1 Burbage Parish Council Minutes of a meeting of Burbage Parish Council held on Monday 15 th October 2018 at 7.45pm in Burbage Church Centre 18/23 Attendance Cllrs. Steve Colling (Chairman), Lee Giddings, Glenda Pearce, Gill Terry, John Thornton, Andrew Wheeler and Chris Wheeler were present, plus Joyce Turner (Clerk) Members of the public: 1 Cllr Stuart Wheeler of Wiltshire Council reported that the decision had been taken to close the Everleigh Recycling Centre, in spite of strong opposition. Wiltshire Council are looking for someone to take over Oxenwood, and continue to run it. There is concern about the potential closure of Rowdeford school, but Cllr Wheeler reported that no firm proposal has been put forward so far. He is waiting to see what is suggested. Boundary changes it is looking likely that Cllr Wheeler s area will increase when the boundary changes come into effect. It is probable that Froxfield and two other villages will be moved across. A Police report was sent by . There were two burglaries in Burbage during September. Cigarettes and tobacco were stolen from one location; and oil was syphoned from a tank in the second. Someone also put fuel in their car at the garage, and drove off without paying. Cllr Pearce gave an update on the Village Hall. They are looking for funding for the improvements that they wish to make, and are now in touch with the Community Engagement Manager, who may be able to help. Cllr Pearce gave an update on Speedwatch. A 2 hour patrol has recently taken place, during which 210 vehicles drove along the High Street. One of those was travelling far enough over the speed limit for it to be necessary to report it to the police. Cllr Pearce reported that the Speedwatch team was subjected to some abuse during the patrol. A member of the public attended the meeting to ask if the missing waste bin at East Sands could be replaced, as residents are suffering considerable inconvenience and mess from people leaving rubbish and dog waste bags where the bin used to be. He was informed that the matter was on the agenda, to be discussed later in the meeting, but that the intention was to obtain a replacement bin. Wiltshire Council had already been asked to provide one, but no longer do that. 685 To receive and accept apologies for absence: Cllr Fellows 686 To receive Declarations of Interest and requests for dispensation: Cllr Colling, Cllr Chris Wheeler, and Cllr Andrew Wheeler declared a non-pecuniary interest in planning application 18/08553/FUL, relating to Wycombe House. 687 The previously circulated Minutes of Meeting held on Monday 10 th September 2018 were accepted as a true record and signed by the Chairman. 688 Cllr Colling gave an update from the Community Transport Group:- i) The proposed 20mph speed limit in parts of Burbage has been estimated to cost between 12,000 and 15,000 including legal fees. Burbage Parish Council has offered to fund 10,000 of that cost. The request has been placed in the top 5 for CATG to action. ii) The area of Savernake Road around The Warren had a metro count done last week, and the results are awaited. iii) The issues with the junction of Eastcourt Road and the A338 are being looked at, and a metro count may also be done there. iv) The request for a pavement improvement between the Old Bakery and Manor Farm has been reviewed. The lamp there is also leaning over, and needs to be fixed. A quote has been requested for the work. 689 Cllr Colling gave an update from the Pewsey Area Board meeting. The discussion at the meeting was mainly around the proposed Everleigh Recycling Centre closure. 690 Correspondence received since the last meeting, not covered by Committees: i) A request was received from Leeann Stevenson for the Parish Council to support the parents attempts to stop the proposed closure of Rowdeford school. The Clerk was asked to reply to Mrs Stevenson that the Parish Council do not agree with the closure, but need more details of the full proposal before taking any action. 2 18/24 ii) Wiltshire Council is running a series of Focusing on the Future meetings, focusing on how the council is changing to deliver the services that local tax payers expect and need. Cllr Pearce volunteered to attend the session taking place in Devizes on 26 th November. Action Cllr Pearce 691 Neighbourhood Planning Steering Group: b) Receive report on matters outstanding from the previous minutes: The Clerk reported that the law governing the actions of Parish Councils does not allow their funds to be spent on gifts to individual volunteers. The Chairman volunteered to write Mr Cook a thank you letter for all his hard work in getting the Neighbourhood Development Plan written and approved. The other two visits to be arranged by Cllr Fellows. Delegated authority was given to make the decisions. Proposed Cllr Pearce, seconded Cllr Colling, approved unanimously. 693 Village Open Spaces Committee: AW a) Correspondence: i) Several s have been received expressing concern about the safety of the silver maple trees in the recreation ground. There are some damaged branches, and one tree is leaning. Cllr Andrew Wheeler was asked to refer the matter to the Parish Steward. Action Cllr Andrew Wheeler ii) An was received from Wiltshire Council, stating their intention to remove a hedge in Sadlers Way that is interfering with visibility on a bend, and asking if the Parish Council had any objections. The Parish Council agreed that there was no objection, and the Clerk was asked to pass that decision back to Wiltshire Council. Action Clerk iii) A further from Mrs Christina Stewart, giving an update on the issues at the junction of Eastcourt Road and the A338, was discussed. It was felt that many of the problems arise from the junction s shape, because the addition of the grass triangle a few years ago changed the angle of approach from Eastcourt Road, which has made it difficult for drivers turning on the A338 to see oncoming traffic easily. 3 18/25 much safer, and this will be raised with Wiltshire Council. Mrs Stewart also requested that the bushes and trees surrounding the junction should be trimmed back. The Parish Council thought that the hedge belonged to the house. The Clerk was asked to contact Mrs Stewart to ask who had planted it. Action Clerk iv) An was received from Mr Mark Bates expressing concern about the traffic volume and speed in the High Street, and about some parking issues. Mr Bates s car had been hit by a tall vehicle, and damaged whilst parked. It was agreed that the damage to the car was a police matter. The Parish Council has already requested the person responsible for the tractors driving along the High Street to take some action to reduce their speed and, if possible, their frequency. v) Mrs Truman responded to a request to remove the dead ash tree from the boundary of Wycombe House, and explained the history. The Clerk was asked to thank Mrs Truman for her response, and to state that the Parish Council are concerned for the safety of passers-by. However, now that it has been brought to the owners attention, it is their responsibility to take suitable action. Action Clerk b) Receive report of Actions outstanding from previous minutes: Open Spaces Who When Updates 1. CCTV cameras Cllr Pearce to collect all the information from Mrs Liz Rowland. Cllr Colling to use his March article in the Burbage News to ask for a volunteer to take this project over. 2. Parish Steward 5 main tasks for the Parish Steward are:- 1. Removal of tree in layby at 2. The Wolfhall junction issues 3. Repair surface of entrance to telephone exchange 4. Hedge by Seymour Court needs trimming 5. Hedge by school needs trimming 3. Request from Mr Philip Marsh for bus shelters in Burbage for travellers heading southbound, particularly by Seymour Pond. Persimmon Homes were asked to build a shelter, but have declined. They suggested applying to their charity for the funding. The Clerk was asked to check with Wiltshire Council if a bus shelter would be permitted at that location 4. New litter bin for playground - Proposal to order 2 further bins, up to a cost of 100 each. Proposed Cllr Andrew Wheeler, seconded Cllr Pearce, approved unanimously. The Clerk was asked to place the order. 5. Repairs needed in the playground the basketball back plates need replacing. AW Oct Will be reviewed after the Neighbourhood Plan Referendum 1. Complete 2. LG/Clerk Feb The Clerk was asked to place the order for the new plates. Action Clerk Cllr Giddings to send Clerk website link. Action Cllr Giddings The playground large gates need combination locks installing, to prevent the gates being left open. CW Jul Cllr Chris Wheeler was authorised to purchase two locks. 4 Open Spaces Who When Updates 6. Update on Martingale Road and Seawards correspondence - Cllr Chris Wheeler has tried to speak to the replacement contact again, and has chased for a response. 7. Re-siting the defibrillator at the Three Horseshoes. Suggestion to move it to the Cricket Club. CW Asap 18/26 Clerk has sent Cllr Colling the contact details for the Cricket Club SC Jul 8. Damaged footpath signs to be replaced. SC Oct Cllr Colling is in the process of checking which signs need to be replaced. 9. Village sweep SC & Clerk Oct The Clerk wrote to Ringway to ask for a quote for the work, but has not received a response. Cllr Chris Wheeler has supplied the Clerk with more contact names. 10. Tractors speeding in village, and mud on roads 11. Suggestion to put bike rack by bus stop next to the Three Horseshoes Clerk Oct The Clerk has written to Mr Peter Blanchard. No response has been received. Clerk Oct The Clerk has asked CATG for advice. No response has been received. c) The condition of the roundabout in the playground was discussed. It was agreed that it needed to be replaced with a new one. Cllr Chris Wheeler has obtained two quotes, and was asked to obtain a third. The item was carried over to the November Parish Council meeting. Action Cllr Chris Wheeler d) The proposal to replace the broken fence in the playground was discussed, and a proposal to obtain quotes for the work was agreed. Proposed Cllr Pearce, seconded Cllr Colling, approved unanimously. The Clerk was requested to obtain the quotes. Action Clerk e) The proposal to buy a new rubbish bin to replace the missing one at East Sands was discussed. It was agreed that a bin should be purchased, to a maximum value of VAT. Proposed Cllr Colling, seconded Cllr Pearce, approved unanimously. Cllr Chris Wheeler volunteered to source the bin, and install it. Action Cllr Chris Wheeler f) The proposal to issue a contract to empty the new rubbish bins was discussed, at a cost of 2.50 per bin per visit. Proposed Cllr Colling, seconded Cllr Pearce, approved unanimously. The Clerk was asked to arrange the contract. Cllr Pearce volunteered to meet the representative from the company to show him where the bins are located. Action Clerk and Cllr Pearce g) The Clerk reported that an order of 10 25kg bags of road salt had been placed with Wiltshire Council for the coming winter. She was asked to increase the order to 40 bags, if possible. Cllr Chris Wheeler and Cllr Andrew Wheeler volunteered to arrange to collect the salt from the pickup point in Marlborough, and to arrange storage. Action Clerk & Cllrs Chris Wheeler and Andrew Wheeler. The Clerk also placed an order for the grit bins to be refilled by Wiltshire Council. The locations of the bins was provided to the Clerk, and it was noted that all of them are currently empty. Also, the one in Taskers Lane and the one at Stibb Green are damaged, and need replacing. The Clerk was asked to pass all this information on to Wiltshire Council. Action Clerk h) The discussion about tidying up Seymour Pond was held over to the November Parish Council meeting. i) The playground inspection rota for the next month was noted. Cllr Pearce volunteered to cover Cllr Colling s inspection on the 10 th November. 694 Finance & Policy Committee: GP b) Receive report of Actions outstanding from previous minutes: None c) The purchase of replacement kit for defibrillator 4, following water damage, was approved. The Clerk was asked to place the order with the Community Heartbeat Trust. Action Clerk d) The draft budget for 2019/2020 was discussed in detail. The Clerk was asked to make the changes, and to publish the amended version ready for discussion and final agreement at the November Parish Council meeting.
