He, the Manager, stated Orders had been given to paint the lights of Carnoustie dark on the seaward side. Which letter the Committee deemed satisfactory. 17 January: Trinity House Dundee: The Master stated the present Meeting had been convened by him chiefly to enable him to bring their Notice and to take their instructions as to the somewhat dangerous state of the river at present owing to the large quantity of ice floating about. And to consider if any means could be employed to protect the Pile Light House at Tayport from injury by the ice. The Master further stated that the Light Keeper, Mr. Greig, had reported to him. That he, Mr. Greig, considered the Light House ran a considerable risk of being carried away by the force and pressure of the ice upon the piles which had, the evening before last, these had so shaken the building that after securing the glass pannels with wire he had been obliged to leave it for his own safety. 14

15 15 The Secretary thereafter submitted and read to the Meeting a communication he had received from the Commissioners of Northern Lights having reference to the wreck of the Schooner TAY which went ashore on the Gaa Sand from which it appeared that the Master of that vessel could not by any possibility have mistaken the Carnoustie Railway Station Lights for the Buddonness in as much as the former lights had not been lit all this winter. 9 April: Reference to Report on Lighting of river Tay. 16 16 of Dundee; The Fraternity of Masters and Seamen indundee; Three Associated Trades of Dundee. Comments included those from George Thoms, Master, Trinity House who said too many Lights cause confusion, in his day fewer lights meant fewer shipwrecks. James Hunter, secretary of Trinity House, disputed the claim that lights on Buddonness were inefficient. There had been no wrecks during hours of darkness in 2 years, and 7000 vessels entered/left the river annually. Obstruction on Dundee Harbour Bill: Trinity House considered the present attempt on the part of Dundee Harbour Trustees, by means of a Bill to supercede it (Trinity House) in management, lighting and buoying of River Tay and to deny it (Trinity House) privileges which it had exercised for nearly 300 years was most ungracious and particularly uncalled for and an unjustifiable act which will not be submitted to. Trinity House was composed entirely of nautical men of many years experience, entrusted with lighting [of River Tay] from time immemorial. Trinity House was acknowledged as conservators of River Tay long before 1687 when an Act of the Privy Council of Scotland in February 1687 granted warrant to the Incorporation of Trinity House to erect lights and beacons and charge a duty of twelve pennies Scots on every ton of shipping entering or leaving River Tay. There had been no direct application to Trinity House by underwriters, ship owners or Masters complaining of inefficiency of the lights on River Tay. The Trinity House of Dundee carried out duties similar to those at London, Newcastle and Hull. Since the erection of the present improved lighting at the mouth of River Tay (at a cost 5000 in 1865) there had been no wreck or loss of life. In 1857 there had been 2513 shipwrecks around the coasts of Scotland and England, and 464,000 tons of shipping and 1333 lives were lost ships used river Tay annually. Trinity House suggested the suggested clause should be expunged from the Bill. Signed George Thoms, Boxmaster; James Hunter Jnr., Secretary. Dundee Harbour Trustees agreed by 13 votes to 4 to strike out the clause and to endeavour to acquit management of lighting by agreement with the Seamen Fraternity. One of the minority, Mr. P. H. Thoms sharply criticized Captain George Thoms and said if the Fraternity opposed the Bill they would get exactly what they had long been seeking. The Committee of the Dundee Harbour Trustees had been refused a view of the Trinity House accounts. He was sure there had been an illegal application of funds. Some of the indigent people who had been paid were not indigent at all. Alex. H. Fairweather, Councillor, Harbour Trustee Captain William Adams, in command whaler ARCTIC (first in this name) 1869 Trinity House Dundee (elected December 1868). Seamen Fraternity v Mrs. Elizabeth Cockerill 88 13/- for cash had been advanced between 16 November 1856 and 13 November interest, she having falsely represented herself as a widow. 18 18 At the meeting it was noted that in the last four years nearly 20,000 vessels, 3,300,000 tons entered or left River Tay and there were only two casualties in that time, namely LORINE and JULIE AND SOPHIE and both had been lost west of the site for the proposed lightship. JULIE AND SOPHIE earlier had refused the services of a Pilot off Buddonness R. A. Mudie pointed out that less than half the receipts for lighting dues were going to maintenance of the lighting on River Tay. Dundee Harbour Trustees had voted 18 3 against the Seamens Fraternity. 13 April: Emigration to New Zealand.
