Applicant s Proposal The City of Ottawa has received a Draft Plan of Subdivision and Zoning By-Law Amendment for the subject lands for the purpose of developing a residential subdivision. The Draft Plan of Subdivision is comprised of single detached and townhouse dwellings fronting on a local street pattern that will connect with the existing Borrisokane Road, as well as blocks dedicated for local commercial, institutional (school) and municipal uses (park and stormwater management pond). The Zoning By-Law Amendment application intends to rezone the subject lands to permit the range of residential, commercial, institutional and municipal uses being proposed within the subdivision. Plan of Subdivision Proposal Details This subject property is legally described as Part of Lot 12, Concession 3. The site is located in Barrhaven South, south of the Jock River, east of Borrisokane Road, north of Cambrian Road and west of an existing development known as Half Moon Bay. The site, which is currently farmed, has a total area of hectares with approximately 420 meters of frontage along Borrisokane Road. The site is generally flat, with floodplain occupying roughly a third of the site. The applicant proposes to develop a total of 211 residential units fronting on 7 streets, including 117 single detached dwellings and 94 townhouse dwellings. The proposed subdivision also includes 1 park block, 1 open

2 space block (representing the flood plain), 1 school block, 1 stormwater management block and 1 commericial block. The subdivision will connect to the local arterial road, known as Borrisokane Road, and will connect with the street network within in the neighbouring development known as Half Moon Bay. The applicant also proposes a 24 meter collector road that will intersect with Borrisokane Road to accomodate commercial activity and public transit within the site. The applicant has contemplated alternate land uses within the school block and the stormwater management block in the event that these uses can be accommodated on adjacent lands. In this case, the applicant proposes to develop a total of 288 residential units fronting on 9 streets, including 179 single detached dwellings, 109 townhouse dwellings, 1 park block, 1 open space block (representing the flood plain) and 1 commercial block. Requested Zoning By-Law Amendment Proposal Details The subject property is currently zoned Development Reserve (DR). The general purpose of the DR zone is to identify lands intended for future urban development in lands that are designated as General Urban Areas in the City s Official Plan. The applicant is proposing to rezone the subject lands from Development Reserve (DR) to Residential Third Density (R3YY[1909]), Open Space (O1), Local Commercial (LC) and Minor Institutional (1A) in order to accommodate the uses within the draft subdivision. The requested R3YY[1909] zone will permit the proposed single detached dwellings and townhouses, taking into account specific lot requirements. The requested LC zone will permit the proposed commercial block, the 1A zone will permit the proposed school and the O1 zone will permit the proposed park, open space and stormwater management uses on site. Proposition du requérant La Ville d Ottawa a reçu une demande de plan de lotissement préliminaire et une demande de modification au Règlement de zonage afin de permettre l'aménagement d'un lotissement résidentiel sur l'emplacement visé. Le plan de lotissement prévoit la construction d'habitations individuelles isolées et en rangée donnant sur des rues locales qui seront accessibles depuis l'actuel chemin Borrisokane, tout comme l'aménagement d'îlots destinés à des utilisations commerciales, institutionnelles (école) et municipales (parc et bassin de gestion des eaux pluviales). La modification au Règlement de zonage a pour but de changer la désignation des terrains visés afin d'y permettre l'éventail d'utilisations résidentielles, commerciales, institutionnelles et municipales proposées dans le lotissement. Détails de la proposition de plan de lotissement L'emplacement en question est décrit au cadastre comme étant partie du lot 12, concession 3. Il est situé dans Barrhaven Sud, au sud de la rivière Jock, à l'est du chemin Borrisokane, au nord du chemin Cambrian et à l'ouest de l aménagement résidentiel appelé Half Moon Bay. L'emplacement, une terre agricole, a une superficie totale de 20,14 hectares et une façade d'environ 420 mètres sur le chemin Borrisokane. Le terrain est plutôt plat; une plaine inondable en occupe environ le tiers.

5 Le requérant propose de bâtir 211 unités d'habitation donnant sur sept rues, dont 117 individuelles isolées et 94 en rangée. Le lotissement comprendra également un îlot de parc, un îlot d'espace vert (la partie inondable), un îlot d'école, un îlot de gestion des eaux pluviales et un îlot commercial. Le lotissement sera accessible depuis l'artère locale, le chemin Borrisokane, et son réseau routier communiquera avec celui de Half Moon Bay, l'aménagement résidentiel voisin. Le requérant propose également de construire une route collectrice de 24 mètres qui croisera le chemin Borrisokane et soutiendra l'activité commerciale et le transport en commun sur l'emplacement. Le requérant a envisagé d'autres utilisations sur les îlots d'école et de gestion des eaux pluviales au cas où il serait possible de prévoir ces utilisations sur des terrains contigus. Dans ce cas, le requérant propose d'augmenter le nombre d'unités d'habitation à 288 donnant sur neuf rues, dont 179 individuelles isolées et 109 en rangée, toujours accompagnées d'un îlot de parc, d'un îlot d'espace vert (la partie inondable) et d'un îlot commercial. Détails de la proposition de modification au Règlement de zonage L'emplacement visé est désigné Aménagement futur (DR). Une zone DR indique que les terrains sont destinés à un aménagement futur de type urbain dans les secteurs désignés Secteur urbain général dans le Plan officiel de la Ville. Le requérant propose que cette désignation soit changée d'aménagement futur (DR) à Résidentiel de densité 3 (R3YY[1909]), Espace vert (O1), Commerce local (LC) et Petite institution (1A) afin de permettre les utilisations proposées dans le lotissement. La Zone R3YY[1909] proposée permet les habitations individuelles isolées et en rangée proposées construites sur des lots selon des dispositions particulières. La Zone LC permet l'îlot commercial proposé, la Zone 1A l'école proposée et la Zone O1 le parc, l'espace vert et le bassin de gestion des eaux pluviales proposés.
