1 New Urban Topologies (NUT) Mostar 7 th 9 th November 2012 Färgfabriken s international program New Urban Topologies (NUT) brings together architects, academics, artists, and officials from Sweden, Eastern Europe, the Balkans and the Middle East. The objective is to create a democratic platform for urban development. Introduction NUT Färgfabriken has extensive experience arranging meetings on the future and potential of cities. The goal is to get actors from a variety of backgrounds to meet and exchange their experiences. After having worked with Sweden and Stockholm, Färgfabriken started the international program New Urban Topologies (NUT). The program focuses on countries in which dialogue and discussion about urban planning cannot be taken for granted. In the fall of 2010, Färgfabriken organized meetings in Minsk, Belarus and Chisinau, Moldavia. Our seminars, excursions, and workshops resulted in new contacts between each city s most powerful people and some of its most creative artists, academics and architects. The two projects were documented in the book New Urban Topologies: The Chisinau and Minsk Experience. The book comprises texts and interviews conducted by and featuring the meeting participants. In the fall of 2011, we moved on to Skopje, Macedonia and Alexandria, Egypt. In Alexandria we had, for the first time, representatives from several different countries participating. There were activists, academics, and powerful figures from Lebanon, Turkey, Jordan, and Syria. As in all of our New Urban Topologies projects, they were joined by participants from Sweden: key figures from the City of Stockholm, the School of Architecture at the Royal Institute of Technology, and the Office of Regional Growth, Environment, and Planning. In Skopje and Alexandria, as previous editions, new contacts were established among the various groups represented, contacts that have since deepened outside the projects framework. The process continued when Färgfabriken invited participants from all of the previously visited countries to come to a joint meeting in Stockholm in December of The last NUT programme was implemented in Amman Jordan, May October , the book Alexandria City of Layers, about NUT in Alexandria 2011, was released at the Swedish Institute in Alexandria. NUT Mostar During the period 7 to 9:th of November, NUT Mostar will gather different types of stakeholders in order for them to meet and exchange ideas. These are officials, engaged younger architects, artists, students and researchers.
2 By doing so foundations that have not existed before will be laid for communication between different groups and with the public. The results are to be gathered, analysed and shown in different contexts. Issues for NUT Mostar will for example be the divided city, illegal buildings and the new Master Plan for the city centre (see below). Further questions that are usually discussed during NUT concern public space, transportation and participation in the planning process. From Sweden, representatives from the Royal Institute of Technology, City Planning in Stockholm and of course from Färgfabriken will participate. Representatives from Alexandria, Chisinau, Skopje and Riga are also invited. ReCode District - Urban DNA for 21st Century. District area of the City of Mostar is about to be transformed into a new city centre. The area, which served as the division line during the war, has to be designed into a centre for all of Mostars citizens. The project has a symbolic value in the sense that its not only concerning physical reconstruction and putting together different historical periods into one unity, but its also giving the future society of Mostar the chance to have space where they can gather, live, work and give a new meaning to the space. This area and its future transformation will function as the take- off point for NUT Mostar.

6 Dep Sarajevo 15:05 OS758 - TOPICS AND MAPS New Urban Typologies Mostar project ReCode Distirict Narrow urban area of the city that is named and well known as District in the post war period is the area that we will treat during the workshop. It can be said that District is a geographical center of the city even though both The Old city of Mostar which is part of the urban structure developed during the Ottoman period, and then area known as Rondo, developed during Austro-Hungarian monarchy in sense of urbanity and popularity is much better percepted by citizens than District itself. In the post-war period, precisely just after war with the Dayton peace agreement Mostar was divided into 6 municipalities and District area. The 6 municipalities were divided into 3 with majority Bosnian and 3 with majority Croat population. It was just District that was an element where urban unification supposed to start. There was a proposal of Master plan for this area unfortunately it was never adopted. It is of a high importance to make a Master plan for this narrow city area. District area is therefore chosen as the major topic of the NUT Mostar project, so that we can within team work try to define the most important issues which are crucial for the future development of the urban tissue of the central city area. In order to have easier access to the task in the short period that is predicted for our workshop we thought that the most relevant would be to form in advance general topics that will lead us into the final result we suppose to obtain which are The guidance for the District Master Plan. In that context 5 major topics are named: 1. Integration of the District into the already existing urban tissue that surrounds it. This approach would be the crucial in the way that almost all area that surrounds District had already developed Master plans. In that context it would be important to embed and Connect District to its surrounding. 2. Traffic Boulevard (this is the name of the street Bulevar narodne revolucije), as the most frequent road in the city is a big gap for this area. We can say that Boulevard already wrote the fate of this area taking in consideration the frequency of the traffic. It would be interesting and important to see if there can be an alternative resolution for it. When we say traffic we consider also pedestrians, parking spaces and possibility for cycling, etc Green transversal District area is surrounded by Major city Park on one side and Neretva river bank on the other. When we walk through, there are no in particular designed green spots. Accept of the big Spanish Square we cannot say that we have a public area within District. It is also important to say that in context of wider urban area Spanish square is one of two major squares in the city. This issue can lead us into the next which is: 4. Social aspect of District taking in consideration the fact that 20 years ago this area was a division line between two war sides. Despite all efforts that have been invested into this process there are still traces of the wounds made by war. It would be interesting to see and
7 to hear the proposals from someone who comes from abroad. New approaches, new visions and new perspectives for this city area. 5. Local people what they think about? it would be of a high importance to hear public opinion, to draw the poll with questions so that during the workshop we can realize what people generally think about this area. One of the important elements in our law is to have public hearing during the planning process. We do make public hearings but within our final document that we suppose to produce by the end of our workshop it would be important to present the importance of public hearing as well as method of participatory planning and involvement of the citizens in the process. A part from the above formed topics it will be free for all participants to add more issues or all relevant issues that will be important and necessary for the successful results
