ESTATES & COMMUNITY COMMITTEE: Meeting held 27 th January 2015 EC.133 - TO CONSIDER CHRISTMAS 2015 RESOLVED: Purchase 70 x 5ft artificial Christmas trees and 70 x 10m outdoor multi coloured lights at a total cost of 4,240.00 plus VAT and delivery. Funds are to be taken from the New & Replacement savings account. EC.136 - TO CONSIDER THE COUNCILS SAVINGS ACCOUNTS RESOLVED: All New Homes Bonus monies to be earmarked for the purchase of any future land members may wish to consider purchasing. RESOLVED: Oakfield Park balance to be earmarked for work to be carried out to the Cemetery Peace Meadow area. b) To Consider the Contents of the February 2015 Edition of the Blaby Topic. All members have been issued with a proposed copy of the February edition of the Blaby Topic. Members thought information about the renovations and the new rooms soon to be available at the Civic Centre should be advertised. A mention of the Neighbourhood Plan and forthcoming elections also needs to be added to this edition along with a reminder about the councillor vacancies. AGREED: The amended draft of the Blaby Topic is to be approved by members at the next Estates & Community committee meeting. c) To Consider the Contents of the Blaby Guide AGREED: This item is to be added to the next Estates & Community committee agenda for approval. d) To Report Update of the Civic Centre To Report the Schedule of Works Work began on Monday, 26th January 2015 and is due to be completed by week commencing Monday, 20th April 2015. Additional Storage Due to the lift being installed current stored items from this area need to be re-located. RESOLVED: Alter the area where the bookcase is in reception area and add a locking door which can be used for additional storage. New Equipment A washing machine and dishwasher is required for the downstairs kitchen. RESOLVED: Purchase and install a washing machine and dishwasher for the downstairs kitchen. Consider Appointing a CDM Co-ordinator A CDM Co-ordinator is required for phase two, a quotation has been received from the original company for a total fee of 1,100.00 + VAT. RESOLVED: Accept the quotation of 1,100 + VAT to complete the duties of a CDM Co-ordinator as required under The Construction (Design & Management Regulations 2007). Consider Naming the 5 New Meeting Rooms Members considered names for the 5 new meeting rooms. The suggestions are:- Acorn Room (Large meeting room) Other rooms to be named after Owls. RESOLVED: The large meeeting room is to be called the Acorn Room and the smaller rooms are to be known as Tawny, Grey, Hawk & Snowy. e) Churches Together in Blaby - To Consider 2015 Remembrance Sunday All members have been issued with correspondence from Churches Together in Blaby requesting support and funding towards this year s Remembrance Day service. FOR INFORMATION a) Parishioners Time: For Information Only Matters will be forwarded to the relevant committee. i) Lollipop Lady Grove Road The lollipop lady from Grove Road has been relocated to Lutterworth Road near Heybrook Avenue but doesn t have any safety signs to operate in this area. AGREED: Request signs are provided from Leicestershire County Council. ii) Street light Lutterworth Road, near Dog & Gun Public House There is no street lighting in this area near the Lions Rugby Club. AGREED: Report this matter to Leicestershire County Council. iii) Lorries on the Lions Rugby Club site The developers are not being considerate to nearby residents as their lorries are leaving a lot of mess on the road and there is a lot of noise coming from the site. RESOLVED: Cheques are to be signed at the end of the Council session by Mrs M Broomhead & Mrs S Coe. c) Reports of Representatives. i) Mr & Mrs Statham attended the Neighbourhood Plan Conference in London on Thursday, 5 th February 2015 and reported it was a very good event. ii) Members are concerned about Blaby District Councils decision not to allow parishioners to view letters regarding planning applications online as they should be open and transparent. The Parish Council is waiting for a response to the letter sent to the Chief Executive of Blaby District Council regarding this matter. Members have requested a meeting with Mr Matt McConville, Case officer for the Gladmans development for an update on this application, prior to it being discussed at Blaby District Councils development control committee meeting in March. The footpath remains impassable due to flooding when it rains and is not a parking issue. Elections 2015 Webpage d) Blaby District Council Local Elections 2015 - Candidate & Agents Briefing. A briefing session will take place in the Brooks Room at the District Council offices on Tuesday, 17th March 2015 commencing at 6pm. Anyone considering standing as a candidate at the local elections (and their agents) are welcome to attend. The session will cover an overview of the election processes and local arrangements. f) Galliford Try Communications - Proposed Base Station Upgrade at Vipers RFC. An enquiry has been made about the possible effect this upgrade may have on nearby schools and what the visual impact would be if the structure is altered. The Consumer Surveyor has confirmed there will be no visual impact at all and the upgrade will have no effect on nearby schools. The upgrade involves antenna swaps on the existing tower, and modifications within the cabin. 592 9.
