2 The Strategic Plan will focus on the following items: Neighborhood park planning is the focus of this presentation. Other strategic plan priorities will be addressed through public process in the future. Town of Castle Rock Parks and Recreation 2
3 Funding Sources Core Service Priorities Maintain parks within walking distance of residents (core service level). Parks and Recreation Capital Fund (impact fee) To renovate and upgrade existing parks. Conservation Trust Fund, Douglas County Shareback To develop new facilities to meet growth. Parks and Recreation Capital Fund (impact fee) Develop and maintain trails. Transportation Fund, sales and use tax Maintain existing recreation facilities and provide programs. Community Center Fund, user fees, sales and use tax General Fund, impact fees, unobligated fund balance 3

7 We anticipate developing five to eight acres of parkland within an allotted $2 million budget. Based on established criteria, the following sites are under consideration for development: 1. Terrain Lot 2 (10.94 acres) 2. Castlewood Ranch Tract L (10.75 acres) 3. Cobblestone Ranch Tract L (190 acres) 4. Crystal Valley South/Park School (10 acres) 5. Meadows F18 Lot 2 (5.51 acres)

9 Prioritization Neighborhood Park Planning In addition to garnering public feedback, we are using the following evaluation criteria for site selection: The private and public amenities that exist within the site s service area. Includes athletic fields, playgrounds, swimming pools, tennis courts, dog parks, etc. Existing access to open space and trails. Anticipated development costs will vary depending on current access roads, existing utilities, proximity to water and sewer, size of site, shared costs with school, etc. Current density and potential growth rate based on permit applications. Depends on closeness to existing facilities and infrastructure. Ability to offer athletic and recreational programs through fields, courts, etc. 9
