3 Introduction Renfrewshire has a history of effective partnership working. Revised community planning structures are soon to be agreed by the Community Planning Board but it is likely that the new Strategic Employability Group will take responsibility for regularly reviewing and updating Renfrewshire s Youth Employment Plan. The plan will be an evolving document subject to regular review and revision and should outline the activities available, the referral arrangements and have named contacts to take responsibility for the contents. Partnership approach The following partners have been involved in the development of Renfrewshire s Youth Employment Plan and are committed to working in partnership to implement and to review and further develop the plan on a regular basis: Skills Development Scotland Renfrewshire Council (including Renfrewshire Employability Project) West College Scotland Jobcentre Plus Renfrewshire Chamber of Commerce University of the West of Scotland Engage Renfrewshire Renfrewshire Local information Renfrewshire has a resident population of 170,700(2011). The main towns in the authority are Paisley, Johnstone, Linwood, Renfrew and Erskine, whilst smaller towns and villages include Houston, Bridge of Weir, Kilbarchan, Lochwinnoch and Langbank. The traditional industries of textiles, engineering & shipbuilding and carpet making were once the largest employers in the area. Today the largest employers include the University of the West of Scotland, Renfrewshire Council and the NHS. In the 2011 School leaver destination return, 1,901 young people left Renfrewshire schools. Of this 37.9% of young people went on to Higher Education, 24.3% went on to Further Education, 16.4% went into employment and 5.1% went into training. At this time, 9.4% of young people reported being unemployed and seeking work. 3

4 The Picture of Youth Employment in Renfrewshire There were 345 claimants aged in receipt of JSA in Renfrewshire in January Of this 190 or 55% had been in receipt of benefit for 13 weeks or less, 40 or 11.5% had been in receipt of benefit for 52 weeks or more. This represents a decrease of 31% on the same month last year. In October 2012 (most recent available data for age breakdown), 380 claimants aged were in receipt of benefit. Within this group the majority 50% were aged 19, 45% were aged 18, 5% were aged 17 and, at that moment in time, no under 17 s were in receipt of JSA. All age groups showed a decrease from October Under 17 s claiming had shown a decrease of 100%, 17 year olds claiming had shown a decrease of 33%, 18 year olds claiming was down 29% and 19 year olds claiming was down 17%. The number of young people claiming and in receipt of benefit is only part of the picture. For example, if only 5% of the 380 claiming in October were aged 17 or under this amounts to a figure of 19 claimants. Currently, Skills Development Scotland within Renfrewshire have 146 clients registered as unemployed who are aged 17 or under. The number of those who are unemployed and seeking work but not claiming benefit is significantly higher than those who are claiming benefit. 4

6 The chart above represents the number of vacancies that are notified to JC+, however, only approximately 30% of all vacancies are notified in this way. Many vacancies are now found through personal contacts, internet and other types of media. 6

10 Referral Engagement Barrier Removal Skills Development Scotland Paisley Johnstone Jobcentre+ (Thursday, Friday) /718 Barrhead (open Monday, Tuesday, Wednesday) Stage 1 Referral/Engagement Stage 2 Barrier Removal Stage 3 Stage 4 Engagement & Stage 5 In work support year olds but also offering all age career planning services In School - SDS engagement with school pupils is generally from S4 onwards. All pupils receive My World of Work and Career Management Skills group sessions. Face to Face Coaching & Career Guidance is offered to all young people who are identified as requiring input to help them to move into a positive post school destination. The identification of these pupils is done through negotiation with school staff and other partners. All other pupils who are not offered the intensive coaching support can still access their school careers adviser through attending a Careers clinic or through speaking to their guidance teacher and arranging a careers guidance appointment. A Partnership Agreement with the school outlines the activities that will be undertaken through the academic year. As well as the above services SDS staff will discuss other possible support that can be provided e.g. LMI & other presentations to targeted groups of pupils, capacity building with school staff through attending in service days, etc. Post School - Young people who have left school and do not move into education, employment or training will be given the opportunity to have further Coaching & Career Guidance support through being referred to either a Post School Career Coach or Work Coach (Work Coaches will work with those young people furthest from the labour market). Our Post School Career Coaches & Work Coaches will work with these young people until they have entered a positive destination e.g. work, college, training, and will continue to provide support until they sustain their destination. We will meet clients at SDS centres or in partner premises. SDS Personal Advisers will assist with employability coaching e.g. CVs, Interview techniques etc. My World of Work - Skills Development Scotland can assist unemployed young people into employment. The website will assist young people with career information, understanding their strengths, help with developing CVs, etc. Telephone contact support - Young people can also receive telephone support on If the clients needs are not addressed by the Contact Centre Adviser they will be put in contact with the appropriate local centre. 10

11 Jobcentre Plus Youth Contract The Youth Contract is a package of support worth almost 1bn to help young unemployed people to prepare for work and find a job. Over three years from April 2012 the Youth Contract will provide nearly half a million new opportunities for young people and will enhance the Get Britain Working measures with an increased focus on young people. The scheme aims to build on the fantastic support many employers have already offered. What the Youth Contract means to young people in Renfrewshire Wage Incentive s can take advantage of 160,000 wage incentives. These are worth up to 2,275 per employer when they employ an 18 to 24-year-old from the Work Programme for at least 26 weeks (in Great Britain). The wage incentive is only available when employers hire someone 16 hours or more per week. There is a part-time rate ( 1,137.50) between 16 and 29 hours and a full-time rate ( 2,275) for 30 hours or more. Work Experience More Work Experience placements are now available to give a young unemployed person the chance to gain valuable voluntary work experience, improve their CV and skills. Work Experience also provides young unemployed people with a new potential route onto an Apprenticeship. More about Work Experience places can be found in the work experience guide. Sector-based work academies Extra sector-based work academy places will be available in England and Scotland over the next three years. Sector-based work academies are designed to meet businesses immediate and future recruitment needs, as well as help employers recruit a workforce with the right skills to sustain and grow your business. They are made up of three components: Pre-employment training Work Experience placements Guaranteed job interview. 11

15 Community Jobs Scotland Community Jobs Scotland (CJS) is a partnership between the Scottish Government, SCVO and Social Enterprise Scotland that creates work opportunities for unemployed individuals within a wide range of third sector organisations across Scotland. The key purpose of Community Jobs Scotland is to support young people into sustainable employment through providing meaningful paid work experience in the third sector. However, it also has the dual purpose of increasing the capacity of third sector organisations at a time of increasing demand for support services. What is on offer? All opportunities must offer a minimum of 25 hours of paid work each week, paid at a minimum of the National Minimum Wage, although offering more hours and/or a higher wage rate is encouraged. Opportunities must last a minimum of 26 weeks for year olds, or 39 weeks for year olds and will be created in all 32 Scottish Local Authority areas. Each job created must be additional and generate demonstrable community benefit. CJS employers must commit to providing a high quality package of support to the individual. This includes provision of an induction, on-the job training, support and supervision, job search support, and an ongoing focus on assisting the individual into lasting employment. Who is eligible? Due to changes in eligibility, CJS jobs are now only available to year olds. Eligibility for Community Jobs Scotland is generally 13 weeks of unemployment, although some individuals may qualify for early entry. Any individuals wishing to apply for a CJS opportunity must first be referred by a Jobcentre Plus or Skills Development Scotland Advisor. 17 Saltire Awards Community and Voluntary Action Team Engage Renfrewshire Stage 1 Referal/Engagement Stage 2 Barrier Removal Stephen Dock Volunteer Development Officer 10 Falcon Crescent Paisley PA3 1NS year olds The Saltire Awards is a new recognition programme designed for young people, between 12 & 25, engaged in volunteering. There are 4 sections to the Awards Challenge, Approach, Ascent and Summit. The young people can progress through the various stages but also have the option to enter and exit the programme at any level. On completion of a level the young volunteer will be presented with a Saltire Award certificate. This offers complete flexibility making it more accessible to young people regardless of ability, personal circumstances and lifestyles. Saltire provides a development route for individuals which measures the reasons they volunteer at each stage to eventually lead to skills development, gaining experience and ultimately access to training and employment. Within the online tool is a diary which allows the volunteer to record their journey and capture any training, qualifications, experience or development. This can then be extracted and provide content for Job applications, CVs and college/university applications. 18 Apex Scotland Billy Watson Personal Development Mentor Tel: Primarily Stage 2 Barrier Removal yr old young people who require significant barrier removal and personal development support before they progress into a mainstream and sustained learning opportunity. Opportunities where appropriate for participants to gain work experience within Apex offices, within Renfrewshire young people work in partnership with the Green Gym, developing derelict land into community gardens. As part of Apex programme participants will have the opportunity to gain qualifications in Emergency First Aid, Health & Safety in the Workplace and Food Safety. Apex will then link participants into appropriate stage 3 provision. Higher Education Opportunities A range of higher education opportunities across a broad curriculum delivered fulltime, part-time, day, evening and online for flexible learning basis leading to a range of recognised qualifications and professional awards. All modules are SCQF accreditated at Level 7 and above. Graduate Destinations UWS can provide statistics of graduates who live within the Renfrewshire and East Renfrewshire post code areas and can also provide statistics from all graduates from across all local authorities who graduate from UWS on a yearly basis. 19

Renfrewshire Young Adult Carers Project provides individualised support for young people who care for someone with a physical disability or mental health issue. This can also include caring for someone with addiction problems. We provide both one to one and group support to help these young people make a positive transition into adulthood. Advice on employment, budgeting/finance, education, housing, benefits and legal is provided in collaboration with our partner organisations. Furthermore, we provide training and mentoring on subjects such as alcohol, drugs, sexual health and any other worries or concerns relating to the young persons caring role. Although the main form of support for the young adult carers comes in the form of peer relationships, which we work towards building within group settings. 20

(*16 hours per week) Youth Service is working with SCQF and SQA to get 4 learning units credit rated. If successful, candidates will achieve 9 credits if they complete all of the unit criteria and summative assessments. Candidates will also be encouraged and supported to engage with and complete the Employability Award as a follow on to the Smart Steps course. During the time with St Mirren, there will be measures designed to support the client to understand and display an aptitude to pass SFA 1,2,3. Access to IT suite to allow participants to submit their work online. 26 Referral Engagement Barrier Removal The Recruit Youth Employability Hub Assurance House Youth Employability Services Tel Renfrewshire Council Stage year olds The Recruit is a 6 week, business focused personal development program which includes a range of challenges provided by local s. The Recruit provides opportunities for participants to develop a range of skills including team building, enterprise, communcation, planning and marketing. At the end of the program, participants are encouraged to apply for a range of employment and training opportunities. Referral Barrier Training Opportunities in the Public Sector (TOPS) Youth Employability Services Renfrewshire Council Stage 3 Youth Employability Hub Assurance House Tel agnes.johnston@renfrewshire.gov.uk year olds TOPS provides participants with up to 6 months work experience within the council. The placements are varied and include administration, welfare reform, environmental services, HR, Libraries, Youth Services and Social Work. Participants are provided with a training allowance through the employability fund for the duration of the course as well as additional relevant training. 26

27 Paisley and Johnstone Training Group Renfrewshire Johan Brady Stage Year Olds The training will be a combination of practical and theoretical training delivered in P&J's purpose built workshop. The training will consist of Health and Safety, understanding basic engineering equipment, drawings and terminology, and also basic welding. The participants will be required to attend 35 hours per week and completion can take approximately 13 weeks, however this maybe more or less depending on the participants abilities. 27

Established in 1999, the service has established long-term and supportive partnerships with many local and national employers. The internships are project-driven based across the varied departments of Renfrewshire Council and also with local businesses, for graduates from a range of academic backgrounds. They are on a full time basis and last between 4 and 11 months.
