2 Background of the Study In 2015, JICA Preparatory Survey Bangkok Chiangmai High Speed Rail Development Project was started April in 2018, Minister Arkhom (Thai) and Minister Ishii (Japan) had a conference MOT in Thai side concerned about Urban Development in the Station Areas (Nakhon Sawan Station Area & Phitsanulok Station Area) August in 2018, JICA Survey team has visited Thailand and study Preliminary Urban Development in the Station Areas 2

5 Contents of the Study Review of the existing master plans in the cities along HSR Stations, other related plans in the HSR region, future plans (Population), and current condition (land use, transportation, vacant sites for development) Study of the future vision and urban development direction on the target sites (Making as the Concept Paper ) Study on the urban development plan (draft) in the target sites (Update of the existing development plans, study for applying urban function and transportation function) Arrangement of the issues for implementation of the urban development project in the target areas Benefit contribution to the HSR Station Areas and local city government by the HSR development 5

8 Topic 01: Recognition of Basic Information and Location in Two Station Areas (Phitosanulok Station Area and Nakhon Sawan Station Area) Study Flow to making Urban Development Concept Previous study of the Urban Development was focused on only inside SRT Station Site In this study, by recognizing National Plan and Location of the Station Areas, then, proceeds the study of the Urban Development in the two station areas. Two Cities in the National Plan Basic Recognition Location of the Two Station Areas Opinion and Data Collection Interview to Related Authorities (DPT, NESDB, SRT, PS City, NS City) and Site Visit to Two Station Areas 8

9 No. Policies on the Development of the Six Regions in the National Spatial Development Plan 2057 of Thailand Region Development Policy 1 Bangkok and its vicinity Developing this region as a world leading metropolitan area to make it an Asian hub of economy and air transport. Making it a livable, beautiful, attractive city, and stopping the urban sprawl. Making the most efficient use of the urban area to enhance the urban functions of Bangkok and its vicinity linking it with a comprehensive, state of the art public transport system so that the urban functions will cover the entire region. 2 Eastern Region Developing this region as an industrial center and a world class, leading edgeportcitytoenhanceits functions as Asia s economic gateway and center of transportation and distribution. Providing support so that Chachoengsao, Chonburi, Pattaya, and Rayon, which are major cities, will become economic centers that will support the expansion of the metropolitan area. 3 Central Region Developing good agriculture, aiming to make this region a global food center and encouraging agricultural practice by positioning the region as the center of chemical free farming techniques. Managing world class natural and historical tourist attractions and supporting clean industries. Developing Ayutthaya, Saraburi, Ratchaburi, and Hua Hin as major cities that will support the 4 Northeastern Region 5 Northern Region 6 Southern Region economic expansion of the metropolitan area. Developing this region as the economic gateway for Indochina, conserving relics of ancient civilization and world heritage and maintaining good farmland. Promoting the development of Nakhon Ratchasima, Khon Kaen, Udon Thani, Ubon Ratchathani, and Mukdahan as central cities that link the settlements. Developing this region as the economic center of countries along the Mekong River, developing road and railway networks, and developing Chiang Mai, Chiang Rai, Phitsanulok, and Nakhon Sawan as core cities of the Northern Region. Maintaining the proportion of forests and water resources at 60% or higher in terms of area and creating settlements that are livable and maintain the characteristics of the Lan Na culture. Developing this region continuously as an economic bridge with other countries based on its cultural diversity and rich natural resources, and promoting the halal food industry to promote this region as a world class tourist attraction. Developing Hajai, Songkhla, Suratthani, Nakhon Si Thammarat, and Pattani as regional core cities. Source: DPT,2009 9
