Ginsburg, General Manager Dawn Kamalanathan, Director of Planning and Capital Division Brett Desmarais, Project Manager Subject: Gilman Playground Contract Value Increase Agenda Wording Discussion and possible action to amend the contract with Anvil Builders for Gilman Playground (3211V) to increase the change order allowed under the contract from $109, to an amount not to exceed $132,912 which is greater than 10% over the original contract amount. Strategic Plan Strategy 1 - Inspire Place Objective 1.2: Strengthen the quality of existing Parks & Facilities Strategy 2 Inspire Play Objective 2.2: Strengthen and promote the safety, health, and well-being of San Francisco youth and seniors Background Gilman Playground is located in the Bayview/Hunters Point neighborhood, bounded by Gilman Ave. to the Northeast, Bill Walsh Way to the Southeast, Ingerson Ave. to the Southwest, and Bret Harte Elementary School to the Northwest. Amenities at the approximately acre site include: a clubhouse with restrooms, basketball full-court, baseball field, children s playground, picnic tables, cargo container for operations storage, and a closed, free-standing restroom building. The children s playground, located on the South side of the property, was fully renovated and opened in June Prior to this Capital Improvement project, the playground was last renovated in 2000 by the San Francisco Conservation Corps. Prior to renovation the play equipment did not comply with current children playground safety standards.

2 As a project of the 2012 Clean and Safe Neighborhood Parks Bond, the Gilman Playground Renovation Project included the renovation the children s play area, modification of the clubhouse restroom for exterior wheelchair accessibility, site wheelchair accessibility, and related amenities. In March 2014 the Recreation and Park Commission approved the concept plan with a total project budget of $1.8 million from the 2012 Park Bond. The project is complete and was opened to the public in early summer Justification The project is fully funded and this request is not additional funds. The project team embarked on a long negotiation with the contractor for the last change order which took longer than expected. In addition there was personnel changes on the contractor side which extended our negotiation further, because the personnel needed to come up to speed on the outstanding matters. The contractor was requesting extended overhead cost which was unjustified and contractor could not submit a backup. The Recreation and Park Department has reached a final negotiation for the final amount of $23, This cost covers added turf as requested by the Department, as well as additional code-compliance design modifications stipulated by the Department of Building Inspection. 3 Staff Recommendation Staff recommends that the Commission approve amendment to the contract with Anvil Builders for Gilman Playground (3211V) to increase the change order allowed under the contract from $109, to an amount not to exceed $132,912 which is greater than 10% over the original contract amount $1,211,850.
