Introduction Shoreham Aerodrome conducted a stakeholder and public consultation between 23 rd February and 18 th May 2017 seeking opinions on the introduction of GNSS RNAV LPV approaches to runways 02 & 20. The consultation period was in line with Cabinet Office guidelines recommending a minimum of twelve weeks and this document is the Report of the Sponsor Consultation which will be part of the Airspace Change Proposal submitted to the CAA Safety & Regulation Group. All submissions, whether from aerodrome users, professional bodies or the local community, have been considered by Brighton City Airport Ltd. and included in the analysis of responses. 2. Invitations to Participate Consultation invitations were sent out to stakeholders (organisations and individuals), local aerodromes, national aviation organisations represented on the CAA s National Air Traffic Management Advisory Committee (NATMAC), local councils (County, District and Parish), the aerodrome s local MP and those of surrounding constituencies and other organisations that BCAL considered appropriate. (See Appendix A) The consultation document was distributed to the above as either an attachment to an or a URL link to a page on the aerodrome s website. The public were notified by: (i) Press release to printed and digital media organisations and a specific advert placed in the Shoreham Herald and Worthing Herald. (ii) to subscribers to the aerodrome updates (1,475 subscribers) (iii) News item broadcast on Juice FM (local Brighton radio station) and BBC Radio Solent. (iv) Seventeen local libraries within West Sussex County Council (including Shoreham-by-Sea, Lancing and Worthing) were issued with a poster to display. (v) Aerodrome website. The Homepage (containing GNSS consultation advert) received 41,515 views. The consultation page received 1,593 unique views. (vi) Aerodrome Facebook and Twitter pages. Facebook followers 3,203 Twitter followers 1,647 The Facebook notice was produced in two versions and boosted to the local area (radius 20 miles). Version 1 (initial notification) 33,095 accounts, 236 likes, 42 shares Version 2 (reminder of deadline) 1,269 accounts, 15 likes, 2 shares Page 3
4 The aviation community was also informed by: (i) Flyer magazine (flyer.co.uk) which receives approx. 70,000 hits per month and 4,800 subscribers to its weekly e-newsletter (ii) Pilot magazine (pilotweb.aero/news) (iii) AOPA website (iv) Article in Pilot Careers News 3. Consultation Responses Consultees Responses Shoreham Airport Consultative Committee 1 Shoreham Aerodrome based operators & tenants 4 Local Councils, National Park Authority & MPs 1 Air Traffic Services Providers & Other Agencies 1 National Air Traffic Management Advisory Committee (NATMAC) 3 Pilots & Aircraft Operators 8 Public / Unknown status of responder: 10 The responses were received via in the following manner: Completed feedback form 18 message 7 Minutes of a meeting 1 Letter (attachment) 2 Total : Consultation Options & Results BCAL was consulting on two possible options: Option A (preferred) Introduce the new GNSS RNAV LPV approach procedures to enable aircraft to approach the aerodrome with a greater degree of accuracy. Comply with internationally agreed requirements. Option B Do nothing. Continue with the current approved instrument approach procedures. Non-compliant with ICAO resolution or EASA NPA. Page 4
5 The results were as follows: Support Option A 26 ( 92.86% ) Support Option B 1 ( 3.57% ) No Comment 1 ( 3.57% ) The key themes of the responses were: Significant improvement Becoming more common across the USA and Europe Reducing pilot workload Increased safety The support for option B came attached to an that was more anti-aerodrome rather than a considered response to the proposal. 5. Conclusions After considering the responses received, BCAL have decided to proceed with the application to implement GNSS LPV Approaches. 6. The Next Step An official submission to the CAA Safety and Airspace Regulation Group (SARG) will be made by the end of June The SARG have up to 16 weeks to consider the aerodrome s application. A submission for the approval of the steep approach to runway 20 will also be made with its associated safety case. If the ACP and steep approach RWY20 receive approval then it will be necessary to wait for two AIRAC (Aeronautical Information Regulation and Control) cycles, approx. two calendar months, to ensure that the information is available to pilots and aircraft operators for them to update their flight management systems. It is envisaged that the new GNSS RNAV LPV approach procedures would become operational December 2017 or January Page 5
