C18/01 Apologies for Absence Apologies were received from Cllrs McCarthy, Simpson and Thomas, and also from Borough Cllr A Fox. C18/02 Declarations of Members Interests and Dispensation Applications There were no declarations of interest or applications for dispensation. C18/03 Community Police A written report from the Police was noted. C18/04 Public Participation Three members of the public spoke of their frustration at HPBC s apparent unwillingness to help resolve the parking and access issues affecting Furness Vale Social Club, especially in light of a S52 agreement created by HPBC in 1979. Another member of the public spoke about the formation of a Whaley Bridge Traders Association. C18/05 Updates from County and Borough Councillors on matters of concern to the Town Council County Cllr A Fox (i) supported the Furness Vale concerns noted in minute C18/04, (ii) noted that County Cllr Lewis may be able to provide some funding toward the Mechanics Institute upgrade, (iii) stressed that DCC s current Libraries review will not result in any library closures and (iv) mentioned outstanding drainage issues around the Shallcross incline. Borough Cllr Pritchard noted (i) that he had attended HPBC s Development Control Committee and Audit & Regulatory Committee and (ii) forthcoming changes to the management of sheltered blocks, such as Cromford Court. C18/06 Minutes of previous meeting RESOLVED: That the Minutes of the last meeting of Whaley Bridge Town Council held on Thursday 15 March 2018 are a true and correct record of the meeting and the Chair was authorised to sign them. C18/07 Clerk s Report RESOLVED: To note the Clerk s Report RESOLVED: That HPBC s offer of a grant towards a WW1 beacon event be taken up, in liaison with Whaley Bridge Band. RESOLVED: That the Clerk will arrange to move the staff s regular pay date (currently 15 th of the month) forward to a more suitable date. 1

C18/08 Annual Town Meeting RESOLVED: That the Annual Town Meeting be held at 8pm on Friday 27 April in the Mechanics Institute. C18/09 General Data Protection Regulation (GDPR) It was noted that an acceptable method of creating a Data Protection Officer for Town & Parish Councils was still under discussion at national level. RESOLVED: That the Town Clerk will review the Council s existing records to achieve compliance with GDPR, applying his judgement as to any which might instead be securely destroyed. C18/13 Refurbishment of the Mechanics Institute RESOLVED: That the Clerk will arrange a meeting of Cllrs Gimour, Dean, Swift, Taylor and Thomas to review the architects proposals and recommend a way forward. C18/14 Grit Bins RESOLVED: That the Clerk will write a paper detailing current arrangements, for review at the next meeting. C18/15 Potential new car parks RESOLVED: That, in view of the land behind the White Hart having no registered owner, the Clerk will explore with the Land Registry the possibility of the Town Council claiming title. RESOLVED: To discuss with HPBC possibilities re developing the Wharf Rd site. RESOLVED: To explore the possibilities of another site at Horwich End. 3

RESOLVED: That the Council supports the concerns of Furness Vale residents, and notes that prima facie the Furness Vale Social Club is experiencing material financial loss as a result of the installation of the fencing which both blocks off the car park and restricts access to the club which has been used by the community for many years. It was further resolved that, although Town Councillors for the relevant wards and the three Borough Councillors for Whaley Bridge are already actively engaged with this issue, the Town Council will write to HPBC, urging it to review its possibilities for taking action. RESOLVED: To arrange for replacement panels for the bus shelters at Hollins La and opposite the Soldier Dick. 4

As housing, it represents overdevelopment. With 20 bedrooms in total, 10 parking spaces are wholly inadequate, leading to unmanageable overspill parking problems.
