Mission Statement The Genesee/Finger Lakes Regional Planning Council (G/FLRPC) will identify, define and inform its member counties of issues and opportunities critical to the physical, economic and social health of the region. G/FLRPC provides forums for discussion, debate and consensus building, and develops and implements a focused action plan with clearly defined outcomes, which include programs, personnel and funding. Abstract This report provides information on the issuance of new building permits in 2006 to identify areas of growth within the Genesee/ Finger Lakes Region (G/FL Region) that might require transportation planning and service modifications. The G/FL Region is compromised of Genesee, Livingston, Monroe, Ontario, Orleans, Seneca, Wayne, Wyoming, and Yates Counties. The report analyzes the number of permits issued, total square footage, and total value for new buildings for each municipality within the region as well as the Transportation Management Area (TMA). The TMA covers Monroe County and the municipalities adjacent to Monroe County in Livingston, Ontario, and Wayne Counties, as well as the Town and City of Canandaigua. The analysis looks at the following categories and respective subcategories: residential (single-family, two-family, three or four-family, five-or more family, mobile/manufactured homes); industrial; commercial (offices/banks, retail/service, service stations, hotels/motels); community service (hospitals/health facilities, schools/churches, public works/safety, utilities); and not elsewhere classified. 7 Introduction The Genesee Transportation Council (GTC) provides funding annually for the Regional Land Use Monitoring Report under its Unified Planning Work Program. The purpose of this report is to provide information on new building permits by type, size, and value to identify areas of growth within the Genesee -Finger Lakes (G -FL) Region that will, as a result, require increased transportation planning and services. The Regional Land Use Monitoring Report includes residential, industrial, commercial, and community service building permit data for all nine counties in the G/FL Region. Prior to 2000, the number of permits issued for commercial, industrial, and community service buildings was not available for Monroe County, and data on industrial and community service permits was not available for Wyoming County. The categories (and associated subcategories) for building permits data are as follows: Residential (single-family, two-family, three-or-four-family, five-or-more-family, and mobile homes/trailers) Industrial Commercial (offices/banks, retail/service, service stations, hotels/motels) Community Service (hospitals, schools) Not Elsewhere Classified A three-year trend analysis is provided for permitted residential units in all nine counties and industrial and community service building permits are analyzed over the three-year period. This time-series analysis is based on this year s and the two previous years land use monitoring reports produced by the Genesee/Finger Lakes Regional Planning Council. In addition, a time series (or historical trend) analysis is provided for residential, industrial, and commercial development and subdivision approvals in the Transportation Management Area (TMA). The TMA includes Monroe County and the adjacent municipalities to the south and east as well as the City and Town of Canandaigua. Table 1 represents the municipalities that, along with Monroe County, comprise the Transportation Management Area. Given that many conclusions can be drawn from the data on permitted building activity, tables are provided in appendices at the end of this report for the reader to use for their own needs and analysis. 8 Methodology The building permit data included in this report was collected through surveys sent to the municipal or county officials responsible for the collection and dissemination of such data in the nine counties. In six counties these officials were, in most cases, the code or zoning enforcement officers; in some cases the municipal clerks. In Seneca and Wyoming Counties building permit application approval and inspection are the responsibility of the respective county building departments. Those two departments provided the data for their counties. The Monroe County Planning and Development Department s Division of Planning administered the surveys, received the responses from municipal officials in the County, and forwarded the data to the Genesee/Finger Lakes Regional Planning Council. Each municipality received a survey in January of 2006 asking for the requested data. The initial survey was followed up with a reminder postcard along with a telephone reminder to those municipalities that had yet to respond. In some cases, several calls were made to the appropriate parties, in an effort to acquire the requested information. Overall, data was collected for 166 of the 192 municipalities in the nine-county Genesee-Finger Lakes Region (86.4%). The survey requested information on the number of permits issued, total square footage and total value for new buildings in the defined categories and associated subcategories. In addition, the same building permit information for buildings outside of these categories was requested along with a description of the type of building(s) in the Other category. The instructions for completing the survey as printed on the first of the two-page document were as follows: Include only permits for the construction of new buildings in Do not include additions, repairs, decks, in-ground pools, etc. or buildings used for storage such as sheds and pole barns. Do not include permits for construction that was completed in 2006 but permitted in If the responses below include a town and a village on the same sheet, please denote this by listing them separately on the same line (example: T 8/ V 12). For each of the nine counties, there is a discussion of new permitted building activity in 2006 and county maps of new residential units permitted in 2006 by municipality (Maps 1 9, Map 10 represents Permits for Residential Units for the nine-county G/FL Region). Maps of industrial, commercial, and community service building permits issued in 2006 are presented in maps of the nine-county G/FL Region (Maps 11-13). The information and data provided for new permitted building activity data in Monroe County and the remaining portion of the TMA follows the same format. Maps 14 through 17 present the numbers of permitted residential, industrial, commercial, and community service buildings in the TMA in Map 18 shows the distribution of residential building permits among the Transportation Analysis Zones (TAZ) within the TMA outside of Monroe County. 9 The residential data for TMA municipalities were used in a time series analysis of number of new residential units by municipality for the years 1994 through 2006 in the Rural TMA and from 1994 through 2006 in Monroe County. The number of permits issued for industrial and commercial buildings from 1994 to 2006 in the Rural TMA are also presented and discussed in the same manner. A three-year time series analysis of permits issued by municipalities in the Genesee-Finger Lakes Region that responded to the survey all three years are provided for permits that were issued for buildings across all categories. Data for Wyoming County between 2004 and 2006 are provided for all but industrial and community service buildings. The data gathered on number of building permits issued, square footage, and value in each category/subcategory by municipality in and for the Rural TMA are presented in appendices A through H. 10 2006 County Building Permit Analysis Genesee County (The Towns of Batavia, Pavilion, and Alexander, as well as the Village of Alexander, did not return surveys and are therefore not included in the analysis.) Fifty-eight residential building permits were granted in Genesee County in The largest number of permits was issued in the Town of LeRoy (10, valued at $1,861,324). The Towns of Pembroke, Byron, and Darien issued 9, 8, and 7 permits respectively. All of the residential permits issued were for single-family structures (12 of the 58 permits issued were for mobile/manufactured homes). Map 1 shows the number of new residential unit permits in Genesee County in Three permits for new industrial buildings were issued in 2006: two in the Town of Bergen, and one in the City of Batavia. Map 12 shows the number of new commercial building permits by municipality in the Genesee-Finger Lakes Region in No permits for community service buildings were reported for Genesee County municipalities in Map 13 shows the number of new community service building permits by municipality in the Genesee-Finger Lakes Region in Permits that did not correspond to the above-described categories were included as Not Elsewhere Classified. One of these permits was issued in the City of Batavia in 2006 for a community building located within an apartment complex. Thirteen Demolitions were permitted in Genesee County in 2006, including 6 residential structures, 4 commercial structures, and one structure not elsewhere classified. Several Genesee County municipalities do not issue demolition permits, and therefore county-wide demolition data is incomplete. Map 11 shows the number of new industrial building permits by municipality in the Genesee-Finger Lakes Region in Four permits were issued for commercial buildings in Genesee County. The City of Batavia issued two permits totaling $1.65 million. The Town of Bethany and the Village of LeRoy each issued a single permit. 11 Livingston County (The villages of Leicester, and Livonia, as well as the towns of Sparta and Springwater, did not return surveys and are therefore not included in the analysis.) 152 new residential unit permits, for 154 units, were issued in Livingston County in The largest number of singlefamily homes was permitted in the Town of Avon (23) with a total value of $2,273,000. The Town of Avon also led municipalities regarding total number of new units with 28 (23 single-family homes, 5 mobile/manufactured homes) for a total value of $2,439,500. The Town of Livonia issued the next highest number of permits with 26 (18 single-family homes, 8 mobile/manufactured homes). The Town of Geneseo issued 11 permits (totaling 13 units valued at $1,512,000); the Town of Lima and the Village of Avon each issued 9 permits for 9 units valued at $1,405,000 and $1,258,950 respectively. The Town of Avon along with the towns of Livonia and Geneseo issued 43% of the total residential permits reported in Livingston County in Map 2 shows the number of new residential unit permits in Livingston County in In 2006, municipalities in Livingston County issued five permits for new industrial buildings. The Village of Avon issued the highest valued industrial permit at $34.7 million. The Town of York issued two permits totaling $397,240, and the towns of Caledonia and Lima each issued one permit with values totaling $300,000 and $140,000 respectively. Map 11 shows the number of new industrial building permits by municipality in the Genesee-Finger Lakes Region in A total of six permits were issued for new commercial buildings. The Village of Dansville and the Town of Livonia each issued two Office/Bank permits. The Village of Dansville also issued one Service Station permit, while one Retail/Service permit was issued in the Town of North Dansville. Map 12 shows the number of new commercial building permits by municipality in the Genesee-Finger Lakes Region in Two community service building permits were issued in Livingston County in One for a hospital in the Village of Dansville valued at $10 million, and one for a church in the Town of Groveland valued at $100,000. Map 13 shows the number of new community service building permits by municipality in the Genesee-Finger Lakes Region in Permits that did not correspond to the above-described categories were included as Not Elsewhere Classified. Six of these permits were issued in Livingston County in The Village of Nunda issued 3 permits, the Towns of North Dansville issued two permits (one for an air medicine transport base, one for a pilot training building) and the Town of Lima issued one permit. 12 Thirty-five demolitions were permitted in Livingston County in Of these, 22 were residential structures, 5 were commercial structures, and 8 were for structures not elsewhere classified. Monroe County (Data is available for all municipalities.) Municipalities in Monroe County issued 1,138 Residential building permits for a total of 1,429 new residential units in As has been the trend in recent years, the eastern portion of the county witnessed the most development. The Towns of Penfield, Perinton, Pittsford, and Webster issued a combined total of 378 permits, totaling 406 units, valued at $87,371,061 (down from 518 permits for 532 units valued at $138,101,763 last year). The largest number of single-family-unit permits issued in a municipality was in the Town of Henrietta (176), for a total value of $26,426,695. The Town of Greece issued the next largest number of single-family unit permits (156) valued at $26,227,445 (Greece also issued 14 two-family unit building permits). The Town of Webster issued 154 single-family permits, and five multi-family permits (for 33 units), making a total of 187 units (the most in the county) valued at $34,174,361. The Town of Penfield issued 110 residential building permits and the Town of Chili issued 108, valued at $29,558,000 and $22,471,775 respectively. Most Multiple-Family Unit Buildings were permitted in the Town of Greece where 14 such permits were issued totaling 28 units. The most individual Units permitted, however, were in the town of Brighton where 4 multiple-family building permits were issued totaling 89 units. The Village of Hilton issued one such permit totaling of 69 units. The Town of Webster issued 5 permits for 33 units, and the Village of Churchville issued 1 permit also for 33 units. The City of Rochester issued a permit for a multi-family building consisting of 32 units. The total value for multiple-family residential units permitted in Monroe County in 2006 was $39,485,500 up from $24,173,484 in Map 3 shows the number of new residential unit permits in Monroe County in The largest number of permits for new industrial buildings was issued in the Town of Henrietta: 22 with a value of $19,064,958. The Town of Riga issued 2 industrial permits, the villages of Brockport, Fairport, and the Town of Gates each issued one permit (value data was not available for several of these permits). Map 11 shows the number of new industrial building permits by municipality in the Genesee-Finger Lakes Region in In the category of new commercial buildings, 87 permits with a total value of $132,858,733 were issued in Monroe County. The Town of Penfield issued the most with 30 followed by Chili with 22. The Town of Greece issued 12 commercial permits valued at $18,682,271. The Towns of Chili and Penfield, however, did not specify between commercial and industrial permits, yet it is likely that the majority of these permits are indeed commercial. 13 Map 12 shows the number of new commercial building permits by municipality in the Genesee-Finger Lakes Region in Three permits were issued for new community service buildings in Monroe County. The Town of Greece issued two for a value of $10,249,000, and the Town of Pittsford issued one valued at $6 million. Map 13 shows the number of new community service building permits by municipality in the Genesee-Finger Lakes Region in Permits that did not correspond to the above-described categories were included as Not Elsewhere Classified. The Village of Fairport and the City of Rochester each issued one of these permits. Of all the counties in the Genesee-Finger Lakes Region, the most demolitions in 2006 were permitted in Monroe County. 421 demolition permits were issued consisting of 251 residential structures, 8 industrial structures, 10 commercial structures, and 120 structures not otherwise classified (the towns of Chili and Henrietta accounted for 32 demolitions altogether, but did not specify the types of buildings demolished). More than half of the county s demolition permits were issued in the City of Rochester and consisted of mostly residential structures (210 of Rochester s 290 demolitions were for residential structures). Ontario County (Data is available for all municipalities.) Ontario County municipalities permitted 439 new residential structures in 2006, for a total of 546 new residential units. The majority of new residential development for 2006 (as in 2005 and 2004) was in the northern (and central) portion of the County. The Town of Canandaigua witnessed the largest number of new units (170) with 114 permits issued. The breakdown of these permits is as follows: 102 permits for single-family unit homes, 8 permits for multiple-family unit homes (64 units), and 4 permits for mobile/manufactured homes. The Towns of Victor and Farmington also issued significant numbers of permits with 77 and 66 respectively. Other municipalities that issued many new residential permits in 2006 include the Town of Gorham (30), the town of Manchester (23), the Town of Richmond (16), and the town of South Bristol (14). Excluding the Town of Canandaigua s 114 residential permits for which a value amount was not available, total construction cost for Ontario County s permits was just over $53 million. Map 4 shows the number of new residential unit permits in Ontario County in Four industrial building permits were issued in Ontario County in Two were issued in the Town of Phelps; one was issued in the Town of East Bloomfield, and one in the Town of Victor, for a combined value of $1,318,000. 14 Ten new commercial building permits were issued in Ontario County, with the Town of Victor issuing the most (4, combining to total $1.45 million). The town of Hopewell issued two commercial permits in the Retail/Service category valuing 780,000. Four other Ontario County municipalities each issued single Retail/Service permits. The value for all commercial permits in Ontario County for 2006 was $5,309,700. The Town of Carlton issued the largest number of permits in the County with 11, valuing $1.6 million. The Towns of Yates and the Village of Medina issued six and five permits respectively with total values of $1,077,000 and $376,800. The largest number of permits (19) was issued in the Town of Fayette (8 single-family, 11 mobile homes). The Town of Waterloo issued 18 permits (3 single-family, 15 mobile homes), and the towns of Lodi and Covert issued 14 and 12 permits respectively. The Village of Waterloo had the greatest number of units permitted due to a Multiple-Family Unit Permit consisting of 41 units and valued at $4.3 million. 16 Wayne County (The Towns of Butler, Lyons, Marion, Walworth, Williamson, and Wolcott, as well as the Villages of Clyde and Lyons, did not return a survey and are therefore not included in the analysis.) Municipalities in Wayne County issued 128 permits for 131 new residential units in As is recent years, it is likely that the western portion of Wayne County experienced the most growth, however, it is difficult to determine without all necessary information having been reported. The Town of Ontario issued 42 permits (40 single-family structures, 2 mobile homes) valued at about $6.7 million. The Town of Macedon issued 15 permits (totaling 18 units) valued at over $2.6. The Town of Palmyra issued 14 permits while the towns of Arcadia, Huron, and Sodus issued twelve permits each. Of the 128 permits issued in the county, 93 were for single-family homes, 3 were for multiple-family homes, and 32 were for mobile homes. Map 7 shows the number of new residential unit permits in Wayne County in Five permits were issued for new industrial buildings in Wayne County in Two permits were issued in the towns of Galen (totaling $300,000) and Ontario (totaling about $2.5 million). One permit was issued in the Town of Palmyra valued at just over $5.5 million. The total value of new industrial building permits in Wayne County was $8,292,776. A total of 10 permits were issued for new commercial buildings in The Town of Ontario issued 4 of these permits valuing $1,406,000. The Town of Macedon and the Village of Newark each issued three commercial building permits with values totaling $471,000 and $2,678,000. The total value for commercial building permits in Wayne County was just over $4.55 million. As was the case last year, the towns of Bennington and Arcade issued the most permits with 13 and10 respectively. The towns of Eagle and Java issued 9 and 7 permits. The rest of Wyoming County s residential permits were spread rather evenly throughout the county s municipalities. In total, 56 of the 72 permits were for single-family homes and the remaining 16 were for mobile homes. Residential: For the three-year period of 2004 through 2006, the Town of LeRoy permitted the most new residential units in Genesee County with 40. The Town of Pembroke had the next highest number of new units with 33, and the towns of Darien and Stafford followed with 31 and 20 units respectively. Countywide, the total number of Residential units permitted has declined over the past three years. In 2004 (not including municipalities for which data was not available for one or more years) 90 units were permitted in Genesee County. That number decreased to 72 in 2005, and then down to 57 in Industrial: A total of 4 permits for industrial buildings were issued in Genesee County from 2004 to The Town of Bergen issued one of these permits in 2005, and 2 in The City of Batavia issued one industrial building permit in Industrial building permit numbers increased over the last 3 years: 0 in 2004, 1 in 2005, and 3 in Commercial: Twenty-five commercial permits were issued in Genesee County from 2004 to The Village of LeRoy issued the most with 7, followed by the City of Batavia with 5. The Town of Stafford issued 4, Byron issued 3, and the towns of LeRoy and Pembroke each issued two. The number of commercial permits has declined over the three year period: 13 in 2004, 9 in 2005, and 3 in Community Service: Of the municipalities included in this analysis, none issued community service building permits from 2004 to Livingston County (Data for the following municipalities was not available for one or more years ( ) and is therefore not included in this analysis: Towns of Conesus, Geneseo, Leicester, Mount Morris, Ossian, Portage, Sparta, Springwater, West Sparta; and the Villages of Avon, Geneseo, Leicester, and Livonia). Residential: The number of residential units permitted in Livingston County has fluctuated over the past three years, from 113 in 2004, up to 132 in 2005, and back down to 92 in Of the 337 units permitted over the three years, 60% (201) were issued in the towns of Avon and Livonia alone. The Town of Livonia issued permits for 126 residential units from 2004 to 2006, more than any other municipality in Livingston County. 20 Industrial: Ten industrial permits were reported in Livingston County from 2004 to The Town of York issued the most with five totaling $437,240. The Town of North Dansville issued two totaling $94,000. Three other municipalities (Towns of Caledonia, Lima, and the village of Mount Morris) issued one permit each from 2004 to The number of industrial permits issued in Livingston County has remained steady over the last three years. In 2004, two permits were issued followed by 4 in 2005 and 4 in Commercial: Of the municipalities reporting all three years, 25 commercial permits were issued from 2004 to The Towns of Avon and Livonia issued the largest numbers of new commercial permits with six each. The Village of Dansville permitted four commercial buildings (from ), and six other municipalities within the County issued the remaining nine permits. The total value of commercial development in the Town of Livonia was close to $3.5 million from 2004 to more than any other municipality in Livingston County. This was due primarily to three Retail/Service permits in 2005 valued at $3 million. The Town of Avon s commercial permits over the same period totaled $2,268,500, while the Town of North Dansville s permits were valued at $1.17 million. All other municipalities had permits valuing less than $1 million. The number of permits issued for commercial structures in Livingston County has varied slightly over the past three year period: 8 in 2004, 11 in 2005, and 6 in Community Service: The Village of Dansville and the towns of Groveland and Livonia issued the only Community Service permits in Livingston County from 2004 to The Town of Livonia issued two permits in 2005 totaling $50,000, the two remaining permits were issued in 2006, one for a hospital in the Village of Dansville at $10 million, and one for a church in Groveland at $100,000. Monroe County (Data is available for all municipalities.) Residential: Over 4,800 residential units were permitted in Monroe County between 2004 and 2006 (down from 5,100 between 2003 and 2005). Much of the growth occurred to the east and south of Rochester: nearly two-thirds of the new residential units were located on the east side of Monroe County (using the Genesee River as the dividing line). Municipalities on the east side combined to permit 2,826 units, those on the west side combined to permit 1,745 new units, and the City of Rochester itself permitted 267 new units over the three-year period. 21 The Town of Webster permitted the largest number of new residential units (692) followed by the Towns of Greece (602), Henrietta (587), Brighton (507), Penfield (358), Chili (337), Pittsford (271), and Perinton (194). The number of new units permitted has decreased over the past three years from 1,753 in 2004, to 1,656 in 2005, and down to 1,429 in The most notable increases in new units between 2005 and 2006 occurred in the villages of Hilton and Churchville. These increases were due largely to multiple-family unit structures. In Hilton a permit for a building containing 69 units was issued, and in Churchville a building containing 33 units was permitted. In most other cases, Monroe County municipalities issued fewer permits in 2006 than in the two previous years. Industrial: During the last three years, a total of 75 industrial permits were issued in Monroe County. The Town of Henrietta issued 55, which is by far the most in the County. The number of industrial building permits issued in Henrietta has increased over the last three years, from 13 in 2004, to 20 in 2005, and up to 22 in Commercial: A total of 248 commercial permits were issued from 2004 to 2006 (a small drop from 271 from ). The Town of Penfield issued the greatest number of commercial permits with 85. The Town of Chili issued 39, and the Town of Greece issued 29 commercial permits during this time period. This data is somewhat questionable however because the towns of Chili and Penfield do not specify between commercial and industrial permits, yet it is likely that most of these permits are indeed commercial. Community Service: Twenty community service building permits were issued in Monroe County from 2004 to The Town of Pittsford issued the most with 5 over the three year period; the City of Rochester issued the next most with 4. Ontario County (Data for the following municipalities was not available for one or more years ( ) and is therefore not included in this analysis: Villages of Bloomfield, Phelps, and Rushville). Residential: Just fewer than 1,700 residential units were permitted in Ontario County from 2004 to 2006, the most of any county in the Genesee-Finger Lakes Region outside of Monroe County. Almost 60% of the units permitted were in just three municipalities: the Towns of Canandaigua, Farmington, and Victor. The Town of Victor alone accounted for over 25% of the County s new residential units over the 3- year period. Residential development has fluctuated over the past three years: from 617 in 2004, down to 536 in 2005, and up to 546 in The most notable increase from 2005 in new residential units occurred in the Town of Canandaigua, where eight multi-family structures totaling 64 units were permitted. 22 sued 9 multiple-family unit structures totaling 56 units this helped account for a net increase of 70 units in between 2005 and Industrial: Twenty-five industrial permits were issued in Ontario County from 2004 to The Town and Village of Victor issued 12 (48%) of these permits. The Town of Phelps issued 6, and five other municipalities combined to issue the remaining 7 permits. Commercial: Forty-one commercial permits were issued in Ontario County from 2004 to The Town of Victor issued 11 of these permits- the most of any municipality in Ontario County. The Town of Canandaigua issued 6 over the three-year period, while the towns of Hopewell and Phelps each issued 5. Ontario County s commercial permits have decreased over the three-year period: from 17 in 2004, to 14 in 2005, and down to 10 in Community Service: The Village of Phelps and the Town of Geneva issued the only community service building permits in Ontario County from 2004 to Orleans County (Data for the following municipalities was not available for one or more years ( ) and is therefore not included in this analysis: Towns of Barre, Clarendon, Kendall, and Murray; Villages of Holley, Lyndonville, and Medina). Residential: Of the Orleans County municipalities that submitted data for all three years, a total of 128 residential units were permitted. Thirty-three percent of the units permitted (42 of 128) were located in the Town of Carlton. The towns of Ridgeway and Yates permitted 19 and 18 units respectively over the three year period, while the Town of Shelby and the Village of Albion permitted 14 units each. Residential construction fluctuated during the last three years ( ). In 2004, Orleans County municipalities permitted a total of 43 new residential units that number increased to 52 residential units in 2005, and then decreased to 33 in Industrial: Among municipalities that reported permits for each of the three years, just one industrial permit was issued. The Town of Albion issued it in 2005 at a value of over $50,000. Commercial: A total of seven commercial buildings were permitted in Orleans County from 2004 to 2006: three in the Village of Albion, and the rest distributed evenly among four other municipalities. Community Service: Two community service buildings were permitted in Orleans County from 2004 to 2006; they were in the Town of Ridgeway in 2004 and in the Village of Albion in Prepared by the Genesee/Finger Lakes Regional Planning Council 16

23 Seneca County (Data is available for all municipalities.) Residential: 389 new residential units were permitted in Seneca County from 2004 to 2006 (up from 368 from 2003 through 2005). The Town of Fayette issued 57 residential permits during this period, the most of any municipality, and the Town of Waterloo issued 52. Development was again spread out throughout the County (not concentrated mainly in the northern half as seen in recent years). The Towns of Romulus, Lodi, Varick, Ovid, and Covert combined to permit 159 new unitsabout 40% of all units in Seneca County over the three year period. The total number of residential permits issued in Seneca County has fluctuated over the three years: 130 residential permits in 2004, 104 in 2005, and 155 in Industrial: One industrial building was permitted in Seneca County from 2004 to That permit was in the Town of Seneca Falls in No other industrial buildings were permitted in the last three years. Commercial: A total of 56 commercial buildings were permitted from 2004 to 2006 in Seneca County. The Town of Varick issued the most with nine- 8 in 2004 and one in The Town of Waterloo issued the next most commercial permits with eight. The towns of Fayette and Romulus issued six and five permits respectively, while Junius and Seneca Falls permitted four each. Five other municipalities combined to issue the remaining 10 commercial permits. The total number of permits for commercial buildings in Seneca County decreased between 2004 and 2006: from 21 issued in 2004, to 12 in 2005, and 13 in Community Service: A total of 6 community service buildings were permitted in Seneca County from 2004 to The permits were distributed evenly throughout six municipalities with each issuing a single permit over the three year period. Wayne County (Data for the following municipalities was not available for one or more years ( ) and is therefore not included in this analysis: Towns of Butler, Lyons, Marion, Palmyra, Walworth, Williamson, Wolcott; and the Villages of Clyde and Lyons). Residential: 454 residential units were permitted in Wayne County from 2004 to 2006 (only including those municipalities for which data was reported each of the last three years). Although many municipalities in western Wayne County did not report permit information for one or more of the three previous years, it is safe to assume that most residential development occurred in the western portion of the County as trends from previous years would indicate. 24 Town of Macedon permitted 79, Sodus- 48, Huron- 34, Arcadia- 33, Galen-22, and Rose- 21. Eight municipalities combined to issue the remaining 51 permits. Based on the data provided only by municipalities that reported each of the three years (from 2004 to 2006), development in Wayne County decreased during this period (this however would not likely be the case had data been reported for all municipalities). In 2004, the total number of residential permits issued was 171. That number decreased to 166 in 2005, and then down to 117 in Industrial: A total of 12 industrial permits were issued in Wayne County from 2004 to The Towns of Galen and Macedon issued 4 and 3 permits respectively. The Town of Ontario and the Village of Wolcott each permitted two industrial buildings, and the Village of Newark issued one industrial permit over the last three years. Two municipalities (Galen and Ontario) issued permits for industrial buildings in In 2005, two permits were also issued- one in Macedon, and one in the Village of Newark. In 2004, six permits were issued- two each in Galen, Macedon, and in the Village of Wolcott. Commercial: Municipalities in Wayne County issued 28 commercial permits from 2004 to The Town of Ontario issued the largest number of commercial permits with eight followed by the Village of Newark with six, and the Town of Sodus with five. The total value of commercial permits issued from 2004 to 2006 in the Town of Ontario was over $5.45 million - more than any other Wayne County municipality. The Village of Newark was next issuing commercial permits totaling more than $3.7 million. The number of permits issued for commercial buildings in Wayne County has remained relatively steady over the past three years, from 9 in 2004, to 11 in 2005, and 8 in Community Service: No community service buildings were permitted in Wayne County from 2004 to 2006 among the municipalities that reported all three years. Wyoming County (Data is available for all municipalities.) Residential: During the last three years ( ), 273 residential units were permitted by Wyoming County municipalitiesdown slightly from 296 during ). 118 (43%) of the permitted units were in the western most municipalities of the County (the Towns of Bennington, Sheldon, Java, and the Town and Village of Arcade). The Town of Bennington permitted the largest number of residential units over the three year period with 37. 25 The towns of Eagle and Warsaw also permitted a significant amount of new units with 19 and 23 respectively. Commercial: From 2004 to 2006, Wyoming County municipalities permitted a total of 139 commercial buildings (up from 128 from ). The Village of Arcade permitted thirty-two commercial buildings (22 of which were issued in 2004), far more than any other municipality in Wyoming County. The Town of Sheldon permitted twelve, and the Village of Perry and the Town of Eagle permitted ten each. Wyoming County s high reported commercial permit numbers are likely due to the fact that the County does not differentiate between commercial and industrial permits. Therefore, some of the permits reported as commercial would likely fit more appropriately into the industrial category. The number of Wyoming s issued commercial permits has fluctuated over the three year period: 45 were issued in 2004, 54 issued in 2005, and 40 issued in Yates County (Data for the following municipalities was not available for one or more years ( ) and is therefore not included in this analysis: Towns of Benton, Jerusalem, Middlesex, Potter, Starkey; and the Villages of Dresden, Dundee, and Penn Yan). three years. The Town of Barrington reported the largest number of residential units with 53, the Town of Milo issued the next most permits with 38 and the towns of Italy and Torrey followed with 22 and 19 respectively. During this period, the largest numbers of permitted residential units in Monroe County were: Town Units Avg. With an Average Units per Year of almost 281, the major exceptions to the rule in Webster include 488 units permitted in 1998, and 372 permits in The Town of Perinton has had the most significant drop off in the number of residential permits from the period of Averaging about 163 Units per Year from , Perinton permitted 476 units in 1999 thus deviating greatly from the average. Also with an Average Units per Year of 163, the number of units permitted in the Town of Henrietta went well above the average in 1999 with 388 units. The Town of Greece permitted 430 units in 1996 which is well above their average of 251 Units per Year. The Town of Chili permitted their largest numbers of units in 1994 and 1996 (386 and 236), and the Town of Penfield s units permitted have remained relatively steady over the eleven year period, peaking in 1999 with 196 permitted units. The Towns of Avon (276) and Lima (201) permitted over half (58%) of the residential units in the Livingston County TMA between 1994 and The Town of Victor issued permits for 1,821 residential units between 1994 and This was the most by any town in the TMA outside of Monroe County. The Towns of Canandaigua (964) and Farmington (643) and the City of Canandaigua (329) issued the next largest numbers of residential units in the Ontario County TMA. In the Wayne County TMA, the largest numbers of new residential permits were issued in the Town of Ontario with 998 between 1994 and The Town of Walworth permitted the next largest number of units (799), with the Town of Macedon (438) issuing the fewest of the Towns in the Wayne County TMA. 27 In 2006, the five largest numbers of new residential units permitted in the TMA were by the Towns of Webster (187 units), Greece (184), Henrietta (176), Canandaigua (170), Farmington (113), and Penfield (110). Map 14 shows the number of new residential units for which permits were issued by municipalities in the TMA in Subdivision data for Monroe County in 2006 indicates that approved permits allowed a total of 528 lots in twelve municipalities. Ontario County municipalities permitted about half (218 lots) of all TMA lots outside of Monroe County (140 total lots in the towns of Canandaigua and Victor). One subdivision was reported for the Livingston County TMA in the Village of Avon totaling 60 lots. The Town of Livonia (12 lots) was the only other municipality in Livingston County to approve and report any subdivisions. In the Wayne County TMA, the Town of Ontario approved five subdivisions with a total of 54 lots, and the Town of Macedon approved two subdivisions totaling 70 lots (the town of Walworth did not return a survey). Of all towns in the TMA, the Town of Webster permitted the largest number of lots with 160, followed by the Town of Ogden with 135. Industrial: Beginning in 2000 and continuing through 2006, industrial permit data is available for Monroe County municipalities. There were 27 industrial permits issued in Monroe County in The largest number of permits issued for industrial buildings in the TMA outside of Monroe County between 1994 and 2006 were in municipalities in Ontario County with 130. The Town of Victor issued 63% (82 buildings) of the permits for industrial buildings in the Ontario County portion of the TMA during that time. Between 1994 and 2006, twenty-six industrial buildings were permitted in Livingston County. Fourteen of the 26 were in the Towns of Avon and Caledonia. The Village of Avon issued five industrial permits over this time period, the Town of Lima issued three and the villages of Caledonia and Lima each issued two. 28 In 2006, the Town of Ontario issued two industrial permits, the most of any municipality in the TMA outside of Monroe County. Overall, there were 6 permits issued for new industrial buildings in the TMA outside of Monroe- two in each county. Map 15 shows the number of permits issued for new industrial buildings by municipality in the TMA in Commercial: Commercial permit data for Monroe County municipalities indicates that a total of 87 permits were issued in The Town of Penfield issued the most with 30 (however did not specify between commercial and industrial), and the Town of Chili, which also did not differentiate between commercial and industrial, issued 22 permits. The remaining commercial permits were spread out among eleven municipalities. In the Wayne County TMA, 43 of the 72 permits (60%) issued for commercial buildings between 1994 and 2006 were in the Town of Ontario. Seven permits were issued for commercial buildings in 2006 in the Wayne County TMA: the Town of Ontario issued four commercial permits, and the Town of Macedon issued three. Map 17 shows the number of permits issued for new community service buildings by municipality in the TMA in The largest number of permitted commercial buildings in the TMA outside of Monroe County between 1994 and 2006 were in the Ontario County municipalities (370). The Town of Victor issued 71% (263 buildings) of the Ontario County TMA permits for commercial buildings. In 1996, the Town of Victor s 68 permits for commercial buildings was the most of any Rural County TMA municipality in the past twelve years. Between 1994 and 2006, 66% of all the permits issued for commercial buildings in the Livingston County TMA were by the Town of Avon (29).
