In agreement to any changes made as a lot of thought and effort gone into this. Good turnout for indoor competitions also appreciation to the Gordon school in Huntly for allowing us to use the school. Outdoor contest Good gate which helps the promoters, although they would like a bigger entry of bands in grade 1 and 2. Aberdeen Games had issues allowing bands early entry into the field, due to stewards not being properly briefed. Written agreement from Aden Park Contest to use the Champion of Champions trophies at Aberdeen Games. Unfortunately we had atrocious weather at the end of the day. Education- Summer school sponsorship from branch offered out to bands 3 from Newtonhill went to Glasgow for the summer school. SCQF/PDQB classes have been run over 2 full weekends and final exam in December. Over 60 pipers and drummers of all ages have attended these classes, with the bulk of the cost being funded from HQ Education Budget. Modest charge of 35 has been made for both weekends and used to cover the costs of accommodation and catering. Publicity Facebook page is being well used and Thank you to Kerry Meehan for continuing to compile stories for the Magazine and to Julie Brinklow looking after the website. PVG After discussions this will be coordinated with HQ and Pat Wheelan draft document has been prepared but unsure when this will be published.

6 Proposed DB Fraserburgh RBL Seconded JB Portlethen and District 6 Music Board Report as per order paper: At present no music board convenor. Higher to lower transfer period is now 42 days. Questionnaire to go out to bands regarding a new Grade 5 playing 3/4s or 4/4s sit under the current Grade 4B Discussion of change 4A/4B contest rule to change which would mean Grade 4A cannot play down to the 4B march contest at minor contests. Bands would then only play up one grade 4B to 4A and 4A to 3 etc. This was passed for our minor competitions. Discussions about a 2 day final for Grade 1 at the worlds. All bands would play on the Friday as they currently do but no bands would be eliminated. All bands would then play their remaining sets on the Saturday for a full Grade 1 final based on the 2 days results on all 4 performances. The proposal will go forward to APMB our Grade 1 band would be in favour of this. Heather asked if the regrading structure had been looked at in Grade 1 but Julie had no further feedback on this. Discussion of increasing number of adjudicators at Majors. Doubling the number of judges in each discipline. A Skinner asked if they had enough judges to do this and it was suggested that it was the Adjudicators panel that had proposed this so they must have enough. No further information is available about this. Discussed there is a new Judging format for the World Solo Drumming. There is a link on the RSPBA website regarding PVG. There was a proposal made that Grade heats should start at the same time. Proposed MS Buchan Peterson Seconded PC Elgin and District 7 Directors Report as per order paper: Good attendance in all our local competitions, solos, quartets, full band indoor, Banchory and Aberdeen games. Only 50% of our branch bands are active at competition level what can be done to encourage more to be involved. Our competing bands attend all the Majors and next year marks the end of Forres. Fire Rescue service transferred to another branch. NOS Badenoch and Strathspey have transferred to Perth and Angus. Music Board are to have 2 members on the Education board. PVG work is ongoing. There is going to be a tent available at the worlds to promote education. The RSPBA website is being updated. Headquarters have met with architects regarding the fire damage to the roof and renovations to Washington Street. Florence asked about the Historical Group. Ian Embleton stepped in and answered this. Due to Kevin Reilly being unwell it has been held up and when headquarters has been renovated the artefacts will be displayed but there is no active committee for this at present. Proposed -JB Portlethen and District Seconded BA RAF Lossiemouth 8 Treasurer Report as per order paper: Finances looking healthy, one current account closed as had 2 and a deposit account was opened for Reserve Funds. Barry queried why need to increase entry fees. Pauline Watt asked why 10 per section in solo entries, Graham said we will keep an eye on this as it could be discouraging for families because of overall costs. Graham looking into an overpayment of 500 from Aberdeen games to go forward to the 2018 Games this was agreed. 7 Proposed RGC Seconded Buchan Peterson 9 Election of Office Bearers: See end of 2017 Report Ian Embleton- Chief Executive- Report : My thanks to Chairman Graham Gauld for giving me the opportunity to give this report from HQ. Major Championships 2017 This was the second visit to St. James playing fields for the British Championships. The events team from Renfrewshire Council made many improvements from the previous year. This was in the main due to visits to venues holding the European Championships at Grant Park in Forres and the Scottish Championships at Levengrove Park in Dumbarton. The re-positioning of the band bus parking adjacent to the entrance and exit of the field proved very successful. The layout of the complete field was completely revised from the previous year after liaison meetings between RSPBA and Renfrewshire Council The United Kingdom, European and Scottish Championships were held in Stormont Estate, Belfast, Grant Park, Forres and Levengrove Park, Dumbarton. All well tried and proven venues, where we were blessed with fair weather. The Worlds on Friday was however a wet and windy occasion and extremely difficult conditions for all. The Worlds on Saturday were a different day altogether with reasonably good weather conditions. An additional Arena was introduced to cater for the Novice Juvenile A & B contests and on completion was handed back to the promoter at hours for the start of the traditional heavy events. The only negative feedback was the tuning facilities for Arenas 1&3.The decision to license the complete Glasgow Green was again appreciated by both competitors and pay customers alike. The large screen located at the Pencil was again popular with bandsman looking for finalists for all Adult grades with the exception of Grade 1. All in all deemed a very successful Worlds. The World Solo Drumming and International Tenor Drumming Championships were once again in the Glasgow Caledonia Campus where the new auditorium was again the venue for the Final of the Adult Finals. Once again live streaming was provided with demand increasing by 89% over the previous year. There were 7274 live views, of which 4367 watched via Worlds Website and 2907 via Youtube. The Geography of the sessions covered twenty two countries outwith the UK. Major Championships 2018 and beyond This year saw the second of our three year deals with Paisley, Belfast, Forres and Dumbarton. All four contracts have a further year to run. This year saw the second year of our six year deal with Glasgow for the Worlds. The Glasgow deal has a further four Years to run. The Board of Directors agreed to approach interested promoters for the next three year contracts covering the years 2019/20/21. Invitations were sent out during August with a closing date of noon 21 st September, Interest was shown by a number of promoters but at that point in time only one bid met the financial securities to meet the RSPBA requirements. To this end Renfrewshire Council have been rewarded with the British Championships for 2019/20/21. Venue has still to be confirmed. The present agreement we have with West Dunbartonshire Council is a rolling agreement that either party may withdraw from the contract by giving two years notice of intent.

8 This therefore leaves us with both the European & United Kingdom Championships available for acceptable future bids. We have a number of extremely interested parties who all require financial budget guarantees in order to be successful. To this ends updated bids will be accepted by May,2018. We still have a further three years to run with Andante Percussion for the world Solo Drumming Championships. Our contract with the BBC was renewed in 2017 and has a further year to run. Premises Update As you will all be aware the future refurbishment of Headquarters took a back seat after the severe fire on Friday, 10 th March this year. Temporary repairs have now been completed to ensure wind and water tight during the forthcoming winter. Our Insurance company have offered a settlement of approximately 123K towards the complete renewal of the entire roof area. The Board of Directors met in the Abbotsford Hotel, Dumbarton on the Friday prior to the Scottish Championships and unanimously agreed that the refurbishment would cover two floors only. Further meetings have been held with Architects to agree final requirements and it is now anticipated that the work will commence in June 2018 and complete by March Arrangements to decant the entire building have still to be finalised. The proposals will include complete refurbishment of the existing building and will include disabled access to first floor. Association Finances It is anticipated that the Association will show a working surplus around 70k to year end 31 st December, This together with the balance and investments carried forward from the previous year will show an anticipated total of 850K going forward. Band Registration Checks During the past few seasons checks of current registration lists have been carried out at both Minor and Major contests after the selected bands have completed their performances. Over the period when checks have been carried has seen a major reduction of errors now sitting at 2%. Summer School A highly successful Summer School was again held in the Gaelic School in Anderson at the beginning of August. Over 35 students attended from all over the UK. Again Drum Majors attended at the latter part of the week receiving guidance from Drum Major Adjudicator John Noble. My congratulations to our Education Officer Pat Whelan, together with John Nevans, and his highly professional team of Instructors. Scottish Qualification Awards/ Disclosure Scotland A total of 262 certificates were awarded in It is anticipated that a total of 306 certificates will be awarded by 31 st December, Examinations were carried at the following locations :- Dublin, Northern Ireland, RSPBA, Johannesburg, Dundee,Perth & Angus, Robert Gordons College, George Watsons College and Johnstone. It was decided by the Board of Directors that all Instructors /Assessors should be disclosed prior to carrying out any duties on behalf of the RSPBA. 11 Revision of Constitution: Bob Niven, A Skinner, F Allan agree with Ali that it should be ratified by Standing Orders Board Not Paul Brown because it s a personal opinion. F Allan asked if constitution could go on website JB said it is already on. Rule 5.5- Treasurer holds cheque book any 2 of 4 can sign as per RSPBA

9 Rule 7.11.c Discussion re stalemate secret ballot with no abstentions wording removed This was not past. Bob will get it ratified changes from now on. Proposed- DB Fraserburgh Seconded -BA RAF Lossiemouth 12 Correspondence: Thank You From Newtonhill for Summer School sponsorship re issue at Huntly School. Banchory clash of date with Dundee re attendance Banchory re increasing the prize money suggested to keep it to fund next year s event incase of inclimate weather. The company declined giving the funding towards local competitions. Letter from Florence re-election of office bearers to revise constitution. Letter from H MacKay given up minute secretary but willing to help. Inverness City Date of competition fell through as not enough bands entered was not viable. Headquarters invited us to send chairman re vulnerable groups and children PVG. Graham and John attended this. Letter from Badenoch and Strathspey regarding transferring to Perth and Angus Branch. Letter about Summer school fees being sponsored out to bands. Letter to bands regarding SQA /PDQB classes. Letter to Ullapool re late return of trophies. 13 Matters arising: PVG Graham- Enhanced Disclosure Coordinator and deputy. The storage of these are under strict guidelines and bands can be advised by volunteer Scotland/CRBS. Local Indoor competitions: Entry fee status quo Solo Competitions - 5 per class capped at 15 Proposed- JB Portlethen and District Seconded- MS Buchan Peterson Outdoor competitions: Banchory and Aberdeen Games 2018 PC Elgin and District asked about the branch running a competition at any of the local Highland Games This had been discussed before and had been declined due to the cost of holding a competition. Discussion re branch getting a levy from promoters. Grade 4B/4A JB Discussion from floor regarding Grade 4A not playing in the Grade 4 Marches. It was discussed that Grade 4A bands used this opportunity to introduce inexperienced members to give them a run out as it is hard to introduce beginners into a MSR competition. Grade 4B bands felt this was a disadvantage to them having to compete against more experienced players. It went to a vote and the motion was passed that Grade 4A could not play down to the grade 4B marches. 12 votes to 3 so motion was passed. 12 Chairman s Report 2018 Looking back at the last 12months has been quite a journey. We started the year with a tremendous indoor Quartet contest then on to the full band. We must thank the Gordon school in Huntly for this venue and the hard working canteen staff for seeing to our culinary needs. It is always great to see such a large turnout to both these contests. We moved on to our first outdoor contest of the season at Banchory, unfortunately the weather was not good to us or the contest promoters. Sadly the gate and the entry numbers were not what was hoped for. The Branch management team made a gesture to the Banchory committee of a few pounds returned and, this we hope, has given them a helping hand to go again. Aberdeen Games was for the management team, a challenge, with a very low entry due to the UK Championships on the Saturday. We asked the competing bands to fill in the afternoon with individual performances, all rose up to the request and we managed to pacify the council team. A big thanks goes to all who took part, to keep this local contest alive. Hopefully a larger entry may happen this coming year, it is unfortunate that the Council funding is seen as payment for musical entertainment throughout the day, rather than a pipeband contest. The solo contest has again proved to be very successful in numbers and musical talent. Our Prepare for Performance weekend in Inverness is progressing nicely with a number of North bands taking up the chance to education. We thank John Nevans and his team for their hard work and enthusiasm over the weekend. I must give a huge thanks to the Management team whom without, the Branch would not exist. 13 Music Board Report Sample drum scores for side, bass and tenor will be uploaded to RSPBA website for grades 4A and 4B. They can be used or enhanced to suit different abilities. Solo Drumming - A request in for branches to try to follow the same / similar criteria as the World Solo s. Jill McHaffie and Julie Brinklow are looking into this. Novice A and Juvenile bands will not be downgraded by the Gradings Standards Committee/ Music Board unless their Instructors request it. Bands who have 3 higher to lower transfers within a 12 month rolling period will be monitored. Grade 4 Survey results are now on the RSPBA web site. Grade 4 bands can submit tunes to the RSPBA for approval, very few bands have done this. PDQB - levels 5 & 6 Drumming criteria will increase in difficulty. This has been done to bring drumming in to line with the piping. A Level 2 Drumming will also be introduced in Merchandise at revamped HQ to be resurrected once completed. There will also be displays of historical items Education - Pipe Band College set up should be complete very soon. Last update was that role descriptions were being finalised and that there is hope to have this complete by the end of the year. Safeguards - info /questions for parents to be asking. Possible info sheet to be available being looked at. Competition Format Structural Review, Grade Realignment Project A group has been set up to review the current format. Reports on this will come over the coming meetings.

14 Director s report 2018 As we approach the end of another year it is time to reflect on what has happened in the Branch since the last AGM. Despite some drawbacks it has been a reasonably good period for us. This time last year we were in the middle of a series of tuition weekends aimed at allowing our members to gain Nationally Accredited Qualifications from either the SQA or through PDQB. In the end over sixty students were able to achieve this at various levels and in their own disciplines. It was with regret that we were not able to facilitate the next levels locally this year but hopefully that can be remedied in the future. The reinstatement of the Pipe Band College at Headquarters may help to make that happen. The competition season got off to a good start with excellent entries for both the Quartettes and Full Band indoor competitions in the Gordon School in Huntly. Then we moved outdoors to Banchory where the weather played its part but at least bands got a run out before the Majors started. Unfortunately Aberdeen Games again coincided with the Major in Northern Ireland so we were left with only the small number of bands that had not travelled. Our thanks must go out to those bands who did turn out at Hazelhead and were happy to accommodate the Council by giving those extra performances in the afternoon. We do need to keep them on our side to ensure the future of the competition. It remains to be seen what will happen next year when we have a similar clash. With no Mintlaw or Turriff contests our local season has been severely curtailed in recent years and despite our best efforts it is difficult to find venues/sponsors to extend it again. Any help that you can suggest with regards to this would be greatly appreciated. In the Majors it is disappointing that this was the last year that Forres will be holding one. It was widely agreed that they had raised the bar for everyone when it came to hosting a Major. It is thanks to them we now have an open bar at Glasgow for the Worlds rather than being hemmed in to a small part of the Green. We look forward to seeing if Inverness can reach those same standards next year. It has been a difficult year for our bands in the Majors this year. Some good early season results were not maintained throughout and only 2 making the prize list at the World s. Hopefully we can see a change next year. In March of this year at the Association AGM it was passed that branches with a high enough membership would be entitled to a third Director to sit on the Board. At time of writing we have not had anyone come forward to show an interest in joining Bob and I in our roles. We would urge you to spread the word that there is a vacant position there for anyone willing and able to contribute to helping run both the Branch and Association. Please don t hesitate in asking for any guidance as to what is involved, we will be only too glad to answer your queries.

16 Royal Scottish Pipe Band Association North of Scotland Branch Treasurer s Report As can be seen from the Financial Statement, we have had another healthy year on the Financial front with a surplus of just over 3860 All the Indoor Contests, which are self-financing, have run at a surplus, which is encouraging although without the raffle income, one of these was very close to running at a loss, so your support for the raffles is much appreciated. The Outdoor Contests have both run at a surplus, thanks to the Sponsors, and again, we still face the challenge of tightened budgets from Sponsors, and variable Adjudicator expenses, as they can travel from anywhere. On Education, we ran a PDQB/SCQF course in the autumn of 2017, with 66 students taking the exam. Once we had added up all the various costs and receipts, there was a surplus of which we paid 675 to Glasgow as a contribution to their Education Fund. The difficulty with pricing a course like this is the great unknown of just how many will attend, which was changing right up to the last minute. The general opinion seems to be that the course was deemed a success by all who attended. In Sundry Costs there were no major items: 500 for Meeting room hire, 250 for website services, 290 on Admin expenses, 110 on Glasgow AGM Travel and 60 on Sundry items. My thanks to the other Committee members, in particular Linda, for their support and guidance. My thanks also to Denise Buchan and Susan Cumming for giving up their time to audit the accounts.
