The next TISPOL Bulletin will coincide with the opening of bookings for the 2015 TISPOL Bulletin 26 May 2015 A WARM welcome to this latest Bulletin from TISPOL, which comes to you just a few days after two successful seminars in Bristol. Details of each event can be found below. We also have the results of recent TISPOL Operations focussing on seatbelts and speed. In keeping with discussions at one of the Bristol seminars, I am going to offer you a slightly different headline relating to speeding offences... Our 24-hour speed marathon revealed a 97% compliance among drivers, and that's excellent news. Nearly 4.4 million drivers were checked during the operation, and more than 4.2 million were driving at legal speeds. Don't worry - this change of emphasis does not mean we are scaling back our work, because we all know the importance of enforcement as a 'last resort' tool when education and other deterrent measures have failed. Also, we do not always have access to the full numbers of drivers who are checked, controlled or merely observed (our seatbelt operation results below cannot reveal how many vehicle occupants were properly buckled up, for example). Our focus is of course to increase compliance rates as a central part of reducing casualties on Europe's roads. To conclude, please watch out for our next Bulletin, which will coincide with the opening of bookings for this year's Conference, taking place on 6 and 7 October at the Radisson Blu Hotel, Manchester Airport. 2 2 of 8 26/05/ :02 TISPOL Conference, taking place in Manchester on 6 and 7 October TISPOL S SEMINAR ON drink and drug driving enforcement took place in Bristol on 19 May. The event,which was chaired by TISPOL General Secretary Ruth Purdie, included presentations from police officers, policy makers and scientists from across Europe. Ruth opened the seminar, with a straightforward message. We still have many challenges in the field of drink-and drug-driving. We can t succeed alone. We must be in partnership with governments, the European Commission and pressure groups. Supt Jane Derrick of Sussex Police spoke on the topic of alcohol and women, with reference to Operation Dragonfly. We were getting most of our drink-drivers in Brighton, a city where there are excellent public transport links, she said. Ellen Townsend of the European Transport Safety Council (pictured above) said Approximately 6,500 lives would have been saved (in 2010 figures) if all drivers had obeyed the prevailing drink-drive laws, she told delegates. Reducing the legal limits, increasing enforcement use of interlock devices are all shown as effective ways of lowering casualties. Other presentations came from Professor Alain Verstraete from Belgium, Dr Richie Maguire from Ireland, Supt Iain Murray from Police Scotland, Jean-Pierre Blocken from Belgium, Roger Agombar and Andy Bodkin from the UK. 3 3 of 8 26/05/ :02 TISPOL S SEMINAR on roads policing took place in Bristol on Wednesday 20 May. Chaired by Supt Paul Keasey, the seminar focused on innovation, creativity and action. TISPOL President Aidan Reid drew attention to the vital role of partnerships in effective roads policing. He made specific reference to the important part played by Europol, Frontex and TAPA in providing good intelligence to support front-line policing. David Jamieson, West Midlands Police and Crime Commissioner, took time to welcome overseas visitors before setting out his vision of converting the will of the people to the job the police do. Adrian Hughes of Dyfed-Powys Police showed the dense network of fixed ANPR cameras across his force area, while also drawing attention to the frustrations of sometimes not having available resources when an activation occurs. Other presenters included TISPOL's Italy Council representative Paolo Cestra, Supt John Ferris from Ireland, and Supt Shaun West and CI Phil Vickers on their decision to engage with a TV production company for the making of 'Police Interceptors'. The final speakers were Mark Colley (NAVCIS) and Laurence Brown (TAPA), who considered public/private partnerships and initiatives for reducing crimes in the supply chain system. Read the full report >> Results from latest TISPOL speed enforcement operation Results from TISPOL's pan-european speed control operation in April show that 676,472 drivers were detected for breaking speed limits. A total of 26 countries took part in the operation. Of these, 329,454 were made directly by police officers and 347,018 came from automatic technical means. Stopping drivers for speeding offences also provides police officers with the opportunity to make other appropriate safety and security checks. For example, during the week of this speed operation operation, officers also detected and dealt with offences connected with irregular immigration and human trafficking (175), drug-related crimes (527), firearms (29), property crimes (169) and other crimes (1,443). These figures combine results from the week-long operation with the 136,885 detections during the 24-hour speed marathon.

4 4 of 8 26/05/ :02 Results from recent TISPOL seatbelt operation Results from our recent seatbelt control operation show that more than 103,000 drivers and passengers received penalties for not wearing seatbelts. A total of 27 countries took part in the operation. Of the final total of 103,457 detections, 2,829 related to children not wearing seatbelts or other safety restraints. Stopping drivers for seatbelt offences also provides police officers with the opportunity to make other appropriate safety and security checks. For example, during the week of this seatbelt operation, officers also detected and dealt with offences connected with irregular immigration and human trafficking (92), drug-related crimes (472), firearms (39), wanted persons (195) and property crimes (122), as well as 5,474 other crimes. For more details, please life@roadsafetyfilm.org Malta: 'arrogant' bus driver's attitude gets him dismissed An "arrogant" bus driver has been fined 300 in Malta and will also lose his job with the public transport service provider, after a magistrate ruled that his arrogance and attitude made him unfit for the job. As he ordered that a copy of the decision be transmitted to Transport Malta to take action it deemed fit, Magistrate Carol Peralta found 48-year-old Antonio D'Antuono guilty of verbally threatening a British passenger who had drawn his attention to the fact that he was using his mobile while driving. Read full story >> Ireland: 2015 June Bank Holiday action aimed at speeding drivers There will be a press briefing at 2.30 pm today at the Garda National Traffic Bureau GNTB, Garda Headquarters, Phoenix Park. Ms. Moyagh Murdock, Chief Executive, Road Safety Authority and Chief Superintendent Mark Curran, Garda National Traffic Bureau, will provide the briefing. Figures released ahead of last year's Bank Holiday campaign show that nine out of 10 detections were made in situations where the driver was travelling at 10kmh or more over the limit. Last year's Bank Holiday included a joint initiative aimed at fatigue,

UK: disturbing facts about motorway closures and delays A study by the The Institute of Advanced Motorists (IAM) has discovered that more than 40 per cent of all motorway and major A road lane closures in England last year were caused by vehicle breakdowns. It also discovered more than a hundred unsupervised children caused closures too.in total there were just over 440,000 lane closure incidents on motorways and primary A roads in England last year, caused by 44 different defined reasons. The report also found: 12,759 pedestrians walking on a motorway live lane or active A road caused lane closures, in addition to the 122 unsupervised children. There were also 7,446 cases of a non-legal use of the hard shoulder. 3,990 animals loose on the network, 2,598 abandoned vehicles and 6,742 shed tyres 6,288 injury collisions and 29,656 non-injury collisions also caused lane closures 856 suicides or attempted suicides caused roads to be shut on England s main routes Of the 185,457 breakdowns; 40,192 were in a live lane. Almost half a million incidents took place in 2014 that led to a lane closure costing the economy an estimated 1 billion a year in terms of lost man hours on motorways alone. Bogus 'paramedic' jailed for using flashing blue light on his car

7 7 of 8 26/05/ :02 A bogus ambulance responder without a driving licence has been jailed for using a flashing blue light while speeding around south Wales, running errands for his wife. Phillip Lemonheigh, 60, attached the light to the roof of his wife s mobility car, had an emergency response sign along its sides and wore a paramedic s uniform. He was detected driving at speeds of up to 73mph (117km/h) and ran red lights (pictured above) as he went on shopping trips for his wife in his fake ambulance. Judge Peter Griffiths told Lemonheigh he had never come across something so bizarre in his legal career. Last week Lemonheigh admitted dangerous driving and perverting the course of justice by giving a false name. He was jailed for 20 months and disqualified from driving for three years.
