9 Status of Quiet Zone Plan Received ICC Incentive Offer May, 2008 Received BNSF Incentive Offer October, 2009 NEXT STEP City needs to determine which crossings will be closed in order to proceed with circuitry and roadway design and submit Notice of Intent to establish Quiet Zone.

If all crossings are closed and homes on North St. are purchased. Offer Removal of crossing surface ROW line to ROW line, re-establish ROW surface, both at no-cost to the City, and all utility easements remain. This applies to all offers. $35K cash, no-cost license agreement for Ella Street connection, relocate CWT circuitry to Barstow Sub. $ 30K/crossing, $ 70,000 total if both crossings are closed. $ 40K/crossing, $ 100,000 total if both crossings are closed. $ 75,000 $ 50,000 $ 140,000. Additionally if the City purchases 5 adjacent properties to the crossing and vacates the ROW and as a minimum agrees to close 4 other crossings, BNSF will pay an additional $ 265,000 $ 735,000
