OPEN FORUM Member of the public are invited to address the Council. The meeting was advised that the Young People of Guyhirn had organised a consultation afternoon for young people followed by a document analysing the ideas and delivered to the young people of Guyhirn. There had been a 35% response. The main requests were for activities in the village hall such as arts and crafts, ICT, indoor games and cooking, trips to various places and more equipment on the playing field to include a basket ball shooting area. Mr P Davies a member of the playing field committee stated that there was plenty of room and that the committee had given their permission. The cost of a basket ball hoop and 4 metre squire shooting area would cost 2767 excluding VAT. A group of residents from Selwyn Cottages outlined their concerns at the re-application for planning permission for the land north of Selwyn Cottages. The residents stated that this development would have a considerable impact on them and users of High Road, Guyhirn. They also stated that whilst the mouth of the drive where it joins High Road had been increased from the plan submitted last year it is still not wide enough and there would still problems with visibility due to the closeness of the bend plus post box and bus stop. The meeting was advised that the Guyhirn Speeding Group had been trying to get the speed limits in Gull Road and High Road, Guyhirn reduced since In July 2011 the Fenland Area Traffic Management had agreed to speed reductions in Gull Road, Guyhirn to 40 mph and 30 mph in High Road, Guyhirn with 20mph outside Guyhirn School. The Cambridgeshire County Council Highways Department had made it clear that no funding was available. The CCC has indicated that by waiting a few months the cost for the administration part of the project could be reduced by piggybacking on other applications they are pursuing. The group stated that they are looking at different companies other than CCC Highways to erect the signage at a cheaper price. Mr P Humphries requested the Parish Council to look at the relocation of the Bus Shelter in High Road, Wisbech St Mary adjacent to the land at the rear of orchard House. Mr P Humphries advised the meeting that the Station Road, Wisbech St Mary planning application for 4 executive homes opposite the Manor House had the support of the officers of Fenland District Council as they welcome low density executive properties to many in small areas. This development is abutting the development envelope. Mr P Humphries advised the meeting that the development in Mill Road, Murrow had been reduced to 4 properties. This land had been allocated for Industry. Mr Picton wanted to make clear about certain details concerning the Manor House, Station Road, Wisbech St Mary. He had lived at the Manor House for 13 years and during this time he has had 2 burglaries and his back windows have been broken. He had not ruined the frontage of this historic house by having cut back the 2 yew trees, which had been planted in These will be back to their former height in about 2 years. The gap left does not preclude the erection of sheds, garages and caravans. The Heritage Impact Assessment submitted to the Parish Council by Mr Picton states that the building on the 8 acres of arable land would destroy the setting of a building erected in TO SIGN AND APPROVE MINUTES OF MEETING dated 4 th July The minutes of the 4 th July 2011 were signed as a true record MATTERS ARISING FROM PREVIOUS MINUTES (information only) There were no matters arising MEMBERS DECLARATION OF INTEREST for items on the agenda At this point of the meeting Mr Scrimshaw advised the meeting that he would not be taking part in any discussions regarding any Planning items on the agenda at any Parish Council meeting. Mr P Barnes declared a prejudicial interest on item 129d and left the meeting at the appropriate time. Mr P Davis declared a personal interest on item 133(1). Mr B Payne declared a personal interest on item 129 (e) FDC NEIGHBOURHOOD COMMUNITY DEVELOPMENT OFFICER As previously reported Mrs T Wadsley has now left the employment of Fenland District Council due to public sector cutbacks and thanked the Parish Council for their support.

The clerk advised the meeting that a report had been received from M Bogunovic as follows: th July 2011 theft of pedal cycle from Beechings Close Wisbech St Mary th July Theft of a motor vehicle Pentelow Close Murrow st July theft of a motor vehicle Pentelow Close, Murrow. 4. Antisocial behaviour in Lindens Close, Thorney Toll on the 9 th, 11 th and 27 th July. 5. Vehicle nuisance in Murrow Bank on the 10 th and 17 th July. 6. Antisocial behaviour on the 19 th July at Beechings Close, Wisbech St Mary TO CONSIDER PLANNING APPLICATIONS RECEIVED 1. Peter Humphrey Associates Limited propose development land rear of Orchard House, High Road, Wisbech St Mary removal of brick built bus shelter. A discussion took place, but it was agreed that we wait to receive the planning application before any decisions was made.. List of planning applications determined by the Fenland District Council. (a) F/YR11/0476/RM erection of a 2 storey 4 bed dwelling with detached garage plot 1 land North of Rose Lodge Selwyn Corner, Guyhirn. Applicant J Patten. Agent Mr David Broker. We support this development and recommend approval. (b) F/YR11/0486/F erection of a 3 bed 2 storey dwelling and the formation of a vehicular access land south west of Gaultree Cottage, High Road, Guyhirn Applicant A Jones. Agent Mr David Broker. We support this development and recommend approval. (c) F/YR11/0478/F erection of 2 x 4 bed 2 strorey dwellings with integral garages land North of 15 to 17 Selwyn Cottages, High Road, Guyhirn. Applicant Mr C Dawson. Agent Mr David Trundley. We object to this application as we did in July 1994 and July 2010 due to the access as the road is too narrow. The width of the mouth of the access road has been increased since the last two application, but there would still be problems with visibility due to the closeness of the bend plus post box and bus stop. Approval of this application would set a president for back fill, which would mean increased vehicle movement. (d) F/YR11/0434/EXTIME erection of a dwelling plot 1 Front Road, Murrow. Applicant D Barnes. Agent Mr David Broker. We support this development and recommend approval. (e) F/YR11/0432/F erection of 2 x 2 storey 4 bed and 2 x 3 storey 5/7 Bed dwellings with detached double garage/stores and nature area and pond to plot 4 only land west of Manor House, Station Road, Wisbech St Mary. Applicant J Humphrey. Agent C Walford. Amendment received to this planning. Recommend refusal as it is outside the village development boundary. (f) F/YR11/0519/F formation of vehicular access to serve existing dwelling The Chimneys, Gull Road, Guyhirn. Applicant Mr J Thomas. Agent Mr David Broker. We support this development and recommend approval. (g) F/YR11/0271/F erection of 2 x 2 storey 3 bed dwellings at land North of Rostan, 99 Front Road, Fronting Back Road, Murrow. Amended proposal. We recommend refusal as the plot is too small for two dwellings. (h) F/YR11/0533/EXTIME erection of a 2 storey side extension to existing dwelling(renewal of planning permission F/YR08/1053/F Walnut Cottage, High Road, Bunkers Hill, Wisbech St Mary. Applicant Mr M Ludlow. We support this development and recommend approval. (i) F/YR11/0523/F erection of 4 x 2 storey 4 bed dwellings with garages land south East of Gore Villas, Mill Road, Murrow. (c) Cambridgeshire Community Services NHS Trust Annual Public Meeting on Wednesday, 21 st September at 3.00 pm at Menzies Golf and Country Club, Bar Hill, Cambridge. Noted. (d) Mayor of Wisbech invites you to attend an Organ Recital on the 29 th September 2011 at 7.30 at St Peter s Church tickets Noted. (e) CCC Traffic Manager Services HCV Strategy. Noted. (f) CPALC vacancy has arisen on the Quality Status Panel. Noted. (h) CPALC minor amendment to Standing Orders VARIATION, REVOCATION AND SUSPENSION OF STANDING ORDERS. It was agreed that this amendment be made to the Parish Council s Standing Orders with the written notice whereof bears the names of at least three councillors names.
3 At this point of the meeting Mr Payne advised the meeting that he had received a letter from the Cambridgeshire Police stating that they are undertaking research and are asking about activities we think they should stop doing, do differently and better use of resources due to reductions in budgets. Funding better spent on front line policing, bringing offenders to justice, Forum Forces etc. Noted. Correspondence in folder for information only Cambridgeshire Older People s Newsletter July 2011 Clerks & Councils Direct July 2011 CPALC July HIGHWAYS AND LIGHTING MATTERS (a) Meeting with FDC Planning about a site meeting. Dates Monday, 15 th August or Wednesday, 24 th August Agreed that Monday 15 th August was the best date for Mr Payne, Mrs Thrower and Mr Scrimshaw. (b) Anglia Homes Limited did build homes in Station Avenue Murrow in 2005, but have no evidence of removing a streetlight. The clerk advised the meeting that she had written to Planning asking if they were aware that a streetlight had been removed, but to date no reply received. Anglia Homes Limited have now ceased trading. It was agreed that we look at replacing this streetlight. (c) Environment Agency regarding the pontoon at Guyhirn stating that the signing warning of danger keeps being removed by persons unknown. Further correspondence was received stating that steps are being taken to repair this pontoon to bring it back into service. (d) CCC Highways footway reconstruction in Chapelfield Road, Guyhirn to commence on the 15 th August for six weeks. Similar type of work are also proposed for Yokine Gardens and Waverly Close. This has not yet been ordered and hopefully budget cuts will not intervene. (e) CCC Highways advising that the following work is to be undertaken. It was agreed that the clerk invites Mr Matthew Pickering to one of our Parish Council meetings before Christmas. 1. The Bunkers Hill Sign opposite Bridge Inn, Wisbech St Mary has been knocked down by the grass cutters. Passed to FDC. 2. On the opposite side of the road to the Bridge Inn, Wisbech St Mary the trees need cutting back as they are obscuring the Wisbech St Mary sign. Placed an order for this to be done. 3. Junction of Mill Road and the Bank, Murrow overgrown hedge obscuring the junction. Written to property on the corner for a second time, no response so I will arrange for works to be done. 4. Road works have been done over the White road line markings at Gull Road and the A47. Order has been placed to refresh the lines at this junction. 5. Bends in High Road and Gull Road white lines have been warn away. Will look at this once the patching has been completed. 6. There is a large pot hole at the junction of Cants Drove and Murrow Bank. This looks more like edge damage and I have asked for planings to be built up in the holes. 7. A crematorium sign post is needed at the Tesco Roundabout at March. This is being dealt with by traffic and they have contacted the crematorium. 8. Seadyke Road they have repaired the subsiding side of the road but it is now slopping upwards. We are aware of this and we will arrange patching and warning signs. 9. Pot hole outside Sheriden House, High Road Guyhirn south side and the trees are overhanging the pavement. Pothole will be filled. Resident of Sheridan House is not responding to any of my letters will be passing to our enforcement officer. 10. A tree at Tall Trees Gull Road/Gull Drove needs trimming. Need name of the paddock owner. 11. Trees in Sandbank, Wisbech St Mary need cutting back drastically. It is getting so bad that the lorries and tractors using this road are losing some of their load such as hay etc and this is now making for a further obstacle for vehicles. Land registry result is not clear. We believe we have contact details for a relative of the field owner. Enforcement officer is helping now me on this one and we are trying all we can to get them to cut this back as soon as possible. Other items that are being looked out are the pavement outside the Bottle bank, lines outside the School Churchfield Way, Wisbech St Mary, water outside the village hall Guyhirn. (f) Highways Agency stating that the Guyhirn Roundabout whilst was not considered to be hazard have cut back some vegetations, grass verge at Black Drove has been cut and the white lines at the junction of Gull Road have been replaced like for like when necessary. Highways reports from Councillors on problems 1. Roundabout at Guyhirn still requires further trimming of vegetation. 2. Front Road sign outside Murrow Bank has still not been replaced. 3. Murrow Bank sign still not been replaced. 4. Nettles and hedge need cutting along the public footpath between Front Road, Murrow and Tholomas Drove. The area in some places appears to be water logged. 5. The road direction signs at The Pidgeons, Murrow are missing. 6. Road surface opposite The Pidgeons need repairing. 7. Seadyke elder bushes need cutting back. 8. Bellamy Bridge white lines need repainting. 9. Chevron Alley Bridge Hooks Drove where joins Green Drove needs repairing.
4 10. Turf Fen Bridge near Travellers Site Chevron has been removed and is in the grass. 11. Pot hole outside Firtree Lodge, High Road, Guyhirn 12. Hedge outside the Church High Road Guyhirn need cutting. 13. School signs on the road outside Guyhirn School need repainting. 14. Bushes and trees at Panswell Corner and Miletree Lane very hazardous. 15. Churchfield Way, Wisbech St Mary there is a pedestrian way through to the Community Centre. Request signage no coaches and also on the open grassland no parking on the grass. 16. Water on pavement outside Guyhirn Village Hall. This pavement had been repaired, but the repair had directed the water towards the village hall and not onto the road to enable it to drain away. The meeting was advised that the very large pot hole in Willock lane has been filled in and they have made a very good job. Highways reports from Councillors on streetlights 1. Streetlight at Selwyn Corner. This streetlight has not yet been fitted and it was agreed that the clerk chase this as the energy part of the cost of this streetlight has already been paid. 2. It was reported that a street light in Back Road, Thorney Toll is not working and that it has been reported on several occasions. Mr Scrimshaw agreed to look into this. The clerk outlined details on an received from CCC Street lighting on the stating that their new service provider was Balfour Beatty and would be responsible for repairing and maintaining all of the street lights owned by them. FDC had not at that time decided who their service provider would be FINANCE (a) To receive a budgetary control report for the 2010/2011 year end to date. Mr Payne stated that he understood that the purchase of this land to the Parish Council was going forward, but to date we had not received any letter confirming this. (b) Murrow Village sign. No update received. The meeting was advised the Wisbech St Mary Village sign is still at the HM Prison Whitemoor being painted. Mr J Parrin had agreed to reinstall this once it had been finished GUYHIRN POND Progress regarding the work on the pond. Environment Agency Confirmation of Registration. Confirmation received stating that the work to the pond could go ahead. Mr Davies agreed to obtain quotes for this work to go ahead for consideration at the next Parish Council meeting QUEENS DIAMOND JUBILEE - DATE Date of the Diamond jubilee Tuesday, 5 th June The clerk stated that she had not received a reply from Mr Melton regarding the for each Parish and town and that as Wisbech St Mary Parish consisted of three villages and two hamlets this seemed a little unfair as in fact our villages would only receive as opposed to some neighbouring parishes who would received PROPOSED REDUCTION IN SPEED LIMITS 1. Cost of reducing the speed limit in Gull Road, Guyhirn J W Gray Campaign for reduced speed limit on Gull Road. The clerk advised the meeting that she had taken advice and the Parish Council have the power to contribute towards traffic calming and highway signage. In July 2011 the Fenland Area Traffic Management had agreed to speed reductions in Gull Road, Guyhirn to 40 mph and 30 mph in High Road, Guyhirn with 20 mph outside Guyhirn School. CCC has made it clear that no funding is
5 available and the cost for Gull Road would be 2790 and both Gull Road and High Road The administration cost could be reduced to 270 from 1500 by waiting for other similar projects to be advertised at the same time. It was felt that CCC should cover all administration costs. A discussion took place and it was unanimously agreed to support this project. Mr Booth stated that they are looking at other quotations for this work to be done by other contractors other than CCC Highways. It was agreed that the clerk writes a letter strongly suggesting that the CCC should fund this project and to carry out the work as a matter of urgency ANY OTHER BUSINESS (for information only) 1. The Chairman outlined details of a meeting of young people calling themselves a Parliament on the 16 th September at St Peter s Church, March. 2. The clerk advised the meeting that Mr Roger Green s funeral will take place on Tuesday, 2 nd August at 1.15pm at St Peter s Church Wisbech followed by cremation at Fenland Crematorium March. 3.
