11 West Virginia Municipal League Survey I. Project Description A comprehensive survey was developed and distributed to West Virginia s 232 municipalities in May 2008 in an effort to compile wage rate information. A copy of the actual survey is included in of this report. Seventy-six (76) municipalities responded for a response rate of 32.5%. A list of participating municipalities, their population and county is included in Section II of this report. Responses to survey questions are grouped according to municipal class (i.e. Class I - > 50,000 population; Class II 49,999 10,000; Class III 9,999 2,000; Class IV 1,999 0). Section II of this report will provide a summary of responses associated with the following categories of general information: number and type of employees, unionization, call-out/on-call information, health insurance and compensatory time. Detailed tables are also included in this report for reference. Section III includes a series of tables illustrating responses in regard to employees of municipalities employed on an hourly wage rate basis. Statistical information is also provided at the end of each of the respective positions. Section IV of this report includes tables representing the salary range for municipal employees employed on a salary basis. Again, statistical information is provided at the end of each of the respective positions. Finally, Section V lists additional comments that were received from responding municipalities. For the most part, these comments reflect a difficulty in classifying a job position because of the wide realm of duties across all municipalities. As evidenced in many of the comments provided by the responding municipalities, it is extremely difficult to compare employees on an equal basis across all municipalities. Oftentimes, employees perform duties in one municipality that would encompass several positions in yet another municipality. In an effort to provide clarity, job descriptions were provided with the survey. Caution should be utilized when using this data for comparative analyses, as an employee in one municipality may not have the exact duties as an employee with the same job title in another community. It is the desire of the West Virginia Municipal League that municipal officials will find this report to be informative, useful and the contents easy to utilize for various comparative analyses. 23 West Virginia Municipal League Survey II. General Municipal Information This section provides a brief synopsis of the responses to the early sections of the survey questionnaire. Actual respondent information can be found in the sections referenced in each of the respective sections. A. Participating Municipal Information As stated previously, 76 municipalities responded to the survey undertaken by the West Virginia Municipal League in The responding municipality s employ 1,297 public workers and represent 252,924 municipal residents. A breakdown of the employees is presented in a table found in Section II.F.ii. at the conclusion of this Section. B. Unionization The survey asked communities to report municipal departments represented by a union. Four percent (4%) of the municipalities responding reported a union presence within their departments. A Class breakdown of survey respondents regarding unionization is as follows: Class I no union; Class II 40% have union presence; Class III 9% union presence; Class IV no union). Refer to Section II.F.iii. for actual responses. C. Call-Out/On-Call Information In terms of general pay provisions, the survey asked that employees provide information relevant to call-out pay and on-call pay. The survey revealed that these types of pay provisions are most prevalent in three municipal departments: Public Works, Police Department and Fire Department. The following tables summarize the results of responding municipalities for the specific questions related to these topics. The overall results are found in Section II.F.iv. Health Insurance The survey explored the issue of health insurance for municipal employees. Of the 61 municipalities that responded to this particular question, the survey found that 72% of respondent municipalities provide some type of health insurance for employees. Results by Class are as follows: Class I 100%; Class II 100%; Class III 93.3% and Class IV 60.0%. Refer to Section II.F.v. for individual municipal responses to this issue. Forty-three percent (43%) of those responding municipalities require employees to pay part of the health insurance premium. The survey uncovered those municipal employees that are required to pay a portion of the premium pay an average of 20% of the related fees for the health insurance provided through the municipality. A breakdown by class is as follows: Class I 20%, Class II 17.5%; Class III 19%; Class IV 16.4%. 22

25 Not all municipalities provide health coverage for dependents of municipal employees. The survey revealed that seventy-seven percent (77%) of those responding municipalities provide this type of coverage. One-hundred percent (100%) of the responding Class I, II and III municipalities provide this type of coverage, while 62.5% of responding Class IV municipalities make this coverage available for their employees. Many responding municipalities require their employees to pay a portion of this coverage premium. In fact, 48% of municipalities require employees to contribute to the premium. The survey revealed that municipal employees that are required to pay for dependent coverage have to pay an average of 53.8% of the related fee. The survey found that respondents reported the average annual deductible for single coverage is $468. The average annual deductible for family coverage is $976. A breakdown by class for family coverage is as follows: Class I - $600; Class II - $775; Class III - $430; Class IV - $2,100. Respondents reported that the average out-of-pocket expense for family coverage is $4,555. A breakdown by class is as follows: Class I - $3,000; Class II - $4,000; Class III - $3,400; Class IV - $5,950. E. Pay Information & Compensatory Time The survey also inquired about holiday pay premiums and the basis for pay increases for hourly and salary employees. Although there were a limited number of responses to these particular questions, it appears that the average base pay multiplier ranges from 1.5 to 2.0 to the majority of responding municipalities. The multiplier is roughly the same for police and fire and slightly more for public works. Again, the number of responses was limited but indicated that raises were fairly equally distributed on the basis of merit and longevity for both hourly and salary employees. The final general issue question explored the topic of compensatory time as an alternative to overtime pay. Forty-five percent (45% percent) of responding municipalities reported utilization of compensatory time as an alternative to overtime pay. A breakdown is as follows: Class I 100%; 75% of responding Class II municipalities, 50% of Class III and 65.5% of Class IV municipalities make this option available to their employees. 23

26 The survey also inquired about the option of counting compensatory time that is taken toward the typical 40 hours worked in a week for purposes of calculating overtime pay. Thirty-eight percent 38% of the total respondents reported utilizing this formula. A municipal class breakdown is as follows: No response from the responding Class I municipality; 71.4% of Class II municipalities; 60% of Class III municipalities; and 61% of Class IV municipalities count compensatory time toward the 40 hours worked in a week. 24
