180. Ambulance Services Act Alberta Health and Wellness, under the Ambulance Services Act nly licenses municipal ambulances that prvide ambulance services t the public. The vehicle used t transprt injured wrkers frm the wrk site is nt cnsidered an ambulance. Traffic Safety Act Any vehicle perated n Alberta radways must cmply with the requirements f the Traffic Safety Act. Any vehicle used t transprt an injured wrker must cmply with the Traffic Safety Act and regulatins. Tw regulatins that prvide further requirements are the Vehicle Equipment Regulatin and Use f Highway and Rules f the Rad Regulatin. The Use f Highway and Rules f the Rad Regulatin sets ut the standards regarding where a passenger may ride in a mtr vehicle. Sme wrk sites may use a camper-style structure munted in the bx f a pickup truck. This Regulatin prhibits a persn frm riding anywhere but in the passenger r driver s cabin r the cab f the vehicle. Emplyers shuld be aware f this and the cmpletin f a thrugh hazard assessment will help cmpanies be in cmpliance with this Regulatin. Medical Supplies: Accrding t AB OHS, Seismic and Oil & Gas Operatins are cnsidered a high risk hazard and are thus subject t Schedule 2, Table 7 f the First Aid requirements. In Table 7 reference is made t Type P, 1, 2 and 3 first aid kits and a first aid rm. The cntents f these can be fund n the AB OHS website, but are als listed belw fr quick reference. Depending n hw clse the jbsite is (surface travel time t a hspital r medical facility) and hw many wrkers are n the jbsite, cmpanies may als need t prvide: 3 blankets, a stretcher and splints.
