Apologies: Freda Jesudason, Travel Plan Coordinator, WestTrans 1.2 The proposed Trinity Estates parking contractor is OPC whose website is and an updated contact list is attached to these Notes. 2 CONSULTATION 2.1 IB presented the initial results of the parking consultation which was conducted in March 2010 (presentation slides attached to these notes). Five meetings were attended by a total of 36 residents. A survey was distributed to all households, with 89 responses received, mainly from car users. A full report of the consultation and survey will be distributed shortly. 2.2 Steve A was surprised consultees did not raise road safety concerns about parking on pavements. The Council has a responsibility to ensure pavements are protected for pedestrian use. JW said the current parking arrangements act as traffic calming, reducing speeds through the estate; will traffic speeds increase once the scheme is in place? 2 Taylor Wimpey plc Richard Armitage Transport Consultancy Ltd. 3 THE NEW MEDICAL CENTRE 3.1 MP estimated staff will be based at the medical centre, including 3 GP practices. If any are community-based staff, they are likely to want to use a car for work. The centre will be open from 8am to 8pm. 3.2 At the side of the medical centre, there will be a barrier entry car park, with 6 standard bays for centre staff (mainly GPs), 1 Blue Badge space, and 1 space for an ambulance/minibus. Opposite the centre, there will be 12 spaces, 2 of which will be Blue Badge, for patients. In the service yard to the rear of the centre, there will be room for 1 service vehicle to park, and 5 cycle stands for staff (ʻsheffieldʼ style hoops). Finally, it should be noted that the indented corner of Taywood Road, located opposite the centre and to the east of the 12 on-street parking spaces, is designated as drop-off parking for taxis and people waiting to collect a patient, and as a vehicle turnaround facility for service vehicles using the rear service yard. The Framework Travel Plan for the centre, published in December 2007, states that the maximum predicted parking demand from staff and patients will be 19 spaces. 3.3 MP reported that Ealing PCT has a parking policy. 3.4 AM advised target hardening of these spaces through clear signage on the bays that they are reserved for patients only. 3.5 DS noted that there may be potential for medical centre staff to use PCHA spaces in the Saltley House undercroft but these spaces would be prioritised for PCHA residents, including Apprentice Gardens residents who may require permits for the undercroft once the scheme is in place. DS is trying to get the play area on Apprentice Gardens renovated - some residents thought the area could be altered to create more parking spaces. ACTION: MP to find out how the medical centre will allocate and manage parking. ACTION: DS to liaise with MP and Sayeed A regarding parking in the undercroft and along Taywood Road. 4 E6 BUS DIVERSION 4.1 IB/RA noted that residents were unaware about the proposed diversion of the E6. Because the matter was determined as part of the Section 106 agreement, the decision was taken before any residents lived at the Village, so they have never been asked about it. There was strong opposition to the diversion in consultation meetings. LC noted the diversion will happen in 3-4 years as it is linked to the Phase 12 development. 4.2 Transport for Londonʼs Head of Network Development, John Barry, has informed RATC that Any proposals for changes to our services would be subject to our usual processes including consultation, route-testing, etc. RA has replied asking for route-testing to take place prior to the formal consultation about the parking restrictions. 4.3 MP noted that Ealing PCT is positive about the bus diversion as it will help patients with limited mobility to access the health centre. 3 Taylor Wimpey plc Richard Armitage Transport Consultancy Ltd. 4.4 OJ noted some residents perceive GUV to be a village where children can safely play and were concerned that a bus coming through conflicts with this. 4.5 John B noted there needs to be more promotion of alternative transport options to GUV residents. Consultees had complained of slow and overcrowded bus services, and a long journey to Greenford Tube at peak. Julian B noted that the new signal controls in Greenford may help reduce bus journey times to Greenford. OJ noted that the change of bus driver at Greenford Broadway can cause significant delay to the E6. 5 PRIVATE ROADS AND UNDERCROFTS 5.1 Sayeed A is keen for permits to be issued to ASRA residents in Avon and Bridgewater Houses as soon as possible. He suggested 1 permit per household. The permits will be administered by Trinity Estates/OPC. Permits will be coloured according to each parking area. 5.2 DS requires more information on how the scheme will work: will permits be issued annually, how will the enforcement work and how will it be paid for? DS and SA wish to be involved in the negotiations with OPC. They would prefer a higher charge for permits rather than the cost of the PMS being put on top of the Trinity service charge. This would also mean that non-car owners are not paying for the scheme through their service charge. 5.3 Blue Badge parking spaces will be provided on demand. RATC will firm up the proposals for how these spaces will be created and managed. ACTION: Trinity Estates to progress discussions with OPC and agree a contract, with PCHA and ASRA involved as required. 6 PUBLIC ROADS 6.1 LC and SA confirmed that Ealing and Hillingdon will enforce parking regulations by ticketing, not clamping. The timescale for the adoption of the roads by Ealing Council is between 1 and 2 years. 7 ABANDONED VEHICLES 7.1 JW is reporting abandoned vehicles to the DVLA but this is proving timeconsuming. SA advised that this could be done quicker over the phone - in his experience, vehicles can be removed within 2 weeks of reporting. 7.2 Trinity have no powers to remove abandoned vehicles. JW expects many of the abandoned vehicles to vanish once the parking scheme is in place. 7.3 AD noted that her Police colleagues were unclear of their powers to enforce traffic regulations on private and unadopted roads. SA confirmed that the roads are still public highway, even if they remain unadopted, so Police have full powers. Also: OPC may have a streamlined DVLA system in place. ACTION: LC will send AD guidance notes. 8 TIMETABLE FOR INTRODUCTION OF PERMITS 8.1 JW is producing a list of properties who have a right to park in the undercroft contained within the lease. 4 Taylor Wimpey plc Richard Armitage Transport Consultancy Ltd. 8.2 Painting and lighting Improvements to the undercroft will be completed by the end of June. Following the comments in favour of CCTV received during the consultation, JW proposed we should test whether lighting, painting, permits, plus OPC patrols, make a difference to confidence levels, before we install CCTV. A key issue here would be the cost and effectiveness of CCTV. 8.3 JW suggested a phased approach to permitting the private roads and car parks starting with: Aylesbury and Regent car parks Founders Close Fairclough Close Brazier Crescent Arcon Drive Brecon/Harborough car park Avon Bridgewater car park (Asra) 8.4 Waxlow Way would be a good undercroft to start with - it is seldom full. 8.5 Steve A confirmed that the Councils would be reluctant to introduce a controlled residential parking scheme for the adopted roads. ACTION: JW to discuss the OPC remit with Steve A and LC ACTION: Sayeed A will consult ASRA residents about permit scheme. 9 PARKING RESTRICTIONS ON ADOPTED ROADS 9.1 LC and Steve A are happy to review the yellow lining proposals in response to the parking consultation and will consider pavement parking. However, the initial drawing-up of the proposals did fully consider the need to maintain as much parking as possible and there is little room for leeway, taking into account the need to maintain footway width and access for emergency vehicles. 9.2 A particular issue is the possible need to remove the footway by the oval green area at the centre of Ballinger Way to create more parking. The garages provided for houses on Ballinger Way are too small to fit a car. 9.3 AB has not yet considered the proposals for cycle parking prepared following RATCʼs cycle storage and security audit, but will look at it as soon as possible. 9.4 JW confirmed that British Waterways has 4 spaces allocated for boat owners in the Hertford undercroft with an additional 2 spaces allocated to the BW office. There are 23 boat owners. LC noted this is the usual ratio of parking spaces to boats. Many boat owners use bicycles. 9.5 The formal parking scheme consultation by Ealing and Hillingdon can start at any time but a proper enforcement regime for private roads and undercrofts must come first. Due to the forthcoming elections, no decisions will be made until June. Steve A and LC need formal approval by the relevant cabinet member to proceed with consultation. 5 Taylor Wimpey plc Richard Armitage Transport Consultancy Ltd. 10 VEHICLE WEIGHT PARKING RESTRICTIONS 10.1 The lease states that residents must not to use their parking space for any purpose other than for the purpose of parking a private motor vehicle not exceeding three tonnes in gross laden weight or motor cycle thereon and not to park or allow to be parked any motor vehicle wheeled vehicle or other form of transport on any other part of the Estate On an adopted public highway, the limit is higher, at 5 tonnes, and the maximum width is 2.6 metres OJ noted that some images to illustrate this would be helpful for residents. RATC to prepare and circulate for comment. 11 GUV RESIDENTIAL TRAVEL PLAN 11.1 John B noted that there is a need to maintain the momentum of the travel plan to promote alternative travel modes. RA agreed but is seeking to get the parking scheme and cycle security improvements in place before making the next push. The pedestrian and cycling bridge over the canal is also awaited There are ongoing travel plan activities such as a recent Doctor Bike session held in the community centre on and which was attended by about a dozen residents, and was organised by the Community Development Trust. ACTION: RA/IB to meet John B and Freda Jesudason to discuss how best to take the residential travel plan forward. 12 POLICE STATION 12.1 AD noted that the Police office will become a Police station open to the public in the future which may generate additional traffic. 13 NEXT STEPS 13.1 RATC will: Circulate these meeting notes. Produce the consultation and travel survey report, and a statement of the principles of the Grand Union Vision, and the aims of the parking scheme, to issue alongside the report. Organise the survey prize draw. Prepare a chart showing an achievable timetable for the introduction of the different elements of the parking scheme.
