4 Government in Palm Beach County This publication is provided by the Palm Beach County Board of County Commissioners to help citizens understand the responsibilities of the people they elect and how to contact the appropriate elected representative(s) for information and services. Palm Beach County citizens elect representatives to their state and federal governments as well as local offices. Our county has many different governmental bodies operating within its boundaries. The members of each governing board are elected or appointed independently; each entity has its own set of duties and responsibilities, and establishes its own budget. The Board of County Commissioners is elected by the citizens of Palm Beach County and has no jurisdiction over municipal governments, constitutional officers and judges, the Palm Beach County School Board, various improvement/drainage districts, and other independent special taxing districts. The function of the Board of County Commissioners is to establish policies and enact laws pertaining to unincorporated areas of the county and to enact specific countywide ordinances outlined in the Charter of Palm Beach County. Handling day-to-day operations of county government is an appointed county administrator who has executive powers to implement the policies and procedures set forth by the Board of County Commissioners. The county administrator manages an annual budget of over $4 billion and oversees some 6,000 county employees. Seven independent constitutional officers are elected by local voters: the sheriff, state attorney, public defender, clerk and comptroller, property appraiser, tax collector and supervisor of elections. Judges and members of the Palm Beach County School Board are also elected by voters. Residents living within the boundaries of a municipality and certain improvement, and water control and drainage districts have additional elected or appointed representatives, such as mayors, council members and supervisors. There are more than 100 special taxing districts in Palm Beach County with the power to levy taxes and assessments in order to provide services. Some special taxing districts collect funds through ad valorem taxes, meaning the tax dollars are based on property values. Other districts collect assessments, which are fixed amounts for each unit of land owned. The Palm Beach County Public Affairs Department has a number of publications that further explain specific functions of Palm Beach County government, such as the Charter of Palm Beach County and the Guide to Services. Olive Ave., West Palm Beach, FL The policy-setting body of county government also sits as the Solid Waste Authority Governing Board, the Environmental Control Hearing Board, the Zoning Board, and the Child Care Facilities Board. The seven county commissioners are elected from single-member districts to staggered four-year terms. An appointed county administrator oversees the dayto-day operations of county government. The Board of County Commissioners generally meets on the first and third Tuesdays of the month in the sixth floor chambers of the Robert Weisman Palm Beach County Governmental Center, 301 N. The schools superintendent is the chief executive officer and instructional leader of the school system and is hired by the board to oversee the day-to-day operations of the district.
