1. Purpose of Public Consultation PUBLIC HEARING Public consultation is an integral part of project requiring prior EC. Public consultation is the process by which the concerns of local affected persons and others who have reasonable stake in the environmental impacts of the project or activity are ascertained. The projects that comes in the Category A or B1, activities shall undertake Public Consultation as per the provisions of EIA notification 14 Sep. 2006. The application was submitted to Haryana State Pollution Control Board by the PP alongwith the EIA report, executive summary in Hindi, and English for its wide circulation. Notice for Public Hearing as shown below was published in the Local and National News Papers for the for the information of General Public, stake holders, residents, villagers, panchayats, Industrial unit owners, educational institutions, NGO s, etc.
2. Proceedings and response given by the Project proponent/ Consultant The Public Hearing was held at proposed site IMT of HSIIDC, Manesar, District Gurgaon, Haryana on 10.09.2015 at 11.30 A.M. The following officers were present: Sh.Vinay Partap Singh, IAS, Additional Deputy Commissioner, Gurgaon Sh.Sanjeev Kumar, Regional Officer, HSPCB, Gurgaon (South) Sh. Dinesh Yadav, AEE, HSPCB, Gurgaon (South) Sh. O.P. Goyal, DGM (IA), HSIIDC, IMT Manesar Sh.Rampal, Senior Manager (IA), HSIIDC, IMT Manesar Sh.A K Dalal, Manager (IA), HSIIDC, IMT Manesar Copies of the draft EIA/presentation in Hindi of the proposed project were distributed to the officials and other present in the hearing. At the onset of the public hearing, Sh.Sanjeev Kumar, Regional Officer, HSPCB welcomed Sh.Vinay Partap Singh, Additional Deputy Commissioner, Gurgaon and other officers and general public in the public hearing. He briefed about the process of public hearing for the project of HSIIDC, Manesar for Transport Hub in District Gurgaon. Then he requested project proponent to explain in detail about the project. Environmental consultant of the project proponent, Shriram Institute for Industrial Research, explained in detail about the project by way of presentation and explained the contents of the environment management plan for the project and impact of the project on environment along with control measures/ steps. After the presentation, Regional Officer, HSPCB, Gurgaon (South) invited the objections/ suggestions/ issues to seek information or clarification on the project by the public. Issues/ objections/ suggestions raised and information/ clarification sought on the project, environment related issues by the participants and reply given by the representatives and Environmental Consultants of the Project Proponent are given as:
Question raised by Public Response of Project Proponent/ EIA Consultant (Reference EIA/EMP Report) 1. Mr.Parlahad, Village Bas Khusla: What is the proposal for disposal of rain water and providing rain water harvesting, source of supply water and disposal of solid waste? Provision of Storm Water drainage system and Rain Water harvesting has been provided in the EIA Report Solid Waste is to be collected at dumping points in Sec. 1 & Sec. 6, IMT Manesar and Canal water shall be supplied in the area 2. Mr.Rajinder, Village Dhana: Disposal of Solid waste, provision of community centre, dispensary, girls school, transportation, residential plots and employment of local? PP replied that the solid waste dumping points in Sce. 1 & 6, IMT Manesar and is further disposed off into Bandhwari Treatment Plant. Representation for provision of community center, dispensary, Girls School and transportation was submitted to the Government and HSIIDC has already executed the works. Under R&R scheme for residential plots has brought into the notice of Estate Manager HSIIDC. Provision of employment to the Haryana Domicile holders. 3. Mr.Ramesh, Village Kasn : Link road from Kasn to Prem Nagar Dhani (Kasan) can be constructed by HSIIDC or not? PP replied that survey will be done and if that is Revenue road then road will be constructed by HSIIDC under village development scheme of Govt. on request of Gram Panchyat through a resolution. 4. Mr. Karambir and Mr. Raj Singh R/o Village Dhana asked about the release of land on which houses constructed on land in Sector -8, IMT Manesar? 5. Mr. Sanjeev Kumar, RO HSPCB, Gurgaon asked how much area has been proposed for green belt in transport hub area? 6. Mr. Vinay Pratap Singh, IAS, Addl. Deputy Commissioner, Gurgaon asked, what arrangement will be made for disposal of rain water? PP replied that though the matter is not related to transport hub, however, the above ex-land owner had filed a CWP in Hon ble High Court of Punjab & Haryana and the court has given directions to them to represent their matter to the competent authority and the authority has to decide the issue within further four months. EIA consultant replied that about 34 % area of Transport hub has been proposed for green belt which is shown in the layout plan. EIA consultant replied that the storm water drainage system shall be laid in the transport hub area for disposal of rain water.
7. Mr. Sanjeev Kumar, RO HSPCB, Gurgaon asked what is the plan of treatment of sewerage effluent generated by industrial and residential houses? 8. Mr. Vinay Pratap Singh, IAS, Addl. Deputy Commissioner, Gurgaon asked, what arrangement will be made for disposal of hazardous waste generated at CETP, IMT Manesar? 9. Mr. Denesh Yadav, AEE, HSPCB, Gurgaon asked what arrangement will be made for disposal of solid waste? EIA consultant replied that the common effluent treatment plant (CETP) will be set up for treating the both industrial and domestic effluent. A 15 MLD CETP already exist in the IMT Manesar which will be up-graded to 30 MLD and construction of a new CETP of 25 MLD capacity is in progress. The discharge of effluent of transport hub will also be accommodated in these CETP s. PP replied that the contract has already been made with Gujrat Enviro Protection & Infrastructure Haryana Ltd. Gurgaon for disposal of Hazardous waste generated at CETP of IMT Maesar. PP replied that the solid waste is to be collected at dumping points in Sector 1 and Sector 6 of IMT Manesar and is to be disposed off further in to Badhwari Treatment Plant of Municipal Corporation, Gurgaon Sh. Sanjeev Kumar, Regional Officer, HSPCB, Gurgaon further asked the general public that they have raised many questions and appealed them to ask more questions if any before clouser of the hearing. Thereafter, Sh. Sanjeev Kumar, Regional Officer, HSPCB, Gurgaon with the permission of Additional Deputy Commissioner, Gurgaon, Regional Officer, HSPCB, Gurgaon declared the Public Hearing to be concluded & ended with a vote of thanks.
