1 Tuesday June 5 th, 2018 At the regular meeting of the Council of the Municipality of Otter Lake, held on the above date at 7:00PM, at 15 Palmer Avenue (Municipal Office), and which were present the Mayor Mrs. KIM CARTIER VILLENEUVE, Councilors VICKY DUBEAU, KATHLEEN GAUTHIER, CARLEN LAFLEUR, DESIREE TREMBLAY, IVAN LEBLANC, ROBIN ZACHARIAS all forming quorum under the chairmanship of the Mayor. The Assistant Director General SARAH KLUKE is also present. The Mayor welcomes those present, after establishing a quorum opens the session DESIREE TREMBLAY Adoption of the agenda with the additions to «Varia» 1. Mayor Mme Kim Cartier-Villeneuve:. 2. 2 KATHLEEN GAUTHIER THAT the minutes of the extra ordinary council meeting May 8 th and 28th, 2018 be accepted as written Whereas the firm Piché & Lacroix presented the financial statement 2017 during the regular meeting of council ; THAT the Municipality of Otter Lake adopt the financial statements of 2017 as presented Considérant que le ministère des Transports, de la Mobilité durable et de l Electrification des transports à verse une compensation de 231, 849$ pour l entretien du réseau routier pour l année civile 2017 ; Considérant que les compensations distribuées à la Municipalité visent l entretien courant et préventif des routes locales 1 et 2 ainsi que les éléments des ponts, situés sur ces routes, dont la responsabilité incombe à la Municipalité ; Considérant qu un auditeur externe présentera le rapport financier des frais encourus admissible pour l année 2017 ; POUR CES MOTIFS ; IL EST PROPOSÉ PAR CONSEILLER ET RÉSOLU À L UNANIMITÉ ET RESOLU QUE la Municipalité d Otter Lake informe le ministère des Transports de la Mobilité durable et de l Électrification des Transport de l utilisation des compensations visant l entretien courant et préventif des routes locales 1 et 2 ainsi que les éléments des ponts situé sur ces routes, dont la responsabilité incombe à la Municipalité, conformément aux objectifs du Programme d aide à l entretien du réseau local. 2
3 Adopté / CARLEN LAFLEUR THAT the Municipality purchase hoses from CMP Mayer Inc. for the fire department in the amount of $952 ; DESIREE TREMBLAY THAT the Municipality purchase a portable charger for the fire department from CTM for their Emergency Vehicle at the cost of $ plus taxes VICKY DUBEAU THAT the Municipality purchase 4 air tanks SCBA from Scott Empire for the Fire Department at a cost of $ THAT the Municipality purchase a command post from Medimage in the amount of $
4 ROBIN ZACHARIAS THAT the Municipality of Otter Lake pay the invoice received from the firm Piché & Lacroix for the preparation of the financial statement 2017 in the amount of $15, KATHLEEN GAUTHIER THAT the Municipality received 2 bids for the reparation of Picanoc road : - Jason Hynes $73,764 - Michel Lacroix $50,588 THAT the Municipality of Otter Lake accept the quote from Construction Michel Lacroix price for roadwork on Picanoc road in the amount of $43,000 plus taxes DESIREE TREMBLAY THAT the Municipality recieved two quotes for the preparation of the walking trail : - Doug Zacharias $20, Blue Heron $29, THAT the Municipality of Otter Lake accept Doug Zacharias Trucking quote price for the preparation of the Walking trail in the amount of $20,855 plus taxes. THAT the Municipality received two quotes for the asphalt for the walking trail ; - Jason Hynes $38, Lacroix Construction $28, THAT the Municipality of Otter Lake accept Lacroix Construction quote price for the walking trail asphalt in the amount of $28, These are amounts that reflect grant application. 4
5 DESIREE TREMBLAY THAT the Municipality of Otter Lake transfer $1391 to surplus account from the reserve account as recommended by the firm Piché & Lacroix VICKY DUBEAU THAT the Municipality of Otter Lake purchase flowers for Memorial Park in the amount of $ THAT the Municipality of Otter Lake purchase steel doors and frames for the Skating Rink building at the RA. Total cost not to exceed $ KATHLEEN GAUTHIER THAT the Municipality of Otter Lake purchase culverts from Dale s Home Hardware to replenish municipal inventory of a maximum amount of $ THAT the Municipality of Otter Lake purchase sign for Rang A Road. 5
6 THAT commercial trucks use Rang A to access Leslie Road. THAT the Rang A road is not accessible for these types of vehicles VICKY DUBEAU. THAT the Municipality of Otter Lake pay the meal for our former fire chief Rodney Vadneau s Retirement Party which will be held on June 16, 2018 at the Municipal Hall. It will solely remain a linked access to ATV trails. 7
