CLARE Tel Fax DUBLIN AIRPORT (EIDW) RUNWAY 10/28 UPGRADE PHASE 1 AND PHASE 2 AIP SUPPLEMENT Nr 14/17 09 NOV This Supplement replaces SUP 10/17. Details of Phase 2 have been included Work is continuing on a major upgrade of Runway 10/28 at Dublin Airport. The work includes a structural overlay of the runway pavement, replacement of runway lighting, and associated ducting and site works. In addition, pavement and lighting upgrade works will take place on associated taxiways. The work is being carried out on a phased basis and the overall project will last for approximately eighteen months. Pilots should be aware that, although runway markings will be reinstated as far as possible during the works, operational or other conditions may prevent full reinstatement at the end of each work period. Times and duration of work in this supplement are indicative. Exact times and dates will be promulgated by NOTAM in due course. For most of the period of the works covered by this supplement, both during and outside working hours, CAT II/III/Low Visibility Operations will not be available on RWY 28. Touchdown zone lighting and supplementary approach lighting appropriate to CAT II/III will not be available on RWY 28. With the exception of the availability of CAT II/III/Low Visibility Operations as noted above, Runway 10/28 and Runway 16/34 will be available as normal outside working hours. /over IRISH AVIATION AUTHORITY Page 1 of 6
2 PHASE 1 Phase 1 is continuing and primarily involves work on the portion of the runway excluding the intersection with Runway 16/34, see Appendix 1. Working hours will generally be hrs, all times local. These times are indicative; confirmed times will be promulgated by NOTAM and may vary over the course of the project. During working hours in Phase 1: Runway 10/28 will be withdrawn from service. Runway 16/34 will be available for use as normal. During working hours, when Runway 10/28 is withdrawn from service, the preferred runway for arrivals shall be Runway 16, unless operational safety requirements dictate otherwise. When tailwind component is not greater than 5 KT on Runway 16, this runway shall be used for landing in preference to Runway 34, provided the RWY surface is dry. Pilots requesting Runway 34 for landing during periods when Runway 16 is the runway-in-use must advise Dublin ATC as early as possible for traffic sequencing purposes and state the reason, and should understand that their arrival may be delayed. Ref. EIDW AD If Low Visibility Conditions occur or are forecast to occur during planned working hours, work will not be carried out. CAT II/III/Low Visibility Operations may take place subject to availability as noted above, but note that for most of the period of the works, CAT II/III/Low Visibility Operations will only be available on RWY 10. In addition to work on Runway 10/28, upgrade work will also be carried out on Taxiways E2, E3, E4, E5, E6, E7 and B7. The dates and times of operational restrictions or closures of these taxiways will be promulgated by NOTAM in due course. /over IRISH AVIATION AUTHORITY Page 2 of 6
3 PHASE 2 Phase 2 primarily involves work on the combined threshold area of RWY 28 and RWY 34, see Appendix 2. It is intended that work in Phase 2 will commence in November 2017, subject to satisfactory progress having been achieved in Phase 1. Exact times and dates of work will be promulgated by NOTAM, with reference to this supplement. Working hours in Phase 2 will generally be hrs, all times local. These times are indicative; confirmed times will be promulgated by NOTAM and may vary over the course of the project. It is intended that work will be carried out from Monday to Sunday inclusive, ie seven nights a week. During working hours in Phase 2: Runway 10/28 will be shortened. A temporary displaced RWY 28 threshold / RWY 10 end will be located as shown in Appendix 2. The temporary displaced RWY 28 threshold will be located at N W at a level of 208FT AMSL (data whose accuracy has not been quality-assured). The temporary displaced threshold will be provided with runway threshold/end lights, wing bars, Temporary PAPIS (2.9, MEHT 76.0FT) and runway threshold identification lights, visible only during working hours. Runway 28 Approach Lighting will not be available. Runway 10/28 centreline lighting will not be available. Runway edge lighting will be available. Instrument Approach Procedures (IAPs) during working hours: Runway 28: ILS CAT II and CAT III approaches will not be available for the duration of these works. RWY 28 RNP, ILS CAT I and LOC IAPs will remain available outside of the hours of the PHASE 2 works. During the working hours of PHASE 2, a new VOR IAP (VOR T) will be available. Chart Ref. EIDW AD , effective date 9 th November This IAP will not be available outside of the PHASE 2 hours of work and will be NOTAMed as such. The existing VOR IAP (Chart Ref. EIDW AD ) will be withdrawn from 9 th November Runway 10: During the PHASE 2 works, IAPs for RWY 10 RNP, ILS/LOC and VOR IAPs will all remain available. Take-offs on Runway 28 will only be available from the position of the temporary threshold. Aircraft entering the runway at TWY E2 should taxi forward to the temporary threshold before commencing take-off roll. Runway 10 will be available for take-offs and landings using less than the full length of the runway. Aircraft landing on RWY 10 should endeavour to exit via TWY E3, unless safety dictates continuing to the temporary runway end and taxiing forward to TWY E2. IRISH AVIATION AUTHORITY Page 3 of 6
4 Intersection take-offs on Runway 10 from the intersections with TWYs E5, E6 and E7 will not be available. Runway 16 will not be available for take-offs. Runway 16 will be available for landings using less than the full length of the runway. The LDA will be 1692m. Temporary runway end lights will be installed. Runway 34 will not be available for take-offs or landings. The declared distances available during working hours in Phase 2 will be as set out below: RWY TORA TODA ASDA LDA N/A N/A N/A N/A N/A N/A N/A If Low Visibility Conditions occur or are forecast to occur during planned working hours, work will not be carried out. CAT II/III/Low Visibility Operations may take place, subject to availability as noted above, but note that for most of the period of the works, CAT II/III/Low Visibility Operations will only be available on RWY 10 (full length). In addition to work on Runway 10/28, upgrade work will also be carried out on Taxiway E1. The dates and times of operational restrictions or closures of this taxiway will be promulgated by NOTAM in due course. COMPLETION WORKS Towards the end of the project, it will be necessary to revert to the work area and operating conditions associated with Phase 1 for a short period, dates and times to be promulgated by NOTAM. This will be followed by a further short period of work under the operating conditions associated with Phase 2, dates and times to be promulgated by NOTAM IRISH AVIATION AUTHORITY Page 4 of 6
