8 I УВОД Рано дјетињство је један од пресудних периода у когнитивном развоју појединца и представља период осјетљивог или критичног развоја дјетета. Такође, знања, способности и вјештине стечене у једном периоду живота одражавају се, не само на исходе тог периода, него и на наредно учење, односно на домете каснијег учења. Улaгaњe у квaлитeтнe услугe зa дjeцу у рaнoj дoби, нoси висoк стeпeн пoврaта у односу на уложено. Критички (сензитивни) пeриoд, кaдa су улaгaњa нaрoчитo eфикaснa или чaк и прeсуднa, je пeриoд рaнoг дjeтињствa, jeр je дoкaзaнo дa интeрвeнциje у рaнoм дjeтињству имajу дaлeкo вeћи кoрисни учинaк, уз знатно мaњe трoшкoвe, нeгo интeрвeнциje у кaсниjoj дoби. На основу налаза истраживања истакнутих економиста, прoфит, oднoснo пoврaт нa улaгaњe у рaнoм периоду живота бићe нeкoликo путa вeћи у односу на уложено, имајући у виду да су eфeкти рaнe стимулaциje и учeњa мнoгoбрojни: боље здравствено стање појединца и младих уопште, нижa пoтрoшњa зa здрaвствeну и сoциjaлну зaштиту, као и мањи проценат изражених девијантних и социјално неприхватљивих облика понашања, бoљи oбрaзoвни рeзултaти, вeћa рaднa прoдуктивнoст, тe вeћи eкoнoмски рaст и вишe прихoдa oд пoрeзa зa држaву. Резултати научног I INTRODUCTION The early years of life are one of the most crucial phases of cognitive development of an individual and a sensitive or critical period in child development. Also, knowledge, abilities and skills acquired in one period of life reflect not only on the outcomes of that period but also on children s learning and scope of learning in the future. Investing in high-quality services for children in the early years produces highly significant returns on investment. A critical (sensitive) period in which investments are particularly effective or even crucial is the early childhood period, since it has been proven that early childhood interventions generate much larger benefits, with significantly lower costs, than late interventions. The findings of research by renowned economists show that payoff or return on investment in the early years of life will be several times higher than the investment, knowing that the effects of early stimulation and learning are multi-fold: better health of individuals and young people in general; lower spending on health care and social protection; as well as a smaller percentage of deviant and socially unacceptable forms of behaviour; better education results; higher productivity at work; bigger economic growth and bigger tax revenues for the state. The findings of academic research conducted by the globally renowned economist Dr James Heckman, 8

9 истраживана свјетски познатог економисте Џејмса Хекмана (dr James Heckman), добитника Нобелове награде за економију, потврдили су да је највећи поврат уложених средстава на улагања из програма унапређивања раног раста и развоја који се усмјеравају на дјецу од рођења до три године (Heckman, 2007). У просјеку, рачуна се да један уложени долар у квалитетне програме унапређивања раног раста и развоја уштеди у дугорочном периоду око седам долара (Heckman, 2007). Опсежна неуроразвојна истраживања су доказала да се око 80% раста мозга и синапси дешава у периоду од трудноће до треће године. Наука је потврдила и довела у везу развој мозга и факторе из околине, као што су адекватна њега и брига о здрављу дјетета, рана стимулација, адекватна исхрана, сигурно и стимулативно кућно окружење у којем дијете одраста. Све то утиче на правилан развој дјетета у најранијем узрасту и условљава његове спосoбности за учење и продуктивности. Посебно је изражена разлика у погледу учинка ране интервенције између дјеце која живе у бољим социоекономским условима у односу на дјецу која не живе у квалитетном окружењу, имајући у виду касније остваривање бољих резултата дјеце која долазе из поменуте друге групе. who won a Noble Prize in Economics, confirm that the highest rate of return in early childhood development programmes comes from investing from birth through age three (Heckman, 2007). On average, it is estimated that every dollar invested in high-quality early childhood development programmes saves around seven dollars in the long run (Heckman, 2007). Comprehensive neurodevelopmental research has proven that around 80% of brain and synaptic growth occurs during the fetal period to age three. Science has confirmed a link between brain growth and environmental factors, such as adequate care for child s health, early stimulation, adequate child nutrition and safe and stimulating home setting in which a child is growing. All this affects child s proper development in the earliest age and has an impact on child s learning abilities and productivity. Particularly striking is the difference in the impact of early intervention between the children who live under better socio-economic conditions and the children who are not growing up in suitable living surroundings, in view of better results achieved later by the children from the latter group. 9

10 II ОСНОВ ЗА ИЗРАДУ ПРОГРАМА ЗА РАНИ РАСТ И РАЗВОЈ ДЈЕЦЕ У РЕПУБЛИЦИ СРПСКОЈ II THE BASIS FOR DRAFTING A EARLY CHILDHOOD DEVELOPMENT PROGRAMME У Републици Српској посебна заштита породице, мајке и дјетeта је Уставом Републике Српске ( Службени гласник Републике Српске, бр. 21/92, 28/94, 8/96, 13/96, 15/96, 16/96, 21/96, 21/02, 26/02, 30/02, 31/03, 98/03) проглашенa за једно од основних људских права и слобода. У складу са наведеним, посебна заштита породице, мајке и дјетета прецизирана је кроз сљедеће законе: Породични закон ( Службени гласник Републике Српске, бр. 54/02 и 41/08), Закон о дјечијој заштити ( Службени гласник Републике Српске, број 4/02 Пречишћени текст, бр. 17/08 и 1/09), Закон о социјалној заштити ( Службени гласник Републике Српске, број 37/12), Закон о здравственој заштити ( Службени гласник Републике Српске, бр. 106/09 и 44/15), Закон о раду ( Службени гласник Републике Српске, број 1/16), Закон о здравственом осигурању ( Службени гласник Републике Српске, бр. 18/99, 51/01, 70/01, 51/03, 57/03, 17/08, 01/09, 106/09); In the Republika Srpska, special protection of the family, mother and child is defined in the Republika Srpska Constitution ( The Official Gazette of the Republika Srpska, Nos. 21/92, 28/94, 8/96, 13/96, 15/96, 16/96, 21/96, 21/02, 26/02, 30/02, 31/03, 98/03) as one of the fundamental human rights and freedoms. Accordingly, special protection of the family, mother and child is regulated more precisely through the following laws: The Family Act ( The Official Gazette of the Republika Srpska, Nos. 54/02 and 41/08), The Child Protection Act ( The Official Gazette of the Republika Srpska, No. 4/02 - consolidated version Nos. 17/08 and 1/09), The Social Protection Act ( The Official Gazette of the Republika Srpska, No. 37/12), The Health Protection Act ( The Official Gazette of the Republika Srpska, Nos. 106/09 and 44/15), The Labour Act ( The Official Gazette of the Republika Srpska, No. 1/16), The Health Insurance Act ( The Official Gazette of the Republika Srpska, Nos. 10

11 Закон о предшколском васпитању и образовању ( Службени гласник Републике Српске, број 79/15); Закон о заштити од насиља у породици ( Службени гласник Републике Српске, бр. 102/12,108/13 и 82/15) и Закон о локалној самоуправи ( Службени гласник Републике Српске, бр. 101/04, 42/05 и 118/05). Приоритет Републике Српске је улагање у дјецу, промовисање и остваривање њихових права у складу са важећим прописима Републике Српске, који су усклађени са принципима и одредбама Конвенције о правима дјетета. Права дјетета су прописана Конвенцијом о правима дјетета и саставни су дио остваривања људских права и слобода. Диференцирање права дјетета у оквиру генералних људских права заснива се на посебним потребама дјетета као личности у развоју, као и на чињеници да су та права изложена специфичним облицима повређивања и угрожавања. У складу са општим циљем Конвенције о правима дјетета, земље потписнице теже да обезбиједe да дијете расте у породичном окружењу, да буде у потпуности припремљено за живот у друштву, као и да се дјеци пружа посебна заштита и брига. Република Српска је, у складу са Конвенцијом о правима дјетета, обавезна осигурати и обезбиједити спровођење одговарајућих мјера, које осигуравају заштиту дјеце од свих облика дискриминације на основу 18/99, 51/01, 70/01, 51/03, 57/03, 17/08, 01/09, 106/09), The Preschool Education Act ( The Official Gazette of the Republika Srpska, No. 79/15), The Protection against Domestic Violence Act ( The Official Gazette of the Republika Srpska, Nos. 102/12,108/13 and 82/15), and The Local Self-Government Act ( The Official Gazette of the Republika Srpska, Nos. 101/04, 42/05 and 118/05). The Republika Srpska s priority is to invest in children, and to promote and provide access to their rights in accordance with the legislation applicable in the Republika Srpska, which is harmonised with the principles and provisions of the Convention on the Rights of the Child. The rights of the child are proclaimed in the Convention on the Rights of the Child and are part of the human rights and freedoms. The differentiation of the rights of the child within the general set of human rights is based on the special needs of the child as a developing person as well as on the fact that the children s rights are subjected to specific forms of violations and threats. Under the general objective of the Convention on the Rights of the Child, the States Parties to the Convention aim to ensure that the child grows up in a family setting, that the child will be fully prepared to live an individual life in society and that particular care is extended to the child. The Republika Srpska is obliged under 11

У циљу стварања основних услова за приближно уједначавање нивоа за задовољавање развојних потреба дјеце, планирањa, подстицањa и унапређивањa дјечије заштите, помоћи породици у остваривању њене репродуктивне, заштитне, васпитне и економске функције, посебне заштите трећег дјетета, у породици са више дјеце, као и других активности и права из области дјечије заштите, Влада Републике Српске је године донијела Одлуку о оснивању Јавног фонда за дјечију заштиту Републике Српске ( Службени гласник Републике Српске, број 27/96). Законом о Омбудсману за дјецу Републике Српске ( Службени гласник Републике Српске, бр. 103/08 и 70/12) оснoван је Омбудсман за дјецу Републике Српске као независна институција која штити, прати и промовише права дјетета. Одлука о оснивању Савјета за дјецу Републике Српске, као сталног савјетодавног тијела Владе Републике Српске, донесена је године ( Службени гласник Републике Српске, број 66/06), Одлука о формирању Савјета за демографску политику Републике Српске године ( Службени гласник Републике Српске, број 34/12), а Одлука о формирању Савјета за сузбијање насиља у породици и породичној заједници године ( Службени гласник Републике Српске, број 7/13). The Republika Srpska Ombudsman for Children s Office was created under the Republika Srpska Ombudsman for Children Act ( The Official Gazette of the Republika Srpska, Nos. 103/08 and 70/12) as an independent institution which protects, monitors and promotes the rights of the child. The Decision to Form a Republika Srpska Council for Children as a permanent advisory body of the Republika Srpska Government was passed in 2006 ( The Official Gazette of the Republika Srpska, No. 66/06); the Decision to Form a Council for Demographic Policy of the Republika Srpska was passed in 2012 ( The Official Gazette of the 12

13 дјелују при Министарству породице, омладине и спорта Републике Српске. Политика унапређивања здравља становништва Републике Српске до године, коју је усвојила Влада Републике Српске ( Службени гласник Републике Српске, број 92/12), као свој приоритетни правац дјеловања истиче смањивање разлика у здрављу становништва путем развијања специфичних политика, програма и акционих планова, усмјерених на социјалне одреднице здравља и усредсређеност на кључна подручја као што су: рани раст и развој, запослење и услови рада, социјална заштита, превенција и третман болести, смањивање социјалне искључености и рањивости појединаца и заједница, те смањивање неједнакости у здрављу (повезано са смањивањем неједнакости у друштву). Република треба да буде друштво засновано на знању и учењу, које повезује све нивое и врсте образовања у хармоничну и транспарентну цјелину, утемељену на позитивним начелима и циљевима и у најбољем интересу дјеце. Тако ће бити омогућено стварање услова за развој свих потенцијала личности и остварења њихових потреба кроз партнерство и заједничку одговорност породице и друштва, притом поштујући принцип холистичког приступа у развоју личности, што је и наведено у Стратегији развоја образовања у Републици Српској године. Доношење оваквог програма Republika Srpska, No. 34/12); and the Decision to Form a Council for the Prevention of Violence in the Family and Family Community was passed in 2013 ( The Official Gazette of the Republika Srpska, No. 7/13). These Councils operate under the Republika Srpska Ministry of Family, Youth and Sports. The Policy to Improve Population Health in the Republika Srpska by 2020, which was approved by the Republika Srpska Government ( The Official Gazette of the Republika Srpska, No. 92/12) as its priority action area, sets out reduction of differences in population health by developing specific policies, programmes and action plans targeting the social determinants of health, and the focus on key areas such as: early childhood growth and development, employment and working conditions, social protection, prevention and treatment of diseases, reduction of social exclusion and vulnerability of individuals and the community, and reduction of inequality in health (related to the reduction of inequalities in society). The Republika Srpska should be a society based on knowledge and learning, which combines all levels and types of education into a harmonious and transparent whole, based on positive principles and goals and in the best interest of children. This will create conditions for developing all potentials of a personality and satisfying personality development needs through partnership and joint responsibility of the family and society, while respecting the principle of a holistic approach to personality development, 13

Оваквим приступом стварају се услови који доприносе и сваком другом развоју Републике. Европска унија је, као дио Лисабонске агенде, поставила циљ да има водећу економију базирану на знању. Да би достигла овај циљ мора развити људски капитал, а то захтијева улагање у рани раст и развој дјеце кроз области здравља, васпитања, образовања, социјалне, породичне и дјечије заштите. The European Union set a goal within the Lisbon Agenda to become a leading knowledge-based economy. In order to achieve this goal, the EU must develop human capital, which requires investment in early childhood development through the sectors of health, education, social, and family and child protection. The same goal is contained also in the Europe 2020 Strategy as part of the World Health Organisation strategy The European Policy for Health - Health International experiences and research findings indicate the following: Social determinants of health affect the factors related to health outcomes, including early childhood growth and development, The safest and best environment that children grow up in is the family in which relationships are based on mutual respect; Safe and protected families and children who have access to quality health, education and social protection services, as well as safe 14

16 III АНАЛИЗА ТРЕНУТНЕ СИТУАЦИЈЕ У ОБЛАСТИ РАНОГ РАСТА И РАЗВОЈА ДЈЕЦЕ У РЕПУБЛИЦИ СРПСКОЈ III ANALYSIS OF THE CURRENT SITUATION IN EARLY CHILDHOOD DEVELOPMENT IN 1. Здравствени и социјални сектор 1. Health and social protection sectors Активности на унапређивању раног раста и развоја дјеце у Републици Српској задњих неколико година биле су усмјерене на: 1. Усвајање Пoлитике зa унaпрeђeњe рaнoг рaстa и рaзвoja дjeцe у Рeпублици Српскoj ( Службени гласник Републике Српске, број 37/11), 2. Израду Политике унапређивања здравља становништва Републике Српске ( Службени гласник Републике Српске, број 92/12), 3. Утврђивање Политике унапређивања исхране дјеце до пете година живота у Републици Српској ( Службени гласник Републике Српске, број 14/12), 4. Успостављање инoвaтивних мoдeла зa пружaњe услугa из oблaсти рaнoг рaстa и рaзвoja дjeцe кроз формирање центара за рани раст и развој. Циљ Политике унапређивања раног раста и развоја дјеце у Републици Српској је да се The activities to improve early childhood development in the Republika Srpska over the past several years have focused on: 1. Developing a policy to improve population health in the Republika Srpska ( The Official Gazette of the Republika Srpska, No. 92/11), 3. Developing a policy to improve nutrition of children under 5 years of age in the Republika Srpska ( The Official Gazette of the Republika Srpska, No. 14/12), 4. Introducing innovative models for early childhood development services through the creation of early childhood development centres. The goal of the Policy to Improve Early Childhood Development in the Republika Srpska is to create, by 16

17 унапређивањем раног раста и развоја створе оптимални услови за правилан раст и развој дјеце, како би свако дијете, без обзира на средину из које потиче и своје индивидуалне могућности, имало услове за здрав почетак живота и како би достигло свој пуни потенцијал. Усвајање Политике унапређивања раног раста и развоја дјеце у Републици Српској омогућило је осмишљавање и спровођење активности потребних да би се достигли највиши доступни стандарди заједнице и створили оптимални услови за одрастање дјеце. Ова политика се разрађује и остварује кроз различите програме и пројекте, уз координацију и сарадњу надлежних институција, установа и организација. На овај начин створили су се услови и за успостављање инoвaтивних мoдeла зa пружaњe услугa из oблaсти раног раста и развоја дјеце. Тако је, уз подршку Уницефа, у Републици Српској отворено неколико центара за рани раст и развој при домовима здравља, основним школама и предшколским установама, као могућа подршка пoстojeћем здрaвственом систeму, систему васпитања и oбрaзoвaњa и систему сoциjaлнe зaштитe, како би ови системи квaлитeтније oдгoвoрили нa пoтрeбe сoциjaлнo искључeних пoрoдицa, a пoсeбнo oних сa дjeцoм узрaстa од рођења до десет гoдинa. Формирањем центара за рани раст и развој настојало се да буде прoмoвисaн интeгрисaни приступ са циљeм пружања унивeрзaлних услуга improving early childhood development, the optimum conditions for the normal growth and development of children so that every child, regardless of their environment or individual abilities, is given a healthy start in life and a possibility to reach their full potential. The approval of the Policy to Improve Early Childhood Development in the Republika Srpska made it possible to develop and implement the activities necessary for achieving the highest available standards in a community and for creating the optimum conditions for child development. This policy is fleshed out with greater detail in, and implemented through, various programmes and projects, in coordination and cooperation among the relevant institutions, institutes and organisations. This created conditions for establishing innovative models for early childhood development services. With the support of UNICEF, a number of early childhood development centres were opened in the Republika Srpska at healthcare outpatient centres, primary schools and preschool institutions as the possible support to the existing health system, the education system and the social protection system in order for these systems to respond better to the needs of socially excluded families, particularly those with children aged 0 to 10 years. The creation of the early childhood development centres was aimed at promoting an integrated approach with a view to providing universal services to children and parents, particularly to the groups of children with disabilities, children from socially vulnerable 17

18 дjeци и рoдитeљима и то посебно групама дјеце са потешкоћама у развоју, дјеце из социјално угрожених породица, те дјеце из заједнице националних мањина као и дјеце повратника са посебном пажњом нa узрaст дo три гoдинe. Република Српска је имала подршку Канцеларије Уницефа у БиХ, која је, крoз Оквир развојне помоћи Уједињених нација, дјеловала на пoвeћaњу eфикaснoсти и eфeктивнoсти у рjeшaвaњу рaзвojних приoритeтa у Босни и Херцеговини, истoврeмeнo узимajући у oбзир глoбaлнe рaзвojнe oквирe дефинисане у Mилeниjумскoj дeклaрaциjи и Mилeниjумским рaзвojним циљeвима, кao и мeђунaрoднe кoнвeнциje и спoрaзумe кoje je Босна и Херцеговина ратификовала. Тако је на подручју Републике Српске до сада дошло до реализације многобројних пројектних активности, које су биле обухваћене кроз два циклуса Оквира развојне помоћи Уједињених нација. Први циклус обухватао је период од до године, а други од до гoдинe. С обзиром на сложеност мјера, поступака и активности у области раног раста и развоја дјетета, интензивирана је сарадња са Уницефом на наставку пројекта Унапређивање раног раста и развоја дјеце у Републици Српској. Увођењем модела породичне медицине у примарној здравственој заштити обезбијеђена је доступност услуга усмјерених ка породици у цијелој Рeпублици Српској. The Republika Srpska received support from the UNICEF Country Office in BiH which carried out activities within the United Nations Development Assistance Framework to increase efficiency and effectiveness in addressing the development priorities in Bosnia and Herzegovina, while at the same time taking into consideration the global development frameworks defined in the Millennium Declaration and the Millennium Development Goals, as well as international conventions and treaties which Bosnia and Herzegovina ratified. As a result, numerous project activities were implemented in the Republika Srpska under two cycles of the United Nations Development Assistance Framework. The first cycle covered the period , and the second cycle covered the period In view of the complexity of measures, procedures and activities in early childhood development, cooperation with UNICEF within an extended project Improving Early Childhood Development in the Republika Srpska has been intensified. The introduction of the family medicine model to the primary health care system ensures the availability of family-oriented services throughout the Republika Srpska. Primary health care is essential health care based on practical, scientifically sound, and socially acceptable methods and technology made universally accessible to individuals and families in 18

Она истовремено представља интегрални дио здравственог система земље и свеукупног социјалног и економског развоја заједнице. Примарна здравствена заштита представља први ниво контакта појединца, породице и заједнице са националним здравственим системом, приближавајући здравствену заштиту што је могуће више мјесту гдје људи живе и раде, конституишући први елемент у континуираном процесу здравствене заштите. У оквиру примарне здравствене заштите, путем кост-ефективних интервенција као што су промоција здравља, превенција болести, рано откривање болести, благовремени третман и рехабилитација, се рјешава највећи дио здравствених проблема и здравствених потреба становништва уз активну подршку појединаца, породице и заједнице у цјелини. У здравственом систему Републике Српске примарна здравствена заштита обезбјеђује се путем 53 дома здравља и једне амбуланте породичне медицине. У складу са Законом the community through their full participation and at a cost that the community and country can afford to maintain at every stage of their development in the spirit of self-reliance and self-determination. It forms an integral part both of the country s health system and of the overall social and economic development of the community. Primary health care is the first level of contact of an individual, the family and community with the national health system, bringing health care as close as possible to where people live and work, and constitutes the first elements of a continuing health care process. The primary health care services solve most health problems and meet most of the health-related needs of the population through cost-effective interventions, such as health promotion, disease prevention and early detection of diseases, timely treatment and rehabilitation, with the active support of individuals, families and community as a whole. Primary health care services are provided within the health system of the Republika Srpska through 53 healthcare outpatient centres and one family medicine clinic. Under the Health Care Act, primary health care includes: health promotion activities, health education of citizens about the most frequent health problems, methods of their identification and control, prevention, diagnosis, treatment, care and rehabilitation to facilitate the process of recovery from illness, injury and other health conditions, emergency medical services, detection and reduction of risk factors for 19

20 о здравственој заштити примарни ниво здравствене заштите обухвата: активности на промоцији здравља, здравствену едукацију грађана о најчешћим здравственим проблемима, методама њихове идентификације и контроле, превенцију, дијагностику, лијечење, његу и рехабилитацију болести, повреда и стања, хитну медицинску помоћ, откривање и редукцију фактора ризика масовних незаразних болести, превентивну, дјечију и општу стоматологију и ортопедију вилице, заштиту и унапређивање менталног здравља, рехабилитацију у заједници, имунизацију против заразних болести, лијечење и његу у кући, заштиту здравља жена и дјеце, хитни санитетски превоз, обезбјеђивање лијекова и медицинских средстава, хигијенскоепидемиолошке послове, послове лабораторије, послове дијагностике и оцјењивање опште здравствене способности радника на радним мјестима на којима нису присутни професионални ризици. 2. Васпитање и образовање Предшколско васпитање и образовање је процес раног учења и формирања личности дјетета од рођења до поласка у школу, који се одвија у свим окружењима у којима дијете живи. Систем прeдшкoлског васпитања и oбрaзoвaња заснован је на законским и подзаконским прописима. Предшколско васпитање и massive non-communicable disease outbreaks, preventive, paediatric and general dentistry and jaw orthopaedics, protection and improvement of mental health, community rehabilitation, immunisation against infectious diseases, treatment in the patient s own home and homecare, protection of health of women and children, emergency medical transportation, provision of medication and medical devices, hygienic and epidemiological services, laboratory services, diagnosis and assessment of general health condition of workers at workplaces without occupational hazards. 2. Education Pre-school education is the process of early learning and forming a child s personality from birth to primary school enrolment, which takes place in all environments in which children live. The preschool education system is based on primary and secondary legislation. Pre-school education is done in 41 public and 48 privately-owned pre-school institutions, formed under the law, standards and norms established to govern this area. Of particular concern is the fact that pre-school educational establishments do not exist yet in some places. As a consequence, out of 63 local self-government units in the Republika Srpska, children do not benefit from organised institutional pre-school education in 20 local self-government units. The entire process of pre-school education is carried 20

21 out under the Pre-School Education Programme which emphasises that pre-school education is a foundation of permanent learning, oriented to different aspects of child development: intellectual development, social and emotional development, physical development and development of speech, communication and creativity, which support the children s proper inclusion in a concrete social and cultural context, while nurturing their own spiritual and cultural heritage. It is necessary to review the pre-school programme structure because it is precisely through the structure that we impact on the pedagogical quality and outcomes of learning and child development. Accordingly, every change to the programme should be scientifically based, while respecting the current theories of child s learning and development. This all is preceded by the evaluation of the existing programme and an analysis of its implementation. Since pre-school educational establishments in the Republika Srpska differ in terms of their structure, programme implementation, organisation and ownership, this programme represents a common basis for creating quality educational programmes in all pre-school institutions. Although the level of coverage of children by organised pre-school education in the Republika Srpska has been continuously rising (7% in 2005; 14.5% in 2014), it is not yet satisfactory because out of the total population, only 9,227 children, or around 15% of the total population of preобразовање рeaлизуjе сe у 41 jaвној и 48 привaтних прeдшкoлских устaнoвa, које се оснивају у складу са Законом и стaндaрдимa и нoрмaтивимa утврђeним за ову област. Цјелокупан процес предшколског васпитања и образовања остварује се кроз примјену Програма предшколског васпитања и образовања, којим се истиче да је предшколско васпитање и образовање темељ перманентног учења, усмјерен према аспектима развоја дјетета: интелектуалном, социоемоционалном, физичком и развоју говора, комуникације и стваралаштва, којим се дијете подржава за квалитетно укључивање у конкретни социокултурни контекст, уз његовање сопствене духовне и културне баштине. Потребно је преиспитати структуру предшколског програма, јер преко структуре дјелујемо на педагошки квалитет и исходе учења и развоја дјеце. У складу с тим, свака измјена програма потребно је да је заснована на научној основи, поштујући притом важеће теорије учења и развоја дјеце. Свему овоме претходи активност евалуације постојећег програма и анализа његове примјене у пракси. Како су предшколске установе у 21

The coverage of children differs between urban and rural areas, which means that attendance in kindergarten and inclusion in some of the pre-school programmes are mainly the privilege of children living in urban areas. Степен обухвата организованим предшколским васпитањем и образовањем у Републици Српској је у сталном порасту (2005. године 7%, године 14,5%), али овај обухват ипак није на задовољавајућем нивоу, јер од укупне популације само дјеце похађа предшколске установе што овог тренутка представља око 15% од укупне популације дјеце предшколског узраста (Графикон 1). Обухват дјеце је врло неуједначен у урбаним и руралним срединама, тако да је боравак у вртићу и укљученост у неке од предшколских програма углавном привилегија дјеце из урбаних средина. 22

Медицинске сестре најчешће раде са дјецом јасличког узраста, послове васпитача обављају дипломирани васпитачи или наставници предшколског васпитања са вишом или високом стручном спремом, док стручни сарадници, углавном са високом стручном спремом, раде на пословима којим се унапређује васпитнообразовни рад и цјелокупна дјелатност предшколске установе. Стручни сарадници су педагози, психолози, дефектолози, социјални радници и љекари, специјалисти педијатрије. Educational work, child care, social and preventive health care in pre-school establishments in the Republika Srpska are carried out by childcare professionals and educational specialists. Usually, nurses work with nursery school toddlers, early childhood education is provided by certified early childhood educators or early years teachers with early childhood education Associate or Bachelor s degree. Educational specialists, with a Bachelor s degree earned at a 4-year degree-granting postsecondary institutions, carry out activities to improve educational work and overall pre-school activities. Educational specialists are pedagogues, psychologists, educational therapists, social workers and paediatricians. In 2015, pre-school educational establishments employed 1,412 people, of whom 23

24 У предшколским установама у запослено је радника, од чега је 708 васпитача, 97 медицинских сестара и 72 стручна сарадника, што представља већи број у односу на годину, када је било запослено радника, од чега је 680 васпитача, 99 медицинских сестара, 67 стручних сарадника (педагог, психолог, дефектолог, социјални радник и нутрициониста). Код јачања кадровских капацитета, потребно је нагласити да су васпитачи у предшколским установама раније образовани најчешће у учитељским и медицинским школама на нивоу средњег образовања, затим у педагошким академијама као вишим школама (VI степен стручне спреме). Промјене у васпитно-образовним програмима (курикулумима) и у друштвеним токовима које воде ка отвореном друштву изазвале су и реформске промјене у темељном образовању будућих васпитача. Реформа у високом образовању довела је до модернизације темељног професионалног оспособљавања васпитача за савремени стручно-педагошки рад са дјецом предшколског узраста. Данас у Републици Српској постоје студијски програми за предшколско васпитање и образовање на неколико факултета и то на Филозофском факултету у Бањој Луци, Педагошком факултету у Бијељини, те на Независном универзитету Бања Лука. Министарство просвјете и културе настоји побољшати програме на свим високошколским установама за образовање васпитача и наставника, усаглашене са савременим филозофијама васпитања и образовања. 708 were early childhood educators, 97 were nurses, and 72 were educational specialists - more than in 2014, when they employed people, of whom 680 were early childhood educators, 99 were nurses and 67 were educational specialists (pedagogues, psychologists, educational therapists, social workers and nutritionists). Regarding building human resource capabilities, it is necessary to emphasize that most of preschool teachers received education in teacher preparatory schools and medical schools at the level of secondary education and in two-year colleges of teacher education (an associate degree). Changes to educational programmes (curricula) and social trends leading to an open society triggered the reform of the fundamental education of the future early childhood educators. The higher education reform resulted in modernisation of the fundamental professional development of educators for modern pedagogical work with pre-school children. Today, several faculties in the Republika Srpska offer early childhood education courses: Faculty of Philosophy in Banja Luka, Faculty of Teacher Education in Bijeljina and the Independent University of Banja Luka. The Ministry of Education and Culture is trying to improve the programmes at all higher education institutions for early childhood educator and teacher training, harmonised with modern philosophies of education. 24

25 3. Породица 3. Families Питање заштите дјеце је кључно питање функционисања савремене породице. Уважавајући значај и потребу ефикаснијег дјеловања система друштвене подршке на потребе породице, Народна скупштина Републике Српске усвојила је Стратегију за развој породице у Републици Српској од до године. У овом периоду остварена је квалитетнија и чвршћа интерресорна сарадња институција, установа и организација које својим радом доприносе квалитетнијој подршци породици у Републици Српској. Различити облици ризичног понашања, којима је изложена савремена породица, утичу на психофизички развој дјетета. Како су статистички показатељи указивали на проблем постојања насиља у породици и изложености, прије свега, жена и дјеце као жртава, створена је потреба специфичне заштите њихових права. У Републици Српској учињен је значајан напредак када је у питању област насиља у породици. Усвајањем Закона о заштити од насиља у породици прописано је да посебну помоћ и заштиту, између осталих, ужива жртва која је дијете. Према овом закону дијете је жртва и уколико је било присутно приликом вршења насиља према другом члану породице иако радње насиља нису предузете према њему. Законом о измјенама и допунама Закона о Child protection is the crucial issue for the functioning of the modern family. Recognising the importance of and the need for a more efficient impact of the social support system on the family s needs, the Republika Srpska National Assembly passed a Family Development Strategy of the Republika Srpska During that period, a closer and enhanced interagency cooperation was established among institutions, institutes and organisations whose activities contribute to providing better support to families in the Republika Srpska. Various forms of risk behaviour that the modern family is exposed to affect the child s psychological and physical development. As the statistics indicated the problem of domestic violence and the exposure of women and children as the main victims of domestic violence, there was a strong need for the specific protection of their rights. A significant progress has been made in the Republika Srpska regarding prevention of domestic violence. The Protection against Domestic Violence Act accords special assistance and protection to the victim who is a child, among others. Under the Act, the child is considered a victim also if the child was physically present at the residence or any other scene at the time of the commission of an act of domestic violence against another family member, although the act of domestic violence was not committed against the child. The Protection against Domestic Violence Act Amendment Act from 2015 introduces for the first 25

26 заштити од насиља у породици из године први пут су уведене казне затвора за учиниоца насиља у породици који понови радњу насиља у породици у присуству дјетета, као и учиниоцу који изврши радњу насиља на штету дјетета. Доношењем Општег протокола о поступању у случају насиља у породици ( Службени гласник Републике Српске, број 104/13) и Протокола о поступању у случају насиља, злостављања или занемаривања дјеце ( Службени гласник Републике Српске, број 82/13) јасно је утврђен начин поступања субјеката заштите у случајевима насиља у породици и насиља над дјецом. У складу са Законом о заштити од насиља у породици, Народна скупштина Републике Српске усвојила је Стратегију за сузбијање насиља у породици Републике Српске године, којом су креирани стратешки правци, циљеви и програми мјера када је у питању превенцијa насиља у породици, подршкa, помоћ и заштита жртава, те спровођење закона, политика и мјера против насиља у породици. Сарадња са Владиним и невладиним сектором о питањима из области подршке породици од изузетног је значаја. Република Српска финансијски подржава пројекте и активности удружења и организација које својим радом доприносе унапређивању положаја породице и подизању квалитета породичног живота, као и активности које промовишу породичне вриједности и одговорно родитељство. time a prison penalty for a domestic violence offence if the offender convicted of domestic violence has committed another domestic violence offence in the presence of a child or if the offender has committed an act of violence against a child. The General Guidelines for Action in Domestic Violence Cases ( The Official Gazette of the Republika Srpska, No. 104/13) and the Guidelines for Action in Cases of Violence against Children, Abuse or Neglect of Children ( The Official Gazette of the Republika Srpska, No. 82/13) clearly define actions to be taken by the protection authorities in domestic violence and violence against children cases. Under the Protection against Domestic Violence Act, the Republika Srpska National Assembly passed a Strategy for the Suppression of Domestic Violence in the Republika Srpska for the period The Strategy creates strategic aims, objectives and activities related to prevention of domestic violence, provision of support and assistance to victims, protection of victims and implementation of laws, policies and actions against domestic violence. Cooperation with the government and nongovernmental sector on issues related to family support is extremely important. The Republika Srpska supports financially the projects and activities carried out by associations and organisations which are contributing to improving the position of the family and to increasing the quality of family life, as well as the activities which promote family values and responsible parenthood. 26

Тим за координацију активности у области унапређивања раног раста и развоја дјеце У циљу унапређивања раног раста и развоја дјеце, а на основу Закључка Владе Републике Српске, број 04/ /15 од 13. августа године ( Службени гласник Републике Српске, број 66/15), задужени су Министарство здравља и социјалне заштите, Министарство просвјете и културе и Министарство породице, омладине и спорта да потпишу Протокол о сарадњи у области унапређивања раног раста и развоја дјеце у Републици Српској. Протокол је потписан 5. октобра године. Влада Републике Српске је донијела Рјешење о именовању чланова Тима за координацију активности у области раног раста и развоја дјеце. Истим закључком задужени су Министарство здравља и социјалне заштите, Министарство просвјете и културе и Министарство породице, омладине и спорта да Влади Републике Српске у року шест мјесеци доставе на разматрање Програм за рани раст и развој дјеце у Републици Српској Team for coordination of activities related to improvement of early childhood development In order to improve early childhood development, the Ministry of Health and Social Protection, the Ministry of Education and Culture and the Ministry of Family, Youth and Sports are tasked by Conclusion of the Republika Srpska Government No. 04/ /15 of 13 August, 2015 ( The Official Gazette of the Republika Srpska, No. 66/15) with signing a Memorandum of Cooperation in the Improvement of Early Childhood Development in the Republika Srpska. 28 IV ВОДЕЋИ ПРИНЦИПИ IV GUIDING PRINCIPLES Проблематика раног раста и развоја дјеце захтијева интегрисани приступ да би се адекватно и на вријеме одговорило развојним потребама дјетета. Из тог разлога на спровођењу ових активности биће заступљене све релевантне институције из различитих подручја друштвеног дјеловања, а посебно здравствене, предшколске, школске, високошколске (медицински и педагошки факултети) и установе социјалне заштите. Early childhood development requires an integrated approach in order to respond to the children s developmental needs adequately and on time. For this reason, all relevant institutions from different social spheres and particularly health institutions, pre-schools, schools, higher education institutions (Faculties of Medicine and Teacher Education Faculties) and institutes of social protection will be involved in the implementation of these activities Принцип заштите људских права Једно од темељних права, које произлази из Устава Републике Српске и међународних конвенција, је право појединца, а посебно дјеце, омладине и породице, на здрав живот. Суштина овог принципа заснована је на једнаким правима и недискриминацији, односно најбољем интересу дјетета. Принцип заштите људских права укључује и право сваког појединца на достојан и стручан третман и помоћ у случају болести или других угрожавајућих социјалних околности. Република Српска је дужна осигурати загарантовано право на здравствено и социјално осигурање, те истовремено смањивати социјалну искљученост појединца или група кроз обезбјеђивање једнаког приступа услугама. Ово начело треба да омогући равноправно укључивање дјеце у 4.1. Human rights protection principles One of the fundamental rights arising from the Republika Srpska Constitution and international conventions is the right of individuals and particularly of children, youth and families to healthy living. The substance of this principle is based on equal rights and non-discrimination, that is, on the best interests of the child. The human rights protection principle includes also the right of every individual to professional treatment and care with full respect for their dignity in case of illness or threatening social circumstances. The Republika Srpska has a duty to ensure a guaranteed right to health and social insurance and to reduce social exclusion of an individual or a group of individuals by providing equal access to services. This principle should provide equal inclusion of all children in education, social and health systems, 28
